SAN DIEGO (KGTV) — San Diegans will decide whether to pass or defeat Measure E, which asks voters to decide on a 30-foot height limit on buildings in the Midway-Pacific Highway area.Measure E reads as follows:City of San Diego - Measure E: REMOVING 30-FOOT HEIGHT LIMIT IN MIDWAY-PACIFIC HIGHWAY COMMUNITY PLAN AREA. Shall People’s Ordinance O-10960 be amended to exclude the Midway-Pacific Highway Community Plan area, which includes the Sports Arena, from the 30-foot height limit on buildings in the Coastal Zone, with any future development still required to comply with other governing laws?(Full text)Voters will be able to vote “yes” or “no” on the measure. A simple majority vote is required for the approval of Measure E.Those in favor of the measure say passing it would, "revitalize the dilapidated Midway area, help struggling San Diegans get back to work, and create a vibrant neighborhood San Diego families can finally enjoy: a modern Sports Arena. Public parks. Affordable housing. Good paying jobs. Millions in funding for San Diego schools and overdue infrastructure repairs – without raising taxes."Those against the measure argue that, "if approved, would see an entire community within the coastal zone declared exempt from the 30-foot coastal zone height–limit law. The Midway-Pacific Highway Community Plan area includes Marine Corps Recruit Depot (MCRD), Midway, Sports Arena, and NAVWAR. This area is rich in public land that would be ripe for private acquisition and exploitation to reward City Hall’s developer friends." 1555

SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer and community leaders broke ground Tuesday on a Mission Bay park makeover in honor of a woman who died serving her community. Maruta Gardner was struck and killed by a DUI driver in 2016 while she was removing graffiti. The park in Bonita Cove is being named in her honor and receive a “much-needed makeover” for the playground, city officials say. Security lighting will also be enhanced. The cost of the park improvements will be .4 million and the project should be completed by fall 2020.Maggie Frazier, a friend of Gardner's, told 10News, "She'd be dancing in her red cowboy boots and jumping for joy. She was so passionate about this program and wanted to see it fulfilled. Unfortunately, that wasn't the case." 1010

SAN DIEGO (KGTV) — San Diego County's economy is estimated to lose about .4 billion this year due to the pandemic.The new estimates according to SANDAG say the region saw about .8 billion in estimated wages in the first six months of the pandemic. About 176,000 workers were left unemployed because of COVID-19.Of those who lost their job, one in five female employees who lost their job worked in the education sector, and two in three workers ages 16 to 24 who list their jobs were in the tourism sector.About 50% of Hispanic workers who have lost their job worked in the tourism sector, as well. The tourism sector has been hit especially hard by pandemic-related closures, with many of San Diego's hotels and attractions closed much of the summer.But tourism is just one of the industries suffering during the pandemic. SANDAG says about 80% of job loss due to COVID-19 was either in the tourism, retail, or education industries.Ray Major, Chief Economist for SANDAG, said people from neighboring cities are still coming to the area for short trips, but the loss of large conventions and weddings is the aspect of tourism that has the most detrimental impact."You have people flying in from all over the world to go to conventions and they spend a lot of money here in the region at our local restaurants, at our local attractions and that has almost completely dried up," said Major.Major added that even when the economy does recover, conventions may never look the same."The technology is such that it has enabled these conventions to go virtual and they’re doing a pretty good job. So now you really have to question is a business going to undertake the expense of sending their people across the country," said Major.Before COVID-19, SANDAG estimated the region's economy to grow about 2% higher than 2019's Gross Regional Product. Now, the agency estimates the economy to contract about 4.7%, or .4 billion.SANDAG estimated that the economy may grow by about 4.2% in 2021, which could bring the economy back up to 2019 levels. Major said predictions are showing a slower complete recovery, adding it could take until 2023 or 2024 for a full economic recovery, assuming a vaccine is available around early 2021.Major also said some of the industries that aren't hurting as badly are innovation, government and construction. He said the focus moving forward should be on helping people in failing industries shift to jobs that are more successful."What we’re going to have to do is really find those and focus on re-training programs to help people change careers. It’s not that easy for people to switch from one industry to another," said Major. 2671

  

SAN DIEGO (KGTV) -- San Diego Gas & Electric this week turned off power to tens of thousands of customers due to high wind conditions, but almost three days into the shutoff, some customers say they’re running out of options and need their power back now.East County resident Cynthia Chisum told ABC 10News, “It isn’t fun. We’ve lived in this house for 45 years. So, I know about power outages. But we’ve never had one of these preemptive power outages.”Chisum isn’t new to red flag warnings and what that comes with, as precautions are taken to make sure everyone stays safe.But this time Chisum is running out of options. Her family has been relying on candles, lamps, and battery powered equipment to make it through. Their big problem is the freezer -- without any power, their food is close to rotting.“We have a freezer full of fish that my husband caught during a fishing trip and we hate for all that to go spoiled,” Chisum said.Chisum said it was windy Wednesday night, but since then it’s been calm. That’s why she believes her power should be restored quickly.SDG&E posted an update on their website laying out their restoration plans, saying “crews are conducting visual inspections of each impacted circuit to determine whether there were any wind related damage before power can be restored.”The utility also said crews are looking for safety hazards such as downed lines, debris or tree branches caught in power lines. If no damage is found, power can be restored quickly.For those impacted by the outages, SDG&E has set up drive-thru resource centers where customers can get water and snacks or charge devices. 1646

  

SAN DIEGO (KGTV) -- San Diego Police arrested nine people suspected of driving under the influence Saturday night. According to the department, the checkpoint was held on the 1400 block of G Street between 11:30 p.m. Saturday and 3 a.m. Sunday. A total of 2,403 vehicles went through the checkpoint, police say. More than 400 vehicles were screened, 13 drivers evaluated and nine people arrested on suspicion of driving under the influence of alcohol. San Diego Police said in a news release that they plan to conduct another DUI checkpoint at an undisclosed location on Halloween. The department also plans to increase patrol on Halloween to screen for intoxicated drivers. This week, companies like Uber are offering tips on how to get around for Halloween.
