ENCINITAS, Calif. (KGTV) — San Diego County beaches brings in huge crowds, especially during a sunny Memorial Day weekend. Aside from teaching water safety and rescues, this year, Encinitas lifeguards are busy enforcing the public health order.Everyone loves the beach. But no one likes restrictions, especially on a holiday weekend, celebrating those who sacrificed their lives to get us our freedoms. But times are different now. "We are enforcing," Captain Lary Giles of the Encinitas Marine Safety Center said. They have summer lifeguard tower staffing. But this year, they also have a special COVID-team and Sheriff's deputies driving up and down the coastline. "There's a lot of educational contact... Several thousand a day from the team," Captain Giles said. The three main points they drill into visitors are: Masks required, keep a 6-foot social distance, and no stopping or gathering. It gets a bit tricky on the city's 4-foot staircases that take beachgoers to the sand. "The lifeguards at the bottom of those accesses there along with signage, are contacting several people throughout the day."10News saw about half the people abiding by the rules. Others chose to ignore them. "Some people think that they're just going to throw their towels down and sunbathe for half an hour," Encinitas resident Larry Durment said. "That just isn't how it's going to roll. Ethan Couch, known for his "affluenza" defense in his deadly drunk driving case, was released from a Texas jail Monday after serving nearly two years behind bars for violating his probation.Couch, 20, first made headlines as a teenager when he was sentenced to probation for a drunken driving crash that killed four people and seriously injured two others.Prosecutors in that 2013 case sought 20 years in jail, but Couch received no prison time after a psychologist testified that Couch was a victim of "affluenza," a product of wealthy, privileged parents who never set limits for him.The decision by the juvenile court judge to put him on probation for 10 years outraged victims' families and anti-drunk driving advocates.In 2015, Couch violated the terms of his probation and fled to Mexico with his mother, Tonya Couch. (KGTV) -- Authorities are asking for the public’s help identifying a woman accused of stealing identities.On February 26, Deputies were contacted by a resident in Encinitas who said someone stole her identity and tried to withdraw money from her bank account.Authorities say the suspect also applied for and received credit cards in the victim’s name and made charges on the fraudulent accounts.Detectives later discovered that the same suspect also stole identities of several other people throughout San Diego and Riverside Counties.Anyone with information is asked to call the North Coastal Sheriff’s Station at 760-966-3500 or Crime Stoppers at 888-580-8477.Crime Stoppers is offering up to a ,000 reward for anyone with information that leads to an arrest. 789

Evacuees who fled the Camp Fire in California are facing norovirus outbreaks in shelters. The Butte County Public Health Department said that 145 people have been sick with vomiting and/or diarrhea since the shelters opened to evacuees and 41 people were experiencing symptoms at four different shelters as of Wednesday evening.Twenty-five people have been to the hospital for medical support, the health department said in a statement."The number of sick people is increasing every day," the statement said.About 9,700 homes were destroyed and 141,000 acres burned in the fire.
