SOLANA BEACH (CNS) - A man was arrested Thursday after entering a North County bank, telling everyone inside to get on the floor, announcing that he was robbing the premises and directing workers to make a 911 call to report the crime-in-process. The odd robbery scare at the Wells Fargo branch office in the 200 block of Santa Helena in Solana Beach began just after 9 a.m., according to sheriff's officials. The perpetrator -- a thin, roughly 6-foot man who appeared to be in his 30s, wearing a black hooded jacket with the cowl pulled up over his head -- entered the bank minutes after it opened and promptly made his series of demands, Lt. Karla Menzies said. He issued no threats of violence and displayed no weapons during the takeover, the lieutenant said. When deputies arrived a short time later, they found the self-described robber inside with his hands in the air, Menzies said. The man, whose name was not immediately available, surrendered without incident and was taken to Vista Detention Center to be booked on suspicion of attempted robbery. The motivation for the suspect's actions was unclear. ``(Deputies) think that there were some mental-health issues (involved),'' Menzies said. 1209

ANTHONY, Idaho — Lori Vallow Daybell faces additional charges in connection to the disappearance and death of her children.Vallow was charged late Monday with two counts of conspiracy to commit destruction, alteration or concealment of evidence. The new charges are felonies.According to East Idaho News, Vallow will make an initial court appearance on the new charges Tuesday afternoon at 4:30. Vallow and her attorney, Mark Means, will appear remotely from the Madison County Jail.The charges come after Rexburg police served a search warrant the home of her husband, Chad Daybell, in Salem, Idaho, on Monday. Officers went into the house, exterior buildings, and in the backyard with cameras. They left with brown evidence bags, but it is unknown if the search is tied to Vallow's new charges.Vallow was arrested in Hawaii in March in connection with her missing children, 17-year-old Tylee Ryan and 7-year-old Joshua "JJ" Vallow. She was extradited back to Idaho and charged with felony desertion and nonsupport of children along with three misdemeanors. She's remained in the Madison County Jail on a million bond.Vallow is expected to appear in court on July 9 and 10 if needed for a preliminary hearing. Judge Michelle Radford Mallard will appear over the case, scheduled to start at 9 a.m. local time both days.Police discovered JJ's and Tylee's remains in Daybell's backyard on June 9. Signaling a new chapter in the battle over abortion access in the United States, a European organization has stepped into the fray, providing Americans a way to get doctor-prescribed pills by mail to medically induce abortions at home.Called Aid Access, the organization says it uses telemedicine, including online consultations, to facilitate services for healthy women who are less than nine weeks pregnant. If a woman completes the consultation and is deemed eligible for a medical abortion, the organization's founder writes a prescription for the two pills used to terminate the pregnancy, misoprostol and mifepristone. Prescriptions are then sent to a pharmacy in India, which fills and mails orders to the U.S.There are other ways to get abortion pills by mail in the U.S., but Aid Access is the most affordable option at and one that offers the possibility of financial help, as stated on its website. Plus, Aid Access is the only company to offer physician oversight, according to a report card issued by the grassroots group Plan C, which seeks to educate women about self-managed abortion. 1112

Should you pay sales tax on your online purchases?Chances are good you already do, even though the law requires online retailers to collect the tax only in states where they have a physical presence.Amazon and Walmart, two of the giants of online retailing, collect sales tax on all their sales in the 45 states that have a statewide sales tax.But many other smaller retailers don't collect sales tax unless they have a physical presence in the state where the buyer lives, relying on a 26-year old Supreme Court decision that was related to catalog retailers. Many of the sales on Amazon's and Walmart's sites are actually done by smaller retailers using those sites as their platform. For example, Amazon says half of the sales on the site are by small and medium size retailers.On Tuesday the Supreme Court is hearing arguments whether to overturn its 1992 decision when it hears a new case focused on online purchases, South Dakota vs. Wayfair.A reversal could mean that all online retailers must collect sales tax everywhere. It's an issue that brick-and-mortar retailers insist will provide a level playing field with online competitors, and help to provide state and local governments with the tax revenue they deserve."The current tax system favors online retailers over brick-and-mortar businesses, and undermines fair and open competition in the marketplace," the National Retail Federation argues in a brief it filed in the case.President Donald Trump has claimed Amazon doesn't collect sales taxes, even though the company does.The Trump administration will join the oral argument in favor of online retailers being required to collect sales taxes everywhere.Those fighting the change say that it would impose an undue burden on small retailers who would owe not just state sales taxes but local sales taxes that many states and counties also impose. Wayfair argues more than 16,000 different taxing units could demand sales tax collections.South Dakota says it is looking to start collecting taxes only for future online sales, but But Wayfair's attorneys argue in court filings that many other states and local governments could demand years of back sales taxes, forcing retailers to go through costly audits of past sales and make back payments that could bankrupt some companies."South Dakota's choice to forego its remedy for back taxes in the event that the Court were to overrule [existing law] will not limit the retroactive application of such a ruling with respect to other state and local jurisdictions," said Wayfair's attorneys.And while the issue is portrayed as one of fairness for small brick-and-mortar retailers that have to compete against online retailers, experts say those small retailers could be among the ones that get hurt.Many small retailers depend on online sales.
