SAN DIEGO (KGTV) - Portable restrooms to combat the hepatitis A outbreak are being installed in downtown San Diego for the homeless.The City of San Diego is providing restrooms, hand-washing stations and security guards to stop the spread of the disease.The restrooms will be cleaned twice a day.RELATED: How to tell if you have hepatitis AKen Slusher, a homeless Navy veteran, has used the restrooms twice since the City installed them on C St. and First Ave.Slasher is concerned the restrooms won’t be around long.Despite the 24/7 security, Slusher said he found a needle on the floor during one of his trips to the restroom.RELATED: Los Angeles hepatitis A cases linked to San Diego outbreak“It was already used, the cap was off, the needle was exposed. SAN DIEGO (KGTV) -- New data shows that home sales in Southern California could be dipping, while sales in San Diego County are on the rise. The data from CoreLogic shows that the sale of existing housing sold in Southern California in April of 2018 was down nearly four percent since March of 2018.In San Diego County, however, home sales increased by more than five percent in April. SAN DIEGO (KGTV) - On Monday, concerns were raised and the release of police body camera video was requested after San Diego police officers reportedly shot a man on Sunday after they arrested him. Police say he managed to get out of his handcuffs and accessed a police gun after he was left in a patrol vehicle.On Monday, SDPD Lt. Andra Brown told 10News that officers were called to the Westgate Hotel on Sunday night for a report of a man who threatened security workers. After officers reportedly took in the 25-year-old Hispanic man, they say he slipped out of his cuffs while in the patrol unit.“It does happen but you know there's a tricky line to walk between having the handcuffs too tight where they can't come off but that also means that they can cause damage to a person that's under arrest and that's not our goal,” said Lt. Brown.She added that the suspect then reportedly broke a divider in the vehicle and grabbed a backup gun from an officer's gear bag that was in another area of the vehicle, all while he was alone in the vehicle and officers were away to process paperwork. “They were in the area of the vehicle. It's not like they were hundreds of yards away. They do maintain visual contact and there are other officers that are in the area,” she told ABC10 News.Once officers noticed, police say he fired a least one round after refusing their commands to drop the gun. They report that they fired back and struck him in the torso, but they say he still got out of the car with the gun and ignored their commands. Officers say a police canine then took him down.Community activist Tasha Williamson said Monday that the suspect should never have been left alone. “It’s not safe for the individual who has been arrested and not safe for the officers who are leaving them in the car with weapons,” she added.She's been demanding the release of body camera video within 24 hours of the shooting, like police did last week after rounds were fired with a robbery suspect.A police spokesperson said Monday that the release of the video will take longer in this case but the department is working hard to get it out and hopes to have it released within a couple of days.“[That’s] not sufficient and what that's telling the public is that when there’s no public outcry, they'll take their time at releasing the video,” added Williamson.The suspect was taken to the hospital with non-life-threatening injuries.SDPD is investigating the officer-involved shooting. SDPD says once its investigation is completed, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. Police say the Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers before the Community Review Board on Police Practices reviews the incident. Police say the FBI and U.S. Attorney’s Office will also be monitoring the investigation.The three officers who were involved are on paid administrative leave during the investigation, which is standard protocol. 3161

  

SAN DIEGO (KGTV) - Neglecting dental hygiene can not only impact a person's overall health but also their self-esteem. For many San Diegans, a lack of insurance means they don't see a dentist for years or even decades. “I’ve seen people in my practice in the private area that haven’t been to the dentist in 20 to 40 years," said Dr. Irvin Silverstein, director of the UCSD Student-Run Free Clinic Project.The student-run clinic has been working to fill the gap for low-income patients in San Diego for 20 years. “The biggest thing it has done is help meet the need in San Diego for a lot of underserved people. People think that underserved means homelessness or out on the streets, no. We see a lot of working poor," said Silverstein. The four UCSD clinics are run by students and volunteer dentists, offering free care to the community:Downtown: Provides comprehensive dental care and oral health education to underserved San DiegansPacific Beach: Offers urgent dental care to patients in severe pain or with active infectionsLemon Grove: Offers dental care to Lemon Grove School District students Pre-K to 8th grade and their families Veterans Village: Offers free dental care to veterans participating in a 9-month long rehabilitation programDr. Silverstein says another issue they are seeing is retirees no longer having access to dental care because Medicare does not cover it. He says the American Dental Association (ADA) is acknowledging dentistry should be a benefit in Medicare; to at least get teeth cleaned twice a year and examined.Medicaid does provide some dental coverage, but there are limitations, and only 20 percent of dentists nationwide accept it, according to the Center for Healthcare Strategies, Inc. Dr. Silverstein says he often sees parents getting care for their children while neglecting their own. “They’ll put off going to the dentist, and by the time they realize they have a problem, it’s so expensive they don’t know what to do. And sometimes they even pull out their own teeth," said Dr. Silverstein.Other resources in the community provide affordable options for San Diegans:San Diego County Dental Health InitiativeGary and Mary West Senior Dental CenterAdditional clinicsDr. Silverstein hopes to open a fifth clinic in Normal Heights but says he will need more volunteer dentists and students to make it happen. SAN DIEGO (KGTV) — One of the first questions San Diegans had after a 6.4-magnitude earthquake hit Southern California: Where was the alert?Exactly one week ago, San Diego phones buzzed in unison for a test of California’s Earthquake Early Warning System, ShakeAlert. The system aims to help alert locals seconds before an earthquake hits to find shelter.Thursday, no alert went out when San Diego felt shaking.RELATED: 6.4-magnitude earthquake rattles July 4th for Southern CaliforniaThe San Diego County Office of Emergency Services says the alert system is still in the testing phase. Currently, the Governor's Office of Emergency Services is evaluating the data collected from the June 27 test.The state hopes to set up the system in the future in the same way Amber Alerts are sent out regionally. Before that can happen, the county says they need to make sure the system works fast enough to alert residents, the county says.Many San Diegans, however, say they didn't even receive the test message last week. For them, the county asks for feedback to work out the bugs in the system. Those individuals can fill out an online survey here .Los Angeles County residents already receive a similar alert, but many complained they weren't alerted Thursday either. Los Angeles city officials say their alert didn't go off because the earthquake wasn't recorded above a 5.0-magnitude shake within Los Angeles County. Officials said they now plan to lower that threshold.USGS seismologist Robert Graves told the Associated Press that the state's new system detected Thursday's earthquake, providing 48 seconds of warning to Caltech's seismology lab in Pasadena, and adding "there were no glitches" in the system. 1717
