CHULA VISTA, Calif. (KGTV) - The San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled Sweetwater Union High School District, the SDCOE said Friday.The SDCOE named the advisor, Dr. Mark Skvarna, to serve as the “eyes and ears” of county education officials inside the district, SDCOD spokesperson Music Watson told 10News. Dr. Skvarna will exercise authority to control any action by the Sweetwater board that’s inconsistent with the district’s ability to meet its financial obligations, wrote SDCOE Assistant Superintendent of Business Services Michael Simonson."What that means is that our fiscal advisor and the county superintendent of schools have authority to review board agenda items with a fiscal impact, comment on them and in extreme events rescind any action taken by the board that we believe is not in their best financial interest," said Simonson.SUHSD’s finances have been under the microscope since a million dollar budget shortfall for the 2018-2019 school year was announced. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities. This fiscal year alone, the district will borrow million -- in addition to the million they already owe."Everyone's goal all along the way is that we are not impacting kids. This is an adult problem that we are trying to resolve to the best of all of our abilities the kids should not feel anything," Simonson said. "[In] light of the early retirement incentives, we want to make sure that they maximize the savings and that we have an individual in there to help them out and to help them make those decisions."In a letter sent from SUHSD trustees to the staff and community Thursday, trustees said SDCOE had asked the district to consider not accepting the Supplemental Early Retirement Plant approved for more than 300 staff members at a Dec. 17 special board meeting."While we have a fundamental difference of opinion and approach with them, we will continue to ask them to be our partners in this effort as we move forward," the trustees wrote about the matter.RELATED: Timeline of Sweetwater's financial woes"The financial situation we face was not created overnight, nor will it go away overnight, but you, as a community, have our deepest commitment that we will do everything we can possibly do to make this right," the letter said.10News is working on this developing story. CINCINNATI -- Just days after calling for a national boycott of the Kroger Co., the Rev. Jesse Jackson Sr. brought his fight to the corporation's front porch.The Rainbow Push Coalition Local Steering Committee invited Jackson to Cincinnati as he continues his protest over Kroger closures in predominantly black neighborhoods. Kroger closed three unprofitable grocery stores in Memphis in February, mirroring its closure of a store in Cincinnati's Walnut Hills neighborhood last year. The company said its East McMillan Street location had lost millions of dollars over years."We wrote a letter to the leadership of Kroger, and they did not respond to us," Jackson said. "This is a pattern across the country. There are enough mouths to be fed and people to be served for Kroger to stay in the community. (KGTV) -- The Sweetwater Union High School District Board voted Wednesday to cut more than 220 educators and place its beleaguered superintendent on paid leave.Staff cuts include educators and all librarians. In all, the board voted to eliminate 223 employees in hopes of balancing its budget.The board cited a decline in enrollment for the cuts, but said if enrollment goes up, librarians would be the first to return.RELATED: Sweetwater Union High School District votes to cut over 200 jobsThe vote ratifies an earlier referendum in which the board voted to lay off nearly 240 employees and staff members in February. The district's planned cuts to jobs and programs had been widely panned by staff and the public, with many calling on officials to consider salary cuts instead. During February's board meeting, one teacher told the board that their proposal would "kill this community and hurt our kids."Several staff were supposed have received pink slips in March but the coronavirus pandemic and ensuing campus shutdowns temporarily staved off layoffs.The board also voted 4-1 Wednesday night to place SUHSD superintendent Dr. Karen Janney on paid administrative leave. Since then, teachers have been cut, bus routes were eliminated, and class sizes have increased.On Monday, an audit from the state's Fiscal Crisis & Management Assistance Team (FCMAT) released a 79-page report saying there is enough evidence that fraud or misappropriation of funds may have occurred within the SUHSD dating back to 2018.Previously, Janney served 31 years in the SUHSD in various roles, including principal and assistant superintendent. She earned her doctorate degree in education from San Diego State University in 2010, according to her professional online profile. Christmas tree sellers around the country are struggling with shortages for a variety of reasons including wildfires in the west, the coronavirus pandemic and the 2008 recession.Exacerbating existing supply issues is a rise in demand for real trees in 2020 as people are home more with coronavirus pandemic safety measures, and want the aroma and feel of a real tree.California Christmas tree farmers are reporting a surge in attendance at their locations so far this year. The National Christmas Tree Association says there was an “unprecedented level” of early inquiries from customers wanting to know when tree farms would open this fall.Christmas tree sellers from New York to California are selling out fast because of the high demand and fewer trees to sell.The issue is impacting would-be Christmas tree shoppers in Canada, too.The Canadian Christmas Tree Growers Association says following the 2008 recession, Christmas tree farmers in North America didn’t plant as many trees as usual and didn’t move ahead with planned expansions until later.Since it takes 6-10 years for a tree to grow and be ready for ornaments and lights, some of those post-2008 decisions are still impacting supply.The National Christmas Tree Association has reported a smaller supply of harvestable trees since 2015 because of fewer trees being planted.Drought conditions and several years of intense wildfires in the western U.S. and Canada as well as the mid-Atlantic states have also taken a toll on Christmas tree farms, destroying their trees or limiting growth opportunities.The surge in coronavirus cases is also limiting the availability of Christmas trees around the country, as some suppliers and sellers are making the difficult decision to close or reduce hours and capacity to keep staff and shoppers safe.For those with a National forest nearby, the U.S. Forest Service allows people to cut down a tree from their lands with a few conditions.
