The police department, which touts itself as a model for transparency, has been quiet about Plush's death. They're planning to hold a news conference at 3 p.m. Thursday.Nearly two days after he suffocated, numerous questions remain about what went wrong and why a teenage boy is dead even as he pleaded with a 911 operator to send help.What we know, and don't knowPlush called 911 at about 3:16 p.m. Tuesday. He knew he was in trouble but struggled to communicate with the operator. Over the course of a three-minute call in which he gasped, cried repeatedly for help, he relayed that he was trapped inside his car in the parking lot of Seven Hills School.Through Plush's cries for help, the 911 operator indicated the caller was female.TIMELINE: What happened the day Kyle Plush died?A computer-aided dispatch report contained latitude-longitude coordinates on that call. Notes in that report indicated the call may have come from the "thrift store parking lot across the street." CLEVELAND — A Cleveland school security guard who was charged with rape, accused of soliciting and sexually assaulting multiple students, was reported for inappropriate behavior to Cleveland Metropolitan School District months before he was arrested. Derrick Dugger, 29, a security guard at East Technical High School in Cleveland is due back in court Tuesday morning for the charges. According to court records, investigators said he forced a 15-year-old girl to perform oral sex and sent inappropriate messages to students. A detective wrote in the report that Dugger was “predatory” and “a danger to these young ladies.”Dugger was formally charged with rape last week after an investigation began earlier in November, but one Cleveland family told Scripps affiliate WEWS-TV that they reported him months before.According to Joyce Swann, her 15-year-old daughter who has special needs made a complaint about Dugger soon after the school year began at East Technical High School.A CMSD report of that complaint obtained by WEWS is dated September 7 — more than 2 months before Dugger was charged.In the report, Swann’s daughter told the dean that at first, the guard asked her if she had a boyfriend and asked to check her phone. The next day, he greeted her by saying, “Good morning baby.”After that, the student reported, the guard told her he “liked the way she twerked that a**” on Instagram.The student said she felt uncomfortable and reported it to the dean, who called her mother and told her they would take a report and investigate.But Swann said she never heard an update until the day Dugger was charged.“Who would say that to a little kid? You’re supposed to be making sure these kids are safe and you’re preying on them,” Swann said.She said she is terrified of what could have happened had her daughter not reported it — and angry that the school didn’t do more initially.“My daughter is a special needs child. He never would have thought in a million years that she would go to authorities and make that report,” Swann said. “I don’t know if they just wouldn’t believe her because she’s an autistic girl or whatever, and he’s an authority figure.”Swann said she wishes she would have pursued the school more with updates on the investigation and encourages other parents to listen to their kids and take action.CMSD sent WEWS the following statement: 2399

  

CORONADO, Calif. (KGTV) -- Coronado Lifeguards confirmed a shark sighting on Coronado Beach Tuesday afternoon. According to a message posted on Facebook by police, the 12-foot-long white shark was spotted just off the shore of in the North Beach area just before 2 p.m. Lifeguards posted warning signs shortly after the sighting to let beachgoers know about the sighting. Lifeguards chose not to close the beach because the shark was not seen "engaging with anyone in the water.""The lifeguard was out on a paddle board about 100 yards from the shoreline, just past the surf in 6 to 8 feet of water, just before 2 p.m. when he saw the shark appear next to him. It was larger than his 11-foot paddle board," the department said. Watch Sky10 video over Coronado Beach after the sighting:“Under the agreed upon protocol, the City is not required to close the beach or publicly report the sightings,” said City Manager Blair King. “However, in this instance, the City feels it’s important for the community to know about this sighting and that lifeguards are carefully monitoring the waters.”Signs will remain in place for 24 hours, but could be extended if more sightings occur, King added. CLEVELAND, Ohio -- After Ohio Gov. Mike DeWine tested positive for COVID-19 earlier on Thursday, he announced on Twitter later on Thursday that he, his wife Fran, and his staff all tested negative. DeWine took a rapid test for COVID-19 as part of the standard protocol to greet President Donald Trump on the tarmac at Burke Lakefront Airport in Cleveland. DeWine’s office said the governor had no symptoms at the time. On Thursday afternoon in a news conference from his house, DeWine said that other than a headache, he was feeling fine. As part of the standard protocol to greet President Trump on the tarmac in Cleveland, I took a COVID test. I tested positive. I have no symptoms at this time. I’m following protocol and will quarantine at home for the next 14 days.— Mike DeWine (@MikeDeWine) August 6, 2020 Upon returning home, DeWine's staff tweeted he took a "PCR" test, which is considered more accurate for the virus. The test administered by the White House, DeWine's staff says, "represent a new technology to reduce the cost and improve the turnaround time for COVID-19 testing, but they are quite new.""The PCR test is known to be extremely sensitive, as well as specific, for the virus," DeWine's staff added. "The PCR tests for the Governor, First Lady, and staff were run twice. They came back negative the first time and came back negative when they were run on a second diagnostic platform."We feel confident in the results from Wexner Medical Center. This is the same PCR test that has been used over 1.6 million times in Ohio by hospitals and labs all over the state."DeWine's staff said he plans to take a follow-up test on Saturday to confirm he is negative for the virus.Lt. Gov. Jon Husted also took the COVID-19 test Thursday as part of the protocol to greet the president.
