VISTA, Calif. (KGTV) -- The San Diego Sheriff's Department is reviewing the actions of several deputies after a witness posted a controversial video on Facebook.The video shows two deputies walking a man in handcuffs just before they slam his head into a fence. Later in the video, they can be seen smacking another man in the head who is already down on the ground in handcuffs.The woman who shared the video on Facebook claims they deputies used excessive force and wants justice for the two men. A Sheriff's spokesman says the video was taken on Monday morning when deputies were responding to a domestic violence call at a Vista apartment complex.When deputies arrived the suspect was wielding a weapon and holding someone against their will, the spokesman said. During the arrest, other parties fought with the deputies. The spokesperson says the department is reviewing the body camera footage and the cell phone video.10News visited the scene of the arrests. WASHINGTON -- The U.S. House is expected to vote this week on a bill that would bring sweeping reform to the nation's drug policy, by removing marijuana from the Controlled Substances Act.Democratic leadership in the House is preparing for the vote on the bill, called the Marijuana Opportunity Reinvestment and Expungement (MORE) Act of 2019. The US House Judiciary Committee approved the measure last November.If made into law, the measure would open up business opportunities for legal marijuana nationwide.Still, many steps need to be taken to put the bill into law. If the measure passes the House, it could stall in the Republican-controlled Senate. Utah has worked on its medical marijuana program in the state since voters approved a proposition in 2018. Since its inception, the program has hit a few roadblocks, including issues registering. 860

Video of an Arizona guitar hero is wowing people around the country.  The guitarist is Ridge Brown, a senior at Ironwood High School in Glendale, Arizona. He played the national anthem for a school assembly and the video posted by his teacher has gone viral, with thousands of clicks and attention from national news outlets. The reason, Ridge is a student with autism. The performance in front of his classmates was the first time he played in public, and he nailed it. "I was a little nervous, but I always felt excited," Ridge told Scripps station KNXV in Phoenix. "Autism can't hold me back because I'm a real rock star." That's the message his dad, Glen Brown, loves to hear. "There's a very, very smart person inside there, trying to get out," Glen said. Glen's mission in life is unlocking that potential. These days, Glen said Ridge loves talking and interacting with people, but that wasn't always the case. Ridge was nonverbal until age three. Music was the thing that finally freed Ridge from his autistic silence when he started singing with the radio. "It helps me express every emotion I have inside my entire brain," Ridge said. Now, he has plans for an encore."If the Suns wanted me to play the National Anthem at the game I'll be doing that," Ridge said. At the end of Ridge's first performance, a thunderous applause warmed dad's heart. "I broke into tears," Glen said. VISTA, Calif. – A Carlsbad pastor whose wife caught him molesting a female family member was sentenced to 15 years in prison Tuesday afternoon. Matthew Tague stood in Superior Court in Vista to read a statement of apology; taking 100 per cent responsibility for hurting those closest to him and saying he's getting counseling for his sex addiction."For all these things, I am and will be truly and profoundly repentant and in light of my terrible and reprehensible actions. I would like to share why I'm grateful that I was discovered on May 5, 2017."His wife stood then, talking about rehabilitation and forgiveness. "This sentence my husband faces, we all know is indeed lifelong; no matter what number of years is decided, these events will follow him for the rest of his life."Deputy district attorney Patricia Lavermicocca hammered on Tague's role in the community, as pastor of North Coast Calvary Chapel. "This isn't just a father; he is a pastor who teaches the community the morally right thing to do."Judge Daniel Goldstein noted Tague's selfishness and aggression, calling his acts outrageous and heinous. Walmart employees could soon be getting a little more wiggle room in their work attire.The discount giant is testing a new dress code that would allow workers to wear any solid colored shirt and adds blue to the mix of approved pants colors, making blue jeans work-appropriate attire, a spokesperson said."We are always testing new ideas and concepts in a small number of our stores," spokesperson Justin Rushing said in an emailed statement "Some of these tests are expanded while others are retired. We won't know next steps on this test until we've had a chance to learn what works and what could work better."The news was reported earlier by Bloomberg. The site reported about two dozen Walmart locations will test the new clothing policy.Walmart employees at stores not included in the pilot will have to continue to abide by the old dress code, which bans blue jeans and stipulates khaki or black pants with a solid white or blue top.One new dress rule, however, will be nationwide: Beginning April 14, new hires cannot have visible face tattoos, according to CBS News.With 4,900 US stores, Walmart is the country's largest employer.
