SACRAMENTO, Calif. (AP) — A California utility blamed for igniting several wildfires caused by downed power lines that killed dozens and destroyed thousands of homes agreed Tuesday to pay billion in damages to local governments.Attorneys representing 14 local public entities announced the settlement with Pacific Gas & Electric to cover "taxpayer losses."More than half of the settlement is related to the 2018 fire in Northern California that killed 85 people and destroyed more than 13,000 homes. It included 0 million to the town of Paradise, which was mostly destroyed in the fire. The money also covers damage from a 2015 in Butte County and a series of 2017 fires in Northern California wine countryThe Texas-based Baron & Budd law firm announced the settlement on behalf of the 14 local governments."This money will help local government and taxpayers rebuild their communities after several years of devastating wildfires," Baron & Budd said in a news release. "The cities and counties will be in a better position to help their citizens rebuild and move forward."PG&E Corp. filed for bankruptcy earlier this year citing billions of dollars in expected losses, mostly from lawsuits filed by individual fire victims, businesses and insurance companies. A judge overseeing that case must approve the settlement announced Tuesday.PG&E spokesman Paul Doherty called the settlement "an important first step toward an orderly, fair and expeditious resolution of wildfire claims." 1515

RICHMOND, Va. – Virginia Governor Ralph Northam and First Lady Pamela Northam have tested positive for COVID-19.On Wednesday they were notified that a member of the Governor’s official residence staff, who works closely within the couple’s living quarters had developed symptoms and had tested positive for COVID-19.The Governor and First Lady received PCR nasal swab tests Thursday afternoon and both tested positive for COVID-19, the governor’s office said. They added that Governor Northam is experiencing no symptoms and First Lady Pamela Northam is experiencing mild symptoms. The release said the Governor and First Lady will isolate for the next 10 days and evaluate their symptoms. The Governor will fulfill his duties from the Executive Mansion.“As I’ve been reminding Virginians throughout this crisis, COVID-19 is very real and very contagious,” said Governor Northam. “The safety and health of our staff and close contacts is of utmost importance to Pam and me, and we are working closely with the Department of Health to ensure that everyone is well taken care of. We are grateful for your thoughts and support, but the best thing you can do for us—and most importantly, for your fellow Virginians—is to take this seriously.”The Governor and First Lady are working closely with VDH and the Richmond Heath Department to trace their close contacts. This story originally reported on WTKR.com. 1408

ROCHESTER, N.Y. -- The Chief of the Rochester Police Department has announced he is retiring after consecutive nights of protests and amid an investigation into the death of Daniel Prude, who died after being restrained by police in March."As a man of integrity, I will not sit idly by while outside entities attempt to destroy my character," Chief La'Ron D. Singletary wrote in a statement obtained by WXXI and WHAM. "The mischaracterization and the politicization of the actions that I took after being informed of Mr. Prude's death is not based on facts, and is not what I stand for."Deputy Chief Joseph Morabito also announced his retirement and said serving with the department was his "extreme honor."The city's mayor, Lovely Warren, said in a city council briefing that there could possibly be other senior commanders retiring from the department, The Associated Press reports.Rochester has been in the national spotlight after police body camera video was released last week, which shows police putting a spit mask over Daniel Prude's face, and holding him down in an effort to subdue him. Prude died of asphyxiation.Since the video's release, seven police officers have been suspended and the New York Attorney General's Office has begun an investigation into Prude's death. On Saturday, Attorney General Letitia James announced she will empanel a grand jury as part of her probe. Many citizens have been calling for the resignation of both Singletary and Rochester's Mayor, Lovely Warren, within 24 hours following the video of Prude's death becoming public.Warren has said that she was originally told Prude died from an apparent overdose, and that it wasn't until August 4 that she saw the footage of Prude being detained.Warren has since publicly pledged overhauls of police practices. For several consecutive nights, protests have erupted through Rochester. Last Friday, upwards of 2,000 people marched through the streets. As police tried to disperse the crowds, some protesters threw rocks, bottles, and even "commercial grade fireworks," according to WHAM.This story was originally published by staff at WKBW. 2132

SACRAMENTO, Calif. (AP) — With the smell of California wildfires in the air, President Donald Trump on Monday ignored the scientific consensus that climate change is playing a central role in West Coast infernos. He reiterated his unfounded claim that poor forest management is to blame. California Gov. Gavin Newsom was respectful with President Donald Trump about climate change during his visit to the state for a briefing about the massive wildfires that have burned throughout the state this year.During his visit, Newsom took a much softer tone, telling Trump they could agree to disagree on climate change. Newsom said his state can do a better job of forest management, but he tells President Donald Trump that it is “self-evident that climate change is real and that is exacerbating this.”Trump said things are getting cooler and said he does not believe the science saying otherwise.“Well, I don’t think science knows actually," Trump said. The fires are threatening to become another front in Trump’s reelection bid, which is already facing hurdles because of the coronavirus pandemic, joblessness and social unrest. His Democratic challenger, Joe Biden, in his own speech Monday said the destruction and mounting death toll across California, Oregon and Washington required stronger presidential leadership, and he labeled Trump a “climate arsonist.”Biden said, "Hurricanes don’t swerve to avoid red states or blue states. Wildfires don’t skip towns that voted a certain way. The impacts of climate change don’t pick and choose. That’s because it’s not a partisan phenomenon. It’s science.” 1609
