Texas students will return to public schools in person this fall, Gov. Greg Abbott told state lawmakers Thursday morning.The state's top education officials confirmed the plans in a statement to The Texas Tribune."It will be safe for Texas public school students, teachers, and staff to return to school campuses for in-person instruction this fall. But there will also be flexibility for families with health concerns so that their children can be educated remotely if the parent so chooses," said Texas Education Commissioner Mike Morath.When students return, school districts will not be required to mandate students to wear masks or test them for COVID-19 symptoms, said Frank Ward, a spokesperson for the Texas Education Agency.The TEA is expected to release additional guidance for school districts next Tuesday. Abbott has long said his intention is for students to return in-person this fall, saying this week that there will "definitely be higher safety standards in place than when they opened last year.""I will tell you that my goal is to see students back in classrooms in seats interacting personally with teachers as well as other students," he told KLBK TV in Lubbock on Monday. "This is a very important environmental setting for both the students, for the teachers and for the parents.”Abbott has pressed forward with reopening businesses and other public spaces for weeks, even as the number of new cases and people hospitalized with the virus has continued to rise. Democrats and officials in some of the state's biggest cities have raised alarm about the pace, saying it's putting people's health at risk."Abbott’s failed leadership has cost lives and has led to Texas becoming one of the most dangerous states to live in during this pandemic," said Texas Democratic Party Communications Director Abhi Rahman in a statement Thursday.According to state lawmakers on the 11 a.m. call, school districts will be able to also offer instructional alternatives for students. The decision comes as COVID-19 cases and hospitalizations continue to rise statewide, and local officials begin to put firmer restrictions in place to tamp down the spread in their cities and counties.National surveys have shown many parents do not feel safe sending their students back to the classrooms, with one poll showing two-thirds in support of keeping schools closed until the pandemic's health risk has passed.School districts' surveys of parents are showing that many students will stay home, even when the classrooms are open. That could pose a financial risk to districts, which receive state funding based on student attendance. Already, many districts are planning for hybrid programs, with some students learning virtually and some learning in person, allowing them to keep class sizes small.This year, Texas used federal stimulus dollars to fund school districts through this year's mandated school closures, as long as they offered some type of remote education. But state officials have not yet said whether they will continue to fund them for students who do not show up in person in the fall.With budget deadlines approaching at the end of the month, some districts are making tentative plans without clear state guidance. Fort Bend Independent School District announced earlier this week that its elementary and middle school students will return to their classrooms with adjusted schedules in the fall.District officials are working to develop a plan for older students that combines virtual classes and classroom instruction. TERRE HAUTE, Ind. (AP) — The United States has carried out its second federal execution this week, killing by lethal injection a Kansas man whose lawyers contended he had dementia. Wesley Ira Purkey was put to death Thursday at a prison in Terre Haute, Indiana. Purkey was convicted of kidnapping and killing a girl in Missouri and dismembering her body. He expressed remorse before his execution, saying he regretted the “pain and suffering” he caused. The victim's father says he hopes Purkey “rots in hell.” The Supreme Court cleared the way for Purkey's execution to take place just hours before. Another man, Daniel Lewis Lee, was put to death Tuesday, ending a 17-year hiatus on federal executions. TAMPA, Fla. — Within one month, someone splashed four cars with an acid-like liquid in busy Tampa parking lots.Deputies are not sure if the incidents are related. The most recent happened in a shared parking lot near the AMC Veterans movie theater and Starbucks off Anderson Road.The scenario is the same in all of these situations. Some sort of corrosive liquid is poured onto the doors of the cars which damages paint, metal and plastic on the car.Two panels on Gary Schaff’s 2015 white Mercedes had to be repainted. He was parked in the lot off Anderson Road two nights in a row as he and his family caught up on the latest Marvel movies at AMC."When we came out to the car which was a little bit of a walk away from the theater, it looked as if there was almost shaving cream or foam on the side of the car,” Schaff said. "We're like, what is that?”As his family got closer, they realized the white paint had bubbled up. By the time they got home a lot of it had flaked off and exposed the metal underneath. "I don't even know what I would say to someone who thinks it’s a good idea to do something like that,” Schaff said. "What does it accomplish exactly?"Hillsborough County deputies say a 2007 BMW was vandalized the same way in a Publix parking lot off N. Dale Mabry on April 11 and a 2017 Porsche SUV was damaged by a corrosive liquid in the Heath Integrated parking lot on April 23. All three attacked occurred within a few miles of each other. The Tampa Police Department responded to a 2011 Audi with similar damage at International Mall on April 15."It's just to me a completely random thing, and it's really hard to prevent,” Schaff said. TEMECULA, Calif. (KGTV) -- Border Patrol agents arrested a man Sunday after discovering more than 0,000 worth of drugs hidden inside his SUV. According to Border Patrol, agents spotted a man in a Ford Expedition swerving in and out of lanes on I-15 near Temecula around 11:15 Sunday. A short distance later, agents stopped the man and questioned the driver when the agency says a K-9 alerted agents that there may be drugs inside the vehicle. After a search, agents discovered six bundles of cocaine and two bundles of black tar heroin inside a panel behind the driver’s side rear-quarter panel. Another search at a nearby station revealed eight more bundles of cocaine and two more bundles of the heroin. The value of the cocaine is estimated to have a street value of 4,000 and the heroin’s value is estimated at ,700. The 39-year-old man, who agents say is a U.S. citizen, was arrested for possession of narcotics. Since the beginning of October 2018, agents have seized 865 pounds of cocaine and 2,648 ounces of heroin. 1041

The American Bald Eagle, a federally protected bird once considered endangered, is facing a new threat.Conservationists say the birds are being poisoned, and the number of cases are rising — and some worry the problem will not slow down.Last year, the U.S. Department of Interior lifted a ban on hunting with lead bullets on wildlife refuges. However, it's still illegal to use lead ammo to hunt waterfowl.Many hunters say they use lead ammunition because it is heavier than steel or copper, meaning the bullet reaches the target more accurately. Lead ammo is also cheaper than steel or copper.Betsy Finch is the manager of the Fontenelle Forest Raptor Recovery, which holds dozens of birds of all kinds that need help until they are well enough to be freed or put to rest. She can easily tell when an eagle has lead poisoning."Inability to stand, convulsions, head tremors, difficulty breathing, gastrointestinal distress — because lead paralyzes the gut, so they can't digest food, dehydration," Finch said.The start of 2018 has been hard for Finch, putting her time and energy into sometimes a losing effort."Because there are others that need our help," she said.While she hopes hunters will think twice before firing off their rifles with lead bullets, she doesn't blame all hunters for the rising amounts of lead poisoning. Finch says it's often the hunter who are are the ones who find the sick eagles and bring them to the recovery center. 1490
