SAN DIEGO (KGTV) — County public health officials have released guidance for celebrating Halloween this month, including recommendations for trick-or-treating and parties.The county is recommending that residents avoid traditional door-to-door trick-or-treating, "trunk-or-treating" where candy is offered from cars, or leaving bowls of candy for others at their door this Halloween due to the pandemic.For those who want to find a safe alternative to traditional trick-or-treating, the county recommends "one-way" trick-or-treating where residents leave individually wrapped goodies bags outside for families to grab while maintaining physical distance, such as at the end of the driveway or yard.Parents are also asked to consider giving away treats other than candy, such as stickers, pencils, or mini pumpkins that can be sanitized by parents before given to kids.There are several activities that are not allowed, according to the county, including:In-person gatherings, parties, and events with non-household members even if gatherings are outdoors because physical distancing will not be easy to maintain,Carnivals, petting zoos, festivals, and live entertainment are not allowed because of frequent interaction with high touch surfaces by children and participants, andAny gatherings already not allowed under current public health ordersHaunted houses are not recommended because of the potential for crowds in tight spaces and poor ventilation, making safety and social distancing a challenge.County officials recommend that San Diegans celebrate through:Online parties or costume contestsDrive-thru events and car paradesDecorating homes and yardsMovie nights within households or at drive-in theaters, andPumpkin patches where social distancing and increased hand hygiene is possibleThe county says that whichever way residents end up celebrating Halloween, it's important that they continue to wash and sanitize their hands often and thoroughly, avoid close contact with individuals that are not in the same household, wear a face covering, and stay home and away from others if sick.More Halloween safety resources are available on the county's website. 2175

SAN DIEGO (KGTV) — Businesses in the Gaslamp District were evacuated Saturday due to a natural gas leak. San Diego Fire crews evacuated several business in the area of Fifth Avenue and E Street in the heart of the Gaslamp District. All streets within a one block radius, from F St. to Broadway and Fourth Ave. to Sixth Ave., have been blocked off. Police are asking pedestrians and drivers to avoid the area.No injuries were reported. SAN DIEGO (KGTV) — City officials say 55 people at the San Diego Convention Center's emergency homeless shelter have tested positive for COVID-19, as cases surge around the country.The individuals who tested positive include those suffering from homelessness and staff at the center, according to the City of San Diego.Those homeless individuals who tested positive will be moved to a local hotel managed by the county for public health use. Staff who tested positive have been notified and advised to stay home. Positive individuals will be kept off-site until it is deemed safe for them to return.The county has made testing available to all staff and residents at the center to halt any further spread and is working to determine if there is an impact to others at the Convention Center.Prior to this round of testing, there had been less than 30 positive tests at the Convention Center over the last nine months, the city says.The city says that individuals utilizing the Convention Center and staff have a daily temperature check and verbal questionnaire and must wear a face covering, and staff clean and sanitize surfaces and hands frequently.The new positive cases as COVID-19 cases surge across the county and state. SAN DIEGO (KGTV) — As a way to celebrate military members and their families this weekend, San Diego County Animal Services will waive adoption fees.From May 24 to 26, the department will take part in the Animals for Armed Forces adoption event to offer the free adoptions for cats, dogs, and rabbits. SAN DIEGO (KGTV) -- Authorities have identified one of the teens killed after he was believed to have mistakenly jumped from a bridge following a crash on a Carmel Valley freeway. According to the medical examiner, 18-year-old Ruben Ortiz Jr., died after jumping from the bridge on State Route 56 near Carmel Valley Road around 11 p.m. Tuesday. The other teen who died after jumping from the bridge was a 17-year-old male California Highway Patrol says was the driver of the vehicle. A family friend says the 17-year-old was Jesse Garcia. CHP says when the car came to a stop, it was facing oncoming traffic. Witnesses told CHP that six people got out of the car, running across the freeway lanes toward the right shoulder to avoid oncoming traffic. Four people from the group then jumped over the right shoulder, not realizing they were jumping off the bridge, CHP says. The four fell 50-75 feet from the structure, and CHP officials said two males died at the scene.A 14-year-old girl and 15-year-old girl were taken to Scripps La Jolla Hospital with injuries of unknown severity.The two others from the group, who reportedly fled the scene after the crash, were located by police late Tuesday night, according to CHP. One of the teenagers is 14-years-old while the other is 15. Police say the responded to a crash on Broadway and North Avenue. Although the Altima wasn't involved in that crash, officers reported that they saw people getting into the vehicle who may have been involved in the crash.When officers tried to pull the Altima over, the driver sped away. The second pursuit happened later in the day around 12:30 p.m., police say.Both chases were terminated after police determined speeds were too high. 2204
