EL CAJON (KGTV) - A San Diego woman said she paid thousands for an SUV she picked up from an East County used car dealership, but she still can't get behind the wheel. Chika Starks said she currently does not have the vehicle because the business shut down.She moved to San Diego with her toddler shortly after her husband died.“I’m a single mother,” Starks told Team 10. “Having a car was for my convenience. To help my life, my son’s life.”She and her mother-in-law found a 2007 Jeep Commander in January on Craigslist, sold by Carbox, Incorporated on El Cajon Boulevard.“The price was right,” Starks said.It cost her ,500. Starks said there was an unusual way to process the payment--an employee ran the credit card through a La Jolla restaurant, Olive and Basil. She said the employee told her it was a family business.Starks told Team 10 there were problems shortly after she paid for it. First, she said the key fob was not working correctly. Then, with the car driven about 40 miles, there were more issues. She said a mechanic told her the catalytic converter needed to be replaced, along with the vehicle’s computer. On top of that, she was told the smog check failed. Starks also said the title was never transferred to her name.When Team 10 checked the car’s registration in September, it was still registered to Carbox, Inc. Starks blames the owner for broken promises.“It’s stressful. A lot of money,” Starks said.  According to the DMV, a used car dealer has 30 days to transfer title to the new owner. The penalty is if it is not transferred. A DMV spokesman said it is an additional if the total application does not clear within a certain time. The DMV confirmed there is an open investigation into Carbox.“This place is not really honest to us,” Starks told Team 10.There is now a new car dealership in the old Carbox location. The man who runs the new business told Team 10 he worked for Carbox’s former owner, Peyman Abdipoorzahandeh. Abdipoorzahandeh's name is listed on the Secretary of State filing for Carbox.Team 10 contacted Abdipoorzahandeh in mid-October. The former owner would not grant an in-person interview until mid-November, but told Team 10 over the phone that he is working with a DMV investigator and that this is “not a normal situation.” He did not explain the title transfer delay of nearly 10 months. He said he is not doing anything illegal and said he is trying to help Starks get her money back.That is what Starks hopes for.“I don’t want other people to go through what I went through,” she said.Hal Rosner with Rosner, Barry & Babbitt specializes in auto fraud. He says consumers should run not only a Carfax report, but also a report through AutoCheck and the National Motor Vehicle Title Transfer Information System (NMVTIS) to check a vehicle's history.If a dealership goes bankrupt, Rosner said there are options for consumers. Rosner said every car lot is required to have a ,000 bond. You can contact the DMV and get the bond information to make a claim. (KGTV) - As 10News explores Life in El Cajon, we’re examining the rich history of a city that started with “gold in them thar hills.” The name means “the box” or drawer in Spanish, referring to the way the valley is boxed in by the mountains in East County. A structure that survived El Cajon’s long history is the Knox Hotel, which opened in 1876 to house people drawn to Julian during the Gold Rush. “The people who came here were not poor, they came and they could build lovely houses and buildings like this,” said Eldonna Lay, curator of the Knox House Museum. In 1889, the railroad arrived and the town began to thrive. El Cajon was incorporated in 1912, bringing advancements like street lights and cement sidewalks. El Cajon’s main attractions were citrus and chicken farming and a warm climate for people suffering from tuberculosis. Gillespie Field played a big role in World War II. It was then known as “Camp Gillespie.” “All of the planes were being made in San Diego but they were out in what became our airfield,” said Lay. In 1947, the Mother Goose Parade was a gift to children from local businesses. In 1961, Interstate 8 opened and businesses started booming. (KGTV) — A judge increased bail for the woman accused of hitting a 9-year-old boy with her car and driving away last Thursday. Courtney Webber appeared in court for the very first time since the crash. Webber's bail was increased to 0,000. The 25-year-old is accused of running a red light and hitting the boy, on his bike, as he was crossing the street at the intersection of Sunshine Avenue and West Main Street in El Cajon. The accident happened around 7:30 a.m. The child was on his way to school.RELATED: El Cajon hit-and-run crash suspect found hiding under bedEl Cajon Police used surveillance video near the scene to find Webber. She was located about 12 hours later, hiding under a bed at her mother's Lakeside home. Court documents