BEIJING, Oct. 11 (Xinhuanet) -- Scientists have discovered that blind optimism is related to brain's frontal lobes which are associated with processing errors, according to a British study published Monday in the journal Nature Neuroscience.Scientists at the University College of London scanned brains of volunteers who were asked to estimate their personal likelihood of involving in negative events, like a divorce or cancer,  before and after given the average probability of these events occurring. They found that the volunteers who estimated lower probability (or the more optimistic ones) than the given one raised their estimates a little bit later while those estimated higher probability altered their estimates much more.Through the brain scanner, scientists saw there was less activity in the volunteers' frontal regions when the information given was worse than expected while more activity when the information was better than expected. It suggested that the more optimistic people neglected the negative predictions."The more optimistic we are, the less likely we are to be influenced by negative information about the future," said Dr. Tali Sharot, lead author of the study. He added being optimistic clearly had some benefits, "but it can also mean that we are less likely to take precautionary action, such as practising safe sex or saving for retirement. So why don't we learn from cautionary information?"

SAN FRANCISCO, Oct. 10 (Xinhua) -- Apple announced on Monday that pre-orders of its iPhone 4S have topped 1 million in a single day, surpassing the previous single-day pre-order record of the company's smartphone. The iPhone 4S pre-orders surpassed 1 million in the first 24 hours and the previous single day pre-order record held by iPhone 4 is 600,000, according to Apple."We are blown away with the incredible customer response to iPhone 4S," Philip Schiller, Apple's senior vice president of worldwide product marketing, said in a statement."The first day pre-orders for iPhone 4S have been the most for any new product that Apple has ever launched and we are thrilled that customers love iPhone 4S as much as we do," he added.U.S., newly installed Chief Executive Officer Tim Cook takes stage to give a general introduction of Apple's products, Oct. 4, 2011. Apple Inc. last Tuesday unveils iPhone 4S, the much-anticipated latest generation of iPhone. The iPhone 4S, which looks the same as the iPhone 4 but has major hardware upgrade inside, is available for pre-order last Friday and set to first arrive in stores in the United States this Friday. So far, iPhone 4, which, according to Apple, has been sold more than the first three generations of iPhones combined, is Apple's best selling iPhone. The pre-order numbers are good news for Apple as the initial introduction of iPhone 4S last Tuesday has not lived up to the anticipation of some investors and analysts, and spurred a new wave of concerns about whether the company could keep its innovation momentum in the wake of the passing of its co-founder Steve Jobs last Wednesday.

BEIJING, Dec. 11 (Xinhua) -- China is faced with severe challenges in collecting enough blood plasma to produce medicines, Health Minister Chen Zhu said Sunday.Chen called on the public to join blood donation after donating blood plasma at the Beijing Red Cross Blood Center on Sunday, the fifth time since he took office in 2007.Blood plasma is needed to make blood products like prothrombin complex which is vital for hemophiliacs. The total volume of blood plasma collected last year was 4,180 tonnes, while the volume needed to produce enough medicines was 8,000 tonnes, said a statement from the ministry. The situation became even worse this year.Donations of blood plasma in China fell dramatically in recent years, as a result of safety concerns from donors and the government's efforts to regulate blood collection after contamination triggered HIV infection scandals. In an overhaul of plasma collection services in 2004, the ministry closed 262 donation centers, leaving only 138 in operation, resulting in the plasma donations falling at least one-third from 5,000 tonnes in 2003.Blood plasma are currently collected at 144 designed stations across the mainland. The stations, as requested by law, are all owned by major manufacturers of blood products.Chen promised to encourage qualified drug makers to set up more collection stations in the next five years. He also assured the public the safety of blood donation at authorized stations.

BEIJING, Oct. 10 (Xinhua) -- The State Council, or China's cabinet, announced on Monday it will tax all resource products starting Nov. 1, extending the resource tax on domestic sales of crude oil and natural gas from some regions to the entire country. The list of taxable resources widened from crude oil and natural gas to coal, rare earth, salt and metal from Nov. 1, according to the country's revised resource tax regulations. The expansion of the resource tax is part of China's efforts to encourage energy conservancy and limit environmental damage.Sales of crude oil and natural gas nationwide will be taxed at a rate between five and 10 percent of their sales value, according to the revised regulations. The regulations impose a sales tax ranging from eight (1.25 U.S. dollars) to 20 yuan per metric ton on coking coal and from 0.40 to 60 yuan per metric ton on rare earth ore.Taxes on other types of coal stood unchanged at 0.30 to five yuan per metric ton.The tax rate for other non-ferrous metals is set between 0.4 to 30 yuan per metric ton. Ferrous metals will be taxed at two to 30 yuan per metric ton.Taxes on precious non-metallic ore will be between 0.5 to 20 yuan per kg or per carat, while taxes on cheap non-metallic ore are set between 0.5to 20 yuan per metric or per cubic meter.China's current resource tax is levied based on production volume instead of sales value, thus preventing the government from benefiting from energy and commodity price increases.Nonetheless, energy giants and mining companies such as PetroChina and Sinopec have enjoyed large profit margins on the sale of resources under the current tax scheme.A resource tax on oil and natural gas was introduced at a rate of five percent in northwest China's Xinjiang Uygur Autonomous Region on June 1, 2010 before being extended to 11 other provinces in December last year.

BEIJING, Jan. 20 (Xinhua) -- China will regulate the production and sale of cosmetic colored contact lenses by including them in its list of items classified as "medical apparatus."Some people wear such non-corrective colored contacts to change or enhance eye color for cosmetic and fashion purposes. As these contacts are not for vision correction and medication purposes, they are currently off limits to the country's medical administration and regulators, said a statement published on the website of the State Food and Drug Administration on Thursday. However, with the increasingly popular use of cosmetic contacts, safety and quality problems due to the regulation loophole are likely to harm consumers' health, and the administration has decided to expand the current medical regulation on contact lenses to cover cosmetic ones, the statement said.It explained that the administration will soon issue a notice to ban the manufacture and sale of these contacts without proper registration and licenses. The statement also warned consumers of the risks of these contacts and suggested they carefully choose and use such products.
