SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. Realestate.com says inventory of entry level homes is up 21 percent annually in San Diego. Still, challenges remain. SAN DIEGO (KGTV) — San Diego's Arts Park @ Chollas Creek has been helping young people for almost 20 years now."The reason this place was started was there was a lot of vandalism in the community. I was part of the problem then, I consider myself part of the solution," said Jose Venegas, a co-founder, and Program Coordinator at Writerz Blok. During his teenage years, Venegas turned to graffiti. "It was that or gang bang really, to be honest, I grew up in a neighborhood where there was a lot of gang activity, a lot of drugs."A twist of fate led his friends to tag a vacant property in Southeast San Diego owned by the Jacobs Center. Rather than make the teens someone else's problem, the Jacobs Center for Neighborhood Innovation embraced them, donating the space and funding materials. "We encounter a lot of youth who show artistic expression but have never had a mentor or seen professional artists doing murals, graffiti," said Bennett Peji, Vice President of Impact and Partnership for the Jacobs Center for Neighborhood Innovation. Their mission is to foster a thriving community envisioned and realized by its residents.“The identify of a place should really reflect the the community that lives there but that’s not often the case," said Peji. Jacobs Center donated the property and funded materials to make the Arts Park a reality. Writerz Blok artists have able to help hundreds of teens and they now do workshops in high schools as well as the East Mesa Juvenile Detention Center."It's a very soothing feeling, it's like therapy," said Venegas. "I feel like this place has done more than offer a space to paint."The Arts Park is open Monday-Friday from 11 a.m. until 5 p.m. It will also be open one Saturday a month in the summer. 1755

Across San Diego County, small business owners hoped customers would make an effort to shop local during a time when they’re hurting.“A day like this could potentially be one of the most important days for a small business,” said Joey Flores, saying Chimera, an outdoor market for clothing, records and cacti in North Park, was taking extra precautions for small business Saturday to protect people from coronavirus.In Barrio Logan, sisters Marla and Abigail Mercado went to Casa Xovi, a local gift shop filled with items celebrating the Latino community.“Supporting our local business because we want, especially in Barrio Logan, we really want the history and the culture to stay here. So even if you’re only spending ten bucks here and there, that’s money that adds up,” they said.Casa Xavi owner Xochitl Villarreal said she’s seen more customers the weekend following Thanksgiving and hopes this continues. She said small business Saturday is an important day, but encourages people to make efforts to shop local even after the holiday weekend is over.“It is what it is and we have to live through it and we have to be strong, be resilient,” said Villarreal.In Oceanside, William Bike, the Executive Chef at Mission Avenue Bar and Grill said the community members are what has helped them stay afloat, in addition to all of the local businesses who are sticking together to support each other.“We have that big local following, that big local support and that’s really what’s kept us alive,” said Bike. 1584
SAN DIEGO (KGTV) - Several San Diego families got their loved ones home in time for the holidays.The Crew of the Future USS Tulsa arrived in San Diego Wednesday. The ship is a brand new littoral combat ship that completed its maiden voyage from the Austal Shipyard in Mobile Alabama.The crew, from San Diego, had been gone for eight months. Before arriving in San Diego, the ship made several port calls and completed a successful transit through the Panama Canal.The ship’s commissioning ceremony is scheduled for Feb. 16, 2019, in San Francisco. That is when the vessel will officially join the fleet. 628
