MOHE, Heilongjiang, Jan. 2 (Xinhua) -- Some 42,000 tonnes of crude oil had as of 5:48 a.m. Sunday flowed through an oil pipeline linking Russia's far east and northeast China, 24 hours after the pipeline began operating, a spokesman for the Chinese operator of the pipeline said.The pipeline, which originates in the Russian town of Skovorodino in the far-eastern Amur region, enters China at Mohe and terminates at northeast China's Daqing City.A total of 1.32 million tonnes of oil is scheduled to be transported to China through the pipeline in January, said a spokesman for Pipeline Branch of Petro China Co., Ltd. (PBPC), the operator of the Chinese section of the pipeline.The 1,000-km-long pipeline will transport 15 million tonnes of crude oil from Russia to China per year from 2011 until 2030, according to an agreement signed between the two countries. Some 72 kilometers of the pipeline is in Russia while 927 km of it is in China.
BEIJING, Jan. 17 (Xinhua) -- The China Banking Regulatory Commission (CBRC) announced Monday that it will guide the nation's banks to a scientific pace of lending this year as it stressed bank loans should better serve the real economy.The CBRC said in a statement on its website that it will also expand and improve financial services in the country's rural areas and encourage banks to support borrowing activities from small-sized companies.The CBRC said it will carry out more studies in stepping up support for the country's affordable housing program, which aims to build 10 million affordable housing units for low and middle income residents this year.The commission also said it will continue to implement the differentiated home loan policy adopted last year, under which bank loans for third home purchases are suspended and down payments for all first-time home buyers are at least 30 percent of the purchase price, while second home buyers will have to pay an even higher amount of down payments, at 50 percent.Further, the CBRC said it would tighten controls over lending to local government's financing vehicles in order to ward off risks.Government data showed new yuan-denominated lending in China reached 7.95 trillion yuan (about 1.2 trillion U.S. Dollars) last year, overshooting the government's full-year target of 7.5 trillion yuan.
BEIJING, Dec. 16 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged more efforts to maintain steady and rapid economic growth and accelerate the transformation of the economic development pattern over the next five years.Li made the remarks Wednesday at a seminar on goals and policies of China's key 12th Five-year (2011-2015) Plan, according to a statement by the State Council, or China's Cabinet, on Thursday.At the seminar, the State Council solicited advice from senior officials of Tianjin Municipality, Jilin, Jiangsu, Henan, Yunnan and Gansu provinces, on the draft of the guidelines of the five-year plan.After listening to suggestions from provincial-level officials, Vice Premier Li said it is imperative for local governments to accelerate the transformation of the economic development pattern, while maintaining steady and rapid economic growth in the long term to benefit all Chinese people.As for the work next year, Li said local governments should more actively and prudently handle the relationship between keeping steady and rapid economic development, restructuring the economy and managing inflation expectations."More efforts should be provided to stabilize prices next year," he told the seminar.When planning goals and strategies for the development over the next five years, Li said, major indicators, such as the economic growth rates, should be defined "reasonably" and binding targets should be emphasized.Over the next five years, China will open wider to the outside world, expand its domestic consumption, push the reform of the income distribution system, create more jobs and improve its basic public service and social security system, he said.Li noted that local governments should work hard to allow residents' income growth to keep pace with the economic growth rate, and assure that laborers' wage hikes reflect productivity increases.
