POWAY (CNS) - Authorities today identified a 69-year-old man who was gravely injured when he was struck by a car while walking in the same Poway intersection where sheriff's deputies were investigating a collision in which his wife struck and injured a pedestrian about 30 minutes earlier.Robert Tockstein of Ramona was struck shortly after 8:35 p.m. Tuesday at the intersection of Twin Peaks Road and Midland Road, and he died at an Escondido hospital early Wednesday morning, according to sheriff's Lt. Dustin Lopez and the San Diego County Medical Examiner's Office.In the first crash, which happened around 8:05 p.m. Tuesday, Tockstein's wife struck a man who was walking in a crosswalk at the intersection, Lopez said. The victim was transported to Palomar Medical Center in Escondido where he was treated for minor injuries.While deputies investigated the first crash, Tockstein arrived at the scene, Lopez said.Tockstein moved his wife's vehicle and as he was walking back to the scene of the crash he was struck in the east crosswalk of Twin Peaks Road, the Medical Examiner's Office said in a statement.The driver of the Toyota Prius that struck Tockstein remained at the scene and cooperated with deputies, Lopez said.Tockstein was transported to Palomar Medical Center in Escondido, where he was pronounced dead at 1:58 a.m. Wednesday, the Medical Examiner's Office said. 1390

He was going about the speed limit - 55 miles per hour - when he saw the headlights of an oncoming vehicle as it drove past him."All of a sudden my windshield explodes. Glass is flying. Glass flies in my face. Luckily, I had my glasses on," said Woodard.Woodard, a trucker by trade, maintained control. He was only feet from a cliff."It shocked me, like being slapped in the face," said Woodard.He pulled over when he could safely do so, and checked out the damage."The water was dripping down the middle of the glass," said Woodard.Water, as in a water balloon. "When I saw this my anger just went out the roof. I could have lost control. I could have rolled my car," said Woodard.Woodard's wife posted details on Facebook, leading to reports of four other similar incidents in the Poway and Ramona area in the past few weeks, including two others that same night."One lady said it was a truck, and it was a water balloon," said Woodard.Another driver discovered ice chunks after he was hit, apparently from a frozen water balloon. (KGTV) - Poway's city council is expected to vote Tuesday night to move forward toward demolition of the Big Stone Lodge, which could pave the way for its consideration as a site for a long-sought affordable housing complex for veterans in the city.The property on Old Pomerado Road is one of the most historic sites in Poway, dating back to an old lodge used as a stopover on the stagecoach route into San Diego. Later, it became the location for popular restaurants, a dance hall, and a notoriously rowdy honky tonk. When the homes were built along the current Pomerado Road, residents complained of noise from the Big Stone Lodge, leading to its closure. It's been abandoned for decades and the city bought the land in 2003."It's pretty shocking as far as how dilapidated it is," Poway City Councilmember Caylin Frank told 10News. "We know that we've had vandals. We've had people breaking in to do who knows what. So at this point it's really become a health and safety risk for the city."There seems to be general agreement that the building will need to be torn down. However, there's a battle brewing over what to do with the land. In 2018, the city transferred the property to the Poway Housing Authority, which has designated it for affordable housing. Housing advocates have been trying for years to build an affordable housing complex for veterans. A plan was developed for an empty lot on Twin Peaks Road, but after an uproar by nearby residents, the council voted against the plan 3-2. Supporters of that project have pitched the Big Stone Lodge site as a replacement. Frank says Poway will need to pick sites for more housing, but wants to study multiple options, including the Big Stone Lodge.A group of Poway residents oppose putting housing at the Big Stone Lodge, citing the site's historic nature and concerns over increased traffic in the area. "Anywhere but here," said Mary Shepardson, Vice-President of the Poway Historical Society. "This is not suited for building on." Shepardson and others are urging the council to turn the land into a passive park, preserving what parts of the Big Stone Lodge can be saved, including native plants and trees.Frank says she expects the city to move forward with demolishing the structures on the site. She said she hopes a plan for the property will be settled on in 2020. 2355
