SAN DIEGO (KGTV) -- A tortoise no longer on the loose is still waiting for its rightful owner in East County. The tortoise, believed to be an older male, was found Thursday by Heartland Paramedics. It was roaming the streets of El Cajon and is now staying at the El Cajon Animal Shelter.Workers there say this is not a situation they often face.“Not in the City of El Cajon," said Shelter Manager Jill Jones. "Perhaps in outer-lying counties, they have a little more tortoise traffic, but we generally do not."A family who saw the original 10News story believed the tortoise was their beloved pet Frankie who went missing a week ago. However, upon arrival at the shelter, they quickly realized this tortoise was much larger. If you believe the tortoise is yours, you can go to the shelter during regular business hours. If possible, bring photos and any other identifying information. 889

SAN DIEGO (KGTV) - An El Centro teacher was arraigned Tuesday after she was accused of providing marijuana and alcohol to students on a school camping trip.Monique Garcia, 50, faces two felony charges and three misdemeanor charges garnering a maximum sentence of 8 years and 4 months in state prison, according to the District Attorney's Office.Deputy District Attorney Stephen Marquardt said a 17-year-old student on the trip gave Garcia a ride to a grocery store where she bought alcohol and then drove to a dispensary where she bought cannabis, including edibles.Marquardt said students were intoxicated and became sick after consuming the alcohol and/or cannabis.According to the Southwest High School website, Garcia was head of the math department. The Central Union High School District sent a statement to 10News reading in full: "In order to protect the integrity of the judicial process, Central Union High School District does not comment on ongoing or pending proceedings. Monique Garcia is no longer employed by the District. Due to the sensitive nature of the allegations the District will continue to respect the privacy of all those involved."Southwest High School's Outdoor Adventure Club went on a three-day camping trip in February of 2019, according to the Imperial Valley Press.IVP named Garcia as the head adviser of the club and stated she was on that trip with 29 students. The trip took place, according to IVP, at the Laguna Campground from Feb. 15-18.This is the first criminal case resulting from the newly formed Student Safety in School Systems Task Force, under the San Diego County District Attorney.Garcia will be in court for a preliminary hearing June 18.A restraining order was filed, to keep Garcia from contacting 18 individuals, whom Marquardt said she texted before and after the trip.A LinkedIn profile with the same name lists Garcia as a teacher at Southwest High School from August 2008 - present and at Gompers Charter Middle School from August of 2006 - June of 2007.The San Diego Unified School District confirmed Garcia worked at Crawford High School from Sept. 28, 2007 to June 30, 2008. 2143

SAN DIEGO (KGTV) -- After losing her husband and her son to a rare form of cancer, a local mom is doing her part to bring awareness to the disease. She teamed up with her family’s medical care team to come up with a step challenge.“I’m a mother on a mission to find and fund a cure for this disease,” says Debra Melikian. She lost her son Merak in February. He was diagnosed with a rare form of Gastrointestinal Stromal Tumor, also known as GIST.“He was so strong, he was so brave and determined to live life on his own terms,” says Melikian. “Merak never let cancer define him.”Melikian says the cancer is hereditary. She lost her husband to the cancer months prior.“I have lost my entire immediate family in a mere two-plus years. I do not want any other family to have to go through the despair and destruction that this cancer brings.”When not tending to patients, the care team at UCSD, who treated Merak and his father, would often participate in fun challenges, like Tough Mudder. Nurse Maura Caffrey says after Merak’s death, they wanted to do something to honor him and bring awareness to GIST.The team came up with a step challenge.“Whether you do Zumba, yoga, or hiking, you can do any type of activity,” says Caffrey. “It’s sort of a movement challenge. But you can convert everything into steps.”To participate, text “CUREGIST” to 31996. A sign-up link will be sent to your phone. The funds raised will go towards research to help find a cure. The Miles For Merak step challenge kicks off Thursday. Each team has until October 7th to try to gain the most steps. 1580

SAN DIEGO (KGTV) — A surveillance system caught a man breaking into a College Area Thai Restaurant and stealing hundreds of dollars in cash and tech equipment. 10News met with Chira Svangvitaya, owner of "Sala Thai." She has been serving dishes from her homeland to the San Diego community for almost 30 years. But when she opened the store on Halloween morning, she found her store in shambles. “I saw all the things all over the floor," Svangvitaya said. MAP: Track crime happening in your neighborhoodHer surveillance cameras captured the break-in just before 7 a.m.  A man crept in through the back door, ran through the dining area while pulling up his hood, then headed straight to the front counter. He took 0 in cash, five tablets, and a laptop before tiptoeing out the back door. "He was like a pro," she said. “In and out in less than five minutes.”While the stolen money was substantial, the absence of the tablets hurt her most.“I have Uber Eats. Grub Hub, Postmates, Door Dash, Amazon, and Yelp," she said. She said 30 percent of her sales come solely from deliveries, which means she is losing out on a lot of customers. But she said there is a silver lining to this. What the thief may not know, is that the tablets' only function is food delivery. The resale value is unsubstantial. They all come with serial numbers, which she hopes the police and delivery companies use to track them and the thief down. “I just want them [the police] to catch the guy. I don’t want him to do it to other business, you know? It’s painful," Svangvitaya said.If you recognize the man, call San Diego Crime Stoppers at 888-580-8477. 1690

SAN DIEGO (KGTV) -- Accusations of altering documents to receive federal money. That’s the claim in court records against Argosy University, which operates The Art Institute of California in San Diego. Court documents accuse the university of charges including changing submissions to the Department of Education to get student financial funds. Argosy University operates more than a dozen locations across the country, including the Art Institute of California in Mission Valley. The Department of Education sent millions of dollars to Argosy. RELATED: Students concerned for future of Art Institute of California - San DiegoWhat it didn’t know and what’s alleged in court documents is the university was using the money that was supposed to go to students to pay for things like operating expenses. The filing was made on behalf of a court-appointed receiver, the independent outside party to handle the university’s finances. 10News reported earlier that the Education Department stopped all financial aid to Argosy. In July of 2018, the Art Institute in Mission Valley stopped enrolling new students. Current students say they’re frustrated and nervous. 10News reached out to Argosy’s parent company for a response but hasn’t heard back. 1250
