According to the National Weather Service, a cold trough will drop to the southwest Monday, triggering showers along and west of the mountains. SAN DIEGO (CNS) - The state Supreme Court Thursday ruled that a San Diego citizens' initiative that cut back city employee pensions was illegally placed on the ballot, and ordered an appeal court to consider a remedy.Proposition B, initially approved by voters in 2012, eliminated guaranteed pensions for new city employees, except police officers, and replaced those benefits with 401(k)-style retirement plans.In 2015, one of the city's largest public sector unions challenged the benefit system, alleging former Mayor Jerry Sanders and other officials illegally placed the measure on the ballot without conferring with labor groups. The Public Employees Relations Board ruled with the union, but the Fourth District Court of Appeal reversed the decision in April 2017.Now, the appeal court's decision is overturned."We reverse the Court of Appeal's judgment and remand for further proceedings to resolve issues beyond the scope of this opinion," wrote Associate Justice Carol A. Corrigan in Thursday's decision, in agreement with the other five justices.A city spokesperson couldn't be reached for comment.The court ruled that although it was a citizens' initiative, Sanders' support of Prob B as policy warranted engagement with the unions under the Meyers-Milias-Brown Act, which gave city and county employees the right to collective bargaining in 1968.Governing bodies "or other representatives as may be properly designated" need to engage with unions "prior to arriving at a determination of policy or course of action," according to the act.Sanders had said he supported the measure as a private citizen, not a public employee. The Supreme Court ruled that Sanders did use the power of his office to push the initiative, however."He consistently invoked his position as mayor and used city resources and employees to draft, promote and support the Initiative. The city's assertion that his support was merely that of a private citizen does not withstand objective scrutiny," Corrigan wrote.In overturning the Public Employees Relations Board ruling in 2017, the appeal court took an "unduly constricted view of the duty to meet and confer," according to the Supreme Court ruling.The Supreme Court ruled that the appeal court address an "appropriate judicial remedy" for the illegal placement of the initiative on the ballot.The Public Employees Relations Board had previously ruled the city must pay employees "for all lost compensation" related to lost pension benefits, which would cost millions of dollars.The 401(k)-style system was originally intended to save taxpayers money by reducing future pension liabilities. Approved by 65 percent of voters, the system was the first of its kind among California municipalities. 2742

  

SAN DIEGO (KGTV) — A Carlsbad company is feeling the impact of the Coronavirus epidemic in China.JLab is a headphone and ear bud company. They design their products in Carlsbad, but production happens overseas, mainly in China.The country shut down for Chinese New Year and with the outbreak of Coronavirus, everyone stayed in quarantine."We were at about 10 percent capacity 10 days ago, we're up to 20 percent capacity today and we expect to be up to 50 percent capacity by mid-March," CEO of JLab Win Cramer said factories were shut down for about two months.That translated to delayed deliveries, "some products were delayed by two to three months, some products were delayed by 15-20 days," Cramer said.Cramer said Spring is a critical season for production, "this is when retailers turn over the wares that they sell in favor of the new fashion, the new technology."Adding to the stress, the company has been hit for the past year and a half with tariffs from Chinese goods."We paid -M in tariff fees to the government this year," Cramer said.That led to cuts across the company, chopping everything they could without sacrificing their team or raising the price of their products.Cramer said they even looked at little things around the office, "we had to renegotiate with our coffee supplier, say, 'hey, can you help us through tariffs? Can you bring your costs down so we can still use your service?' And they agreed."Cramer said they've left six positions unfilled and haven't been able to update office technology.While JLab continues weathering the storm, they're bracing for another hit, "so these things are coming together, supply is getting better but demand appears to be softening a bit because of fear."Fear playing out on Wall Street, as the DOW Jones Industrial drops, and keeping consumers from spending.Cramer said he is hopeful for a rebound, "we believe there is a light at the end of the tunnel, we just don't know how long that tunnel is." 1978

  

SAN DIEGO (CNS) - While the U.S. Centers for Disease Control and Prevention recommend people stay at home this holiday season to avoid spreading COVID-19, officials at San Diego International Airport released some tips for those who are traveling as this traditional major travel weekend begins.According to the airport guidance, all travelers should practice preventative health measures such as washing hands often, avoiding touching eyes, nose, and mouth, social distancing at least 6 feet from others, covering coughs and sneezes, and monitoring daily health by conducting a temperature check prior to arriving at the airport. The California Department of Public Health requires all individuals to wear a face covering while on airport property. Face coverings are available at airport information desks, concessionaires, and vending machines located in the terminals.Travelers should have a clear understanding of state, local, and territorial governments travel restrictions for wherever they are headed, including testing requirements, stay-at-home orders and quarantine requirements.Airlines have implemented COVID-19 health and safety measures for check in, boarding, and while on the plane. Passengers should understand the expectations of the specific airline they are using prior to arriving at the airport.Transportation Security Administration security checkpoints are open and all passengers are required to go through screening. The San Diego Airport Authority encourages travelers to leave ample time, preferably two hours, to get through security and to their gate.Rental Car Center buses require social distancing and therefore are running at reduced capacity. Plan ahead and leave ample time to accommodate longer shuttle wait times. The trolley provides service to the terminals at Palm Street on the Rental Car Center shuttles. The MTS 992 bus is another public transportation option.Rideshare companies, taxis, and other transportation modes have implemented their own health and safety measures. Travelers should review their policies so they can safely comply with any health and safety requirements.There is no inter-terminal shuttle service during this time. Some shops and restaurants are open to provide travel necessities, meals, snacks, and more, however availability and hours may vary. Dining facilities are open and patrons must comply with social distancing requirements.San Diego International Airport has made modifications, including increased cleaning of high touch points, electrostatic spraying, signage on preventive health measures, floor decals and seat separation signage to queue six-foot social distance, hand sanitizer stations, Plexiglas sneeze guards in certain public spaces and facial coverings required on all airport property. 2788
