SAN DIEGO (KGTV) -- Police Tuesday released video of a deadly officer-involved shooting in El Cerrito. The body camera footage is being released within 45 days of the incident as part of Assembly Bill 748. The video shows the moment 52-year-old Dennis Carolino was shot by an officer. According to police, Carolino’s aunt called police the night of August 24 to report that he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues. RELATED: Man dies following officer-involved shooting in El CerritoPolice requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard.“As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement.San Diego Police say three seconds passed from the time Carolino left the outbuilding to the time he was shot. Officers provided aid to Carolino until paramedics arrived, but he died shortly after. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. 1717

SAN DIEGO (KGTV) -- Over the last year, thousands of San Diegans received incorrect water bills, but as the city recently discovered, thousands of customers received no bills at all.Officials said at a news conference Thursday afternoon that as many as 2,500 customers may have been affected over the last three to six months. In a press release sent to 10News Thursday, the city blamed a backlog of work orders and additional training for staff on a gap between meters and the public utilities department billing system.RELATED: Audit shows City sent thousands of faulty water bills?The city says meters were still collecting usage data, but the information wasn't being generated into a bill.Earlier this year, Mayor Kevin Faulconer asked the department to re-read every meter in the city. After the project was complete, workers found 10,000 meters broken, damaged or in need of replacement. The city is working to notify customers of the amounts they may owe and says that no water service will be affected. The city also promised that payment plans will be made available for customers.The issue comes on the heels of another problem with the department. SAN DIEGO (KGTV) — One of San Diego's most recognized dive bars has been sold to two local cousins.The Aero Club's property was purchased, along with its neighboring property occupied by the t-shirt company Dyno Brand, for .4 million by cousins Chad Cline and Jason "Rocky" Nichols. The bar, formerly owned by Chinatown Bar & Grill's Bill Lutzius, will largely remain unchanged with its dive bar-style in tact, according to Cline. We figured if he moved it, it would get ruined," Cline said. "We don’t want to change anything, unless something breaks."And the two aren't walking in without experience. Between the pair, they have roles running Midway District's Banzai Bar, Little Italy's Waterfront Bar & Grill, Point Loma's Harbortown Pub and Club Marina, Lakeside's Eastbound Bar & Grill, La Mesa's The Hills, and the Gaslamp's Werewolf.The purchase itself was an easy price tag to swallow for Cline and Nichols. Cline said the two are dive bar fans and Aero Club held a special spot for them as they worked nearby at Waterfront."[Aero Club] was always kind of the spot that we felt was similar to what Waterfront was," Cline said. "We’re dive bar fans. All the spots that we’re associated with are kind of dive bars as well."And, of course, there's the Aero Clubs massive assortment of whiskey at the bar — which isn't going anywhere."I started liking it even more," Cline joked of when Aero Club started collecting hundreds of varieties of whiskey. He added if any changes were to come, the portfolio of whiskeys could expand."That's our goal with the whole thing is to continue it and not ruin it," he said. "‘I think what Aero Club is in not because of me or Rocky but because of Bill and previous owners."Dyno Brand is set to move from the neighboring property on April 1, Cline said. SAN DIEGO (KGTV) -- Neighbors are concerned after they say a registered sex offender moved into their Rancho Bernardo community, just feet away from an elementary school playground.Anthony James Morgan, 32, was convicted of possession of child pornography and lewd and lascivious acts with a child in Tennessee in 2013.Neighbors say they became concerned after Morgan moved into a townhouse in their neighborhood weeks ago. According to records on the Megan’s Law website, Morgan lives on the 17000 block of Caminito Baya, about 100 feet away from a playground at Westwood Elementary School.According to the Safe Task Force, which monitors local sex offenders, Morgan’s living situation is legal because of the California Supreme Court.In 2015, the court tossed out blanket restrictions on where sex offenders may live. The ruling came after sex offenders said the restrictions made finding housing impossible for them.  Authorities say while probation or parole agents can implement living restrictions, due to the fact that Morgan is no longer on parole or probation, he is now allowed to live wherever he wants.Neighbors say the rule doesn’t make sense. “I think the rules definitely need to be changed when it comes to sexual predators,” said Linda Vasquez.Vasquez added that she is relieved to hear that Morgan will be moving out of the area in April. “I’m very happy for that. We don’t need that in a neighborhood full of children.”The neighborhood is particularly sensitive to the sex offender issue. Neighbors say registered sex offender John Gardner was spotted at this mother's home - less than 500 feet from Westwood Elementary - in the years before he murdered two teens, including Chelsea King.Father Brett King helped lead a successful fight for tougher laws, including stricter punishments for sex offenders.  When he learned about Morgan's living situation, he told 10news: "As a society, we have lost our common sense ... SAN DIEGO (KGTV) -- One man is behind bars after a series of events in Rancho Penasquitos, including nearly running over a firefighter. Around 2:30 p.m. California Highway Patrol received a report of a reckless vehicle on SR-76 near Cole Grade Road Monday. The blue Toyota RAV4 was reported after unsafely passing vehicles and speeding in the area. Shortly after, CHP reported that the driver - Falahi Abrahim - was involved in a crash and started a brush fire.Shortly after Cal Fire responded to the fire, 37-year-old Abrahim from fled the scene - nearly hitting the firefighter who was trying to help him.Police officers followed, but Abrahim refused to stop and a pursuit began. The pursuit continued westbound on SR-76 to I-15 and transitioned to I-15 Southbound. The vehicle continued to flee from officers on I-15 Southbound and exited the freeway at Camino Del Norte where the vehicle progressed eastbound.During the chase Abrahim failed to stop for two red lights at separate intersections and officers discontinued the pursuit in the interest of public safety.A San Diego Police Department helicopter continued to follow the car, communicating Abrahim's location to the CHP. At 3:11 p.m. the driver stopped near the 10000 block of Carmel Mountain Road. After a short foot pursuit, Abrahim was taken into custody and arrested under suspicion of driving under the influence of a drug and felony evading charges.The incident involving the assault of the firefighter at the collision scene is still under investigation. 1572
