VISTA, Calif. (KGTV) - The mother of a 14-year-old girl sexually assaulted by a San Diego Deputy filed a civil lawsuit citing negligence and invasion of privacy.Deputy Timothy Wilson pleaded guilty to lewd acts on a minor and two counts of unlawfully taking computer data. He’s serving jail time. The victim’s mother, Jennifer Tanis, says Wilson accessed her daughter’s police file 44 times. He was able to get her home address, videos, and pictures of her daughter. She tells 10News she’s suing the county, not for money, but change. Currently, all deputies are allowed to access police files, but she thinks the only person who should have access to them is the lead investigator.She says the county failed her.“There was no system in place to protect my daughter, her story or the pictures they took of her during the investigation," Tanis said.Tanis is pushing for change not only in the county but the entire country. She reached out to Congressman Mike Levin’s office for help. San Diego County has said they have the capability of making police reports private, but only in some cases. WASHINGTON (AP) — A vehicle collision between U.S. and Russian forces in eastern Syria has left four U.S. troops with concussions. That's according to two U.S. officials who are speaking on condition of anonymity to provide details that haven't been made public yet. It's the most violent skirmish in months between the two forces. One official says Russian vehicles sideswiped a light-armored U.S. military vehicle, injuring four Americans. The official says two Russian helicopters flew above the Americans, and one of the aircraft was within about 70 feet the vehicle. There have been several other recent incidents between the American and Russian troops who all patrol in eastern Syria, but officials describe this one as the most serious. 752

WASHINGTON (AP) — President Donald Trump frequently credits himself with accomplishing more for the military and veterans than any other president in recent memory. But he has yet to embark on what has long been a traditional presidential pilgrimage important to the military: a visit to troops deployed in a war zone.As he departed Tuesday for Florida to spend the Thanksgiving holiday at his private club in Palm Beach, Trump said he'd soon correct the oversight."I'm going to a war zone," he said in response to a reporter's question about his support for the troops. He did not say when he would be making the trip or where he would be going. An official said a White House team recently returned from beginning to plan for a visit.Defense Secretary Jim Mattis said Wednesday that visiting a war zone is a decision for the president, while adding that there have been times in the past when he has advised against visits to "certain locations" to avoid security risks to the president and the troops."There's places that I've been very straightforward I don't want him to go at certain times," Mattis said. (KGTV) - Several North County residents want their money back from a failed Tiny Home community.  Vista resident Greg Dutton said he and a handful of others simply want their ,000 investments back from Janet Ashforth, the brains behind Habitats Tiny Homes, which was planned for a plot of land between Escondido and Poway.“Sounded like a great idea,” said Dutton.  “A whole bunch of tiny homes.  Community garden.  Community clubhouse.”His excitement turned to frustration when he didn’t like the property Ashforth secured.“Really hard to get to.  Hardly any access roads,” he said.Dutton said Ashforth promised to refund his money if he didn’t like the property. However, Dutton requested the refund after Ashforth went into escrow for the property. He showed an email apparently from Ashforth saying he was too late to ask for the refund but she’d return the money anyway.Dutton still hasn’t received his refund. He and several other investors have filed claims at the Courthouse in Vista.10News spoke with Ashforth by phone. She said the project failed “when 30 people didn’t follow through and now they’re expecting their money back.”  She explained none of her investors ordered their tiny homes or took the next steps to keep the project alive.She argued, “The receipt clearly says you can get your deposit back until we open escrow on the property.”  Ashforth said Dutton requested after escrow opened.“I apologize,” she continued. “However, you should take responsibility for the receipt. I don’t have the money to give back because it was invested in the 0,000 property we’re now trying to sell.”Ashforth said she’ll gladly appear in court but admits the money is wrapped up in an empty plot of land. 1826

VOLUSIA COUNTY, Fla. -- Michael Yager says he was outraged after learning his son, Jacob, bullied multiple classmates at New Smyrna Beach Middle School in Volusia County, Florida. "I figured I would teach him a lesson that would embarrass him and make him feel the way kids feel," he said.Wanting to teach his 13-year-old a lesson the frustrated father took an unorthodox approach. "I wrote the sign, I'm a bully. Honk if you hate bullies." Yager drove his son to nearby State Route 442 and parked him on a busy corner.His son had to hold the sign high."Embarrassed and kind of nervous," Jacob admitted.He says it did not take long for people to start honking.  Some even stopped to talk to father and son."I had Edgewater Police stop by, I had Volusia County Sheriffs. I had a good response from the neighborhood," Jacob's father said.But he acknowledged not everyone agrees with his parenting. "I had one woman come up and call me every name in the book. "How do you respond to parents who say putting your son out on the road is, in fact, bullying your own son?" he was asked."In my mind, I was doing the right thing, but I guess you cannot please everybody," Michael Yager said. A recent staggering statistic shows one out of every five students report being bullied. Jacob said he has learned a valuable lesson. "You never know what someone can be going through. Like, if you want to be the bully and if you have something inside you to tell someone go to a guidance counselor or something," he said.  1574
