SAN DIEGO (CNS) - A 28-year-old man was hospitalized Monday with non- life-threatening wounds to his leg and hand after he was shot by another man in a parking lot near Mission Bay, police said.The shooting happened around 7:10 p.m. Sunday in a parking lot in the 2600 block of Ingraham Street, north of West Mission Bay Drive, San Diego police Sgt. Kevin Gibson said.The 28-year-old man was standing alone in the parking lot when another man approached him and fired five shots, striking the victim in the leg and the hand, Gibson said.The victim was taken to UC San Diego Medical Center for treatment of his injuries, which were not believed to be life-threatening, the sergeant said.No detailed suspect description was immediately available.One person was detained at the scene and later arrested on unrelated charges, Gibson said. The nature of those charges was not disclosed.Detectives from the San Diego Police Department's special operations unit were investigating the circumstances leading up to the shooting. 1027

Half an inch to an inch of rain is expected in the mountains.The NWS forecaster said the storm will leave San Diego later in the day on Christmas. Wednesday, the day after the storm, is expected to be dry. But more light rain could be on the way."We have another potential storm system that could come in on Thursday and Friday," Connolly said. "We're expecting a little rain from that, but not much."The National Weather Service issued a winter weather advisory Monday for higher elevations in San Bernardino, Riverside, Los Angeles, Ventura and Kern counties.The weather service said the fast-moving storm system was expected to move into Southern California late Monday, bringing up to 4 inches of snow to elevations above 4,000 feet (1,200 meters) including Big Bear, Wrightwood and the Grapevine area of Interstate 5.The system also was expected to bring gusty winds between 40 and 60 mph (64 to 97 kph) and a chance of rain at lower elevations.The conditions could create snowy and ice-covered roads with low visibility and strong cross winds. The California Department of Transportation said chains will be required in mountain areas.In Northern California, the weather service issued a flash flood watch for an area of Mendocino County that was charred by wildfires earlier this year.The warning was in effect from noon until 6 p.m. Monday. Motorists traveling along Highway 20 should be on alert for possible road flooding, rockslides and debris flows, it said.The fire in July blackened 717 square miles (1,857 square kilometers), much of it in Mendocino National Forest.The weather service also issued a coastal flood advisory in parts of the San Francisco Bay Area until 2 p.m. Monday because of higher than normal tides.Holiday travelers in parts of the Sierra Nevada could see up to 2 feet of snow in some mountain passes at elevations of about 6,000 feet. SAN DIEGO — When Johan Engman scouts locations for his breakfast-centric restaurants, he always seeks places with lots of outdoor space.“Just because we're in Southern California,” he says. “Not because I was predicting a pandemic.”But that criteria sure helped when the coronavirus outbreak hit, and restaurants became limited to outdoor-only seating.Some Breakfast Republic locations didn't lose any capacity, while others, such as its Encinitas eatey, lost about 75 percent.“We're surviving,” Engman says. “I think 2020 is really about being here in 2021.”On Monday - a little help making it through the year. Gov. Newsom and the county paved the way for restaurants across San Diego County to serve tables indoors at 25 percent capacity, after two months of outdoor only. Still, it’s unclear whether the increased restaurant capacity will lead to more jobs- as tens of thousands of displaced workers wait for the call.In July 2019, more than 130,000 San Diegans worked in county restaurants, according to the state Employment Development Department. Last month - with restaurants at outdoor only - that number was just 103,000, a nearly 21 percent drop.Alan Gin, an economist at the University of San Diego, said restaurants will be cautious when it comes to adding staff.“If they can get by without additional staff I think they're going to try to do that,” Gin said. “But if they're strained, if they're already at capacity and to add those 25 percent they're going to need to bring more people back, I think that's what they'll do.Engman says Breakfast Republic will be hiring with the increased capacity, but it’s too early to know the number. He says, however, that he is concerned about winter weather amid still mostly outdoor dining in the coming months.Engman says what would help spur hiring - another round of government stimulus Paycheck Protection Program loans. 1887

After all, the County of San Diego said businesses could shift operations outside under tents, canopies or sun shelters if the sides are not closed and there is sufficient air movement.Lam, who owns the salon with her husband, was planning to do just that until she learned the California Board of Barbering and Cosmetology won’t allow it.“The law - in the Business and Professions Code - states that all barbering and cosmetology services must be performed IN a licensed establishment,” said Cheri Gyuro, spokeswoman for the state Department of Consumer Affairs. “Therefore, these types of business in the required counties must be closed immediately.”It's a devastating blow to Salotto Salon and those like it across the county - because unlike last shutdown, they've exhausted all of their stimulus funds through the paycheck protection program.“We're not just hairstylists,” Lam said. “We are professionals and business owners and mothers, and all we want is to be able to do what we do.” 1540