indicate Webber was on probation for a previous DUI conviction and had a suspended license. The 9-year-old boy hasn't been identified but attorneys tell 10News he is still recovering at a local hospital. Disputing President Donald Trump’s persistent, baseless claims, Attorney General William Barr declared the U.S. Justice Department has uncovered no evidence of widespread voter fraud that could change the outcome of the 2020 election.Barr’s comments, in an interview Tuesday with the The Associated Press, contradict the concerted effort by Trump, his boss, to subvert the results of last month’s voting and block President-elect Joe Biden from taking his place in the White House.Barr told the AP that U.S. attorneys and FBI agents have been working to follow up specific complaints and information they’ve received, but “to date, we have not seen fraud on a scale that could have effected a different outcome in the election.”The comments, which drew immediate criticism from Trump attorneys, were especially notable coming from Barr, who has been one of the president’s most ardent allies. Before the election, he had repeatedly raised the notion that mail-in voting could be especially vulnerable to fraud during the coronavirus pandemic as Americans feared going to polls and instead chose to vote by mail.More to Trump’s liking, Barr revealed in the AP interview that in October he had appointed U.S. Attorney John Durham as a special counsel, giving the prosecutor the authority to continue to investigate the origins of the Trump-Russia probe after Biden takes over and making it difficult to fire him. He recently allowed his administration to begin the transition over to Biden, but he still refuses to admit he lost.The issues they’ve have pointed to are typical in every election: Problems with signatures, secrecy envelopes and postal marks on mail-in ballots, as well as the potential for a small number of ballots miscast or lost.But they’ve gone further. Attorney Sidney Powell has spun fictional tales of election systems flipping votes, German servers storing U.S. voting information and election software created in Venezuela “at the direction of Hugo Chavez,” – the late Venezuelan president who died in 2013. Powell has since been removed from the legal team after an interview she gave where she threatened to “blow up” Georgia with a “biblical” court filing.Barr didn’t name Powell specifically but said: “There’s been one assertion that would be systemic fraud and that would be the claim that machines were programmed essentially to skew the election results. And the DHS and DOJ have looked into that, and so far, we haven’t seen anything to substantiate that.”In the campaign statement, Giuliani claimed there was “ample evidence of illegal voting in at least six states, which they have not examined.”“We have many witnesses swearing under oath they saw crimes being committed in connection with voter fraud. As far as we know, not a single one has been interviewed by the DOJ. The Justice Department also hasn’t audited any voting machines or used their subpoena powers to determine the truth,” he said.However, Barr said earlier that people were confusing the use of the federal criminal justice system with allegations that should be made in civil lawsuits. Over the Christmas weekend, Dr. Anthony Fauci said he estimates the country needs to reach 80-85% with the vaccine to attain herd immunity.Here’s what that means.Herd immunity is a concept used in discussions about vaccination, and signifies the threshold needed for a population as a whole to be protected from a virus.The World Health Organization clarifies that herd immunity, or population immunity, “is achieved by protecting people from a virus, not by exposing them to it.”The Mayo Clinic also describes the situation following the 1918 Spanish Flu outbreak. They say people who survived the pandemic were later immune to infection of the H1N1 flu, also referred to as swine flu.Health experts warn that relying on community infection to create herd immunity could be dangerous; there are questions about how long the antibodies created by infection protect against reinfection, and a high level of community infection could lead to overwhelmed medical facilities and a high number of deaths.When the threshold of herd immunity is reached, it means the vast majority of a population is vaccinated and has antibodies, thereby lowering the overall amount of community spread of the virus. It also means portions of the population who cannot get vaccinated are kept safer by the limited spread.What that threshold is varies depending on the virus and the efficacy of the vaccine.According to the WHO, herd immunity against the measles is reached with 95% vaccination, while herd immunity against polio is 80%.Dr. Fauci believes herd immunity for COVID-19 can be reached with around 85% of the population having antibodies. 1778
