EL CAJON, Calif. (KGTV) - City leaders in El Cajon want to add harsher penalties to punish stores that sell tobacco products to underage customers.Current law says stores cannot sell tobacco or nicotine related products to anyone under the age of 21.Under El Cajon's current Tobacco Retail License statute, any store caught selling will face either a fine or a 30 days suspension of their license for the first offense.A second offense brings a 90-day suspension. The third offense bumps that up to a year. If a store is caught selling to underage customers four times in five years, their license gets revoked.But some city leaders feel that's not harsh enough."I think that they looked at the ,000 fine and said that's just the cost of doing business," says City Councilman Gary Kendrick. "I think it's greed. These stores are profiting from the future suffering of our children, and I am going to stop it."Kendrick wants to make the first offense a 90-day suspension and raise the fine. He also wants more enforcement.The move comes after 15 stores got citations during enforcement stings during the spring. That's a big spike from previous years where as few as one store was cited.Of the 15 stores cited, eight are filing appeals. Six paid the fine for the first offense, and one store took a 90-day suspension for a second offense."This is a huge problem," says Kendrick.But store owners say more punitive penalties are not the solution."Is that going to solve the problem? I don't think so," says Isam Habib who owns the Ranch Liquor store on Washington Avenue."What can you do? When you have to hire employees in and out, and they're young, you train them, you teach them, and they make a mistake," he says.Habib says store owners don't think they should lose a large chunk of their business for one mistake."We just gotta check the IDs," he says. (KGTV) — One person is dead after their vehicle became airborne and crashed, sending metal and pieces of the vehicle across the roadway.California Highway Patrol troopers tried to stop the vehicle on eastbound Interstate 8 at about 2 a.m. Saturday before the driver sped off.Troopers pursued the vehicle, which began picking up speed as it left the highway, CHP said.At one point, witnesses told 10News the vehicle hit a dip on Main St. near Jamacha Rd. at a high speed and became airborne. The driver lost control of the car and crashed, colliding with a tree and wall along the road.The driver was pronounced dead at the scene. The driver was not immediately identified.The crash sent pieces of the vehicle flying in all directions including the car's engine block, which was dislodged and found across the road.TRAFFIC: Live traffic conditions around San Diego"Seemed like just 30 minutes of just crashing and metal everywhere," one witness said. "Just a horrific sound. Doctors are concerned seasonal affective disorder, also referred to as SAD or "the winter blues," could be a lot more prominent this year due to the coronavirus pandemic.“It is going to be more challenging this year than others, certainly going through all the stress we’ve been dealing with during this global pandemic,” said Dr. Eric French, a psychiatrist with the HealthONE Behavioral Health and Wellness Center.SAD is a form of depression brought on by multiple factors, including less daylight and more time indoors.It can be treated with a number of therapies and medications, but even that looks different because of the pandemic.“But certainly, Zoom calls might not feel as personal as a visit, but quite frankly, it works and it’s certainly a lot better than isolating,” said French.French says telehealth works, as does group therapy, light therapy and sticking to a strict schedule.“We want people planning their day instead of just kind of hibernating and ending up in their pajamas on their couch and not taking care of themselves,” said French.He says that historically, October is one of the busier months for adult behavioral health.They are experiencing a surge in hospitalized patients due to the pandemic, in part because substance abuse and suicide attempts are up.French also says avoid marijuana and alcohol to deal with anxiety or depression. EL CAJON, Calif. (KGTV) - Meridian Baptist Church in El Cajon is working to put up a handful of so-called emergency sleeping cabins on their property.“They are different from tiny homes,” Pastor Rolland Slade said, pointing out that they don’t have running water or a kitchen. “They are essentially a shelter for someone living in homelessness to actually sleep behind a locked close door and be comfortable.”Slade says they have bathrooms on the property as well as a kitchen. They are looking to install a shower or perhaps bring them in through outside organizations.The emergency cabins are 144 sq feet, of which 96 square feet is livable space.“The village we are looking to build is going to focus on veteran women with children who are living in homelessness in El Cajon,” Slade says.Slade says they will find their clients through organizations that work with the homeless. The homes are not meant to be permanent housing, and families will be allowed to stay for 90 days.The church is working with a group called Amikas, as well as the city.El Cajon city officials have given the pilot program the green light through December 31, 2023. However, city officials say “permits are required, and the “emergency housing” must be operated by an organization experienced/proficient.”There is one cabin on the property. It is not occupied and is used as a demo. Slade hopes to get a total of six up in the next four to six months. They are working on fundraising efforts to build the cabins. 1500

Moses most recently served as president of the XFL's DC Defenders. Prior to working for the XFL, Moses served as CEO of the DC Sports & Entertainment Commission, Director of D.C.
