SAN DIEGO (KGTV) - Campaign committees supporting both Todd Gloria and Barbary Bry have raised more than million so far this election season, pouring money into TV ads and mail fliers.City law limits how much individuals and businesses can contribute directly to a campaign. But rules for campaign committees are more lenient, letting people, corporations, Political Action Committees, and other groups donate tens or even hundreds of thousands of dollars."For better or for worse, the way the electoral system is designed, you need money to run a campaign," says San Diego State University Political Science Lecturer Stephen Goggin."It's important to note where this money is coming from," Goggin says. "Not only is it just about money in terms of voting, but it gives you a clue about who's doing the endorsing and who's backed by a particular interest group."In the 2020 race for San Diego mayor, five campaign committees have formed to support Assemblyman Todd Gloria. Combined, they have raised .7 million.Councilwoman Barbara Bry, meanwhile, has just one campaign committee raising money to support her. It has brought in around 3,000.Bry says that shows she will not be indebted to special interest groups if she's elected."The special interests in this town are afraid of an independent woman who has made it clear that she's going to demand accountability and transparency at City Hall," Bry told ABC 10News."I think this kind of spending is very harmful to our democratic system. And in this election, you know voters should understand exactly the enormous amount of money that special interests are putting into Todd Gloria's campaign," she says.An ABC 10News In-Depth look into the funding shows that Campaign Committees supporting Gloria have gotten the most money from labor groups. The Municipal Employees Association is the largest donor, giving 0,000 to a Committee called "Neighbors for Housing Solutions Supporting Todd Gloria for San Diego Mayor 2020." Other labor groups have given more than 0,000 altogether.Gloria has also received around 0,000 from various short-term vacation rental companies like Airbnb, Seabreeze Vacation Rentals, and Share San Diego. The San Diego Chamber of Commerce also donated more than 0,000 to committees supporting Gloria.He told ABC 10News the large, diverse group of people and entities donating to committees on his behalf shows that he can build coalitions to lead. Gloria added his track record of more than a decade in public office shows large donors won't control him."I've always had an open door and a willingness to talk to anybody and to try and understand what they're dealing with and what an appropriate solution would be," Gloria says. "Some of the folks supporting my mayoral campaign have opposed me in the past, recognizing that I don't always vote with them, and we're not always in agreement. From where I sit, that's not a bad thing."The campaign committee supporting Bry got the largest donation from the Infrastructure PAC of the Associates General Contractors. They gave ,000. ACE Parking and its owner, Scott Jones, gave ,000. The rest comes primarily from individual donors.Goggin says looking at lists of donors can help voters decide who to support. By law, every donation is public record and available online. But it takes work to sift through the information."In local races, people have to figure out who these people are on their own," he says.However, because the campaign committees have to remain independent from the candidates, the people they support have no influence on what kind of messages they put out in ads. That can lead to controversy if a campaign committee runs negative ads or misconstrues the truth."Many candidates have lost the ability to control the message of their campaigns," Goggin says. SAN DIEGO (KGTV) -- Authorities have identified one of the teens killed after he was believed to have mistakenly jumped from a bridge following a crash on a Carmel Valley freeway. According to the medical examiner, 18-year-old Ruben Ortiz Jr., died after jumping from the bridge on State Route 56 near Carmel Valley Road around 11 p.m. Tuesday. The other teen who died after jumping from the bridge was a 17-year-old male California Highway Patrol says was the driver of the vehicle. A family friend says the 17-year-old was Jesse Garcia. CHP says when the car came to a stop, it was facing oncoming traffic. Witnesses told CHP that six people got out of the car, running across the freeway lanes toward the right shoulder to avoid oncoming traffic. Four people from the group then jumped over the right shoulder, not realizing they were jumping off the bridge, CHP says. The four fell 50-75 feet from the structure, and CHP officials said two males died at the scene.A 14-year-old girl and 15-year-old girl were taken to Scripps La Jolla Hospital with injuries of unknown severity.The two others from the group, who reportedly fled the scene after the crash, were located by police late Tuesday night, according to CHP. One of the teenagers is 14-years-old while the other is 15. Police say the responded to a crash on Broadway and North Avenue. Although the Altima wasn't involved in that crash, officers reported that they saw people getting into the vehicle who may have been involved in the crash.When officers tried to pull the Altima over, the driver sped away. The second pursuit happened later in the day around 12:30 p.m., police say.Both chases were terminated after police determined speeds were too high. 2204

SAN DIEGO (KGTV) — City leaders welcomed a new North County park Wednesday, highlighted by a specially created area for the playground's most adventurous.Pacific Highlands Ranch Community Park sports five acres of turf field, two dog parks, playground and "discovery play" area, skate plaza, and San Diego's first free, public parkour area and bike pump track.The park also includes a 17,000-square-foot recreation center, featuring a gymnasium, multi-purpose building, and outdoor courtyard. The center's solar panels also promise to lower the park's energy consumption by 36 percent, according to the city.RELATED: San Diego County park rangers recommend these trails in 2019The park is the 23rd park to open as part of Mayor Kevin Faulconer's ambition to open or improve 50 parks in five years. SAN DIEGO (KGTV) - Ask anyone, and they'll probably tell you they're going through "COVID Fatigue."It's a thing. In fact, UC Davis Health defines it in a study as tired of being cooped up, tired of being careful, and scared. But what if we told you we could end this pandemic in just five weeks? An MIT-trained physicist claims he has a theory that can do just that."I am a physicist and complexity scientist, and I've been working on pandemics for 15 years," said Dr. Yaneer Bar-Yam from his Massachusetts home.Dr. Bar-Yam is president of the New England Complex Systems Institute. He's a data scientist who studies pandemics and is an expert in controlling infectious diseases. His recommendations were partly responsible for stopping Ebola in 2014, and he claims his complex theory could do the same to stop COVID-19 before a vaccine arrives."The crazy thing is we're always just about five weeks away from getting rid of this disease," said Dr. Bar-Yam.Sounds promising, but his theory takes discipline."What we really need to do is implement a set of very strong actions," added Dr. Bar-Yam.Those actions are on his website EndCoronavirus.org. There are nine specific measures to crush COVID-19 in just five weeks and fully reopen our economy, our schools, and our lives."The most important thing locally is staying away from other people because the way the disease transmits is by breathing the same air or touching the same surfaces," said Dr. Bar-Yam.One of those measures is a lockdown. But not what you might envision, by being cooped up and unable to leave your house. Dr. Bar-Yam uses a theory called Green Zones, something we could even do at the county level. The goal is to go from neighborhood to neighborhood, on a micro-community level, getting coronavirus cases down to zero."You don't want to travel to other neighborhoods or other areas because that's how you transmit the disease from area to area," said Dr. Bar-Yam.The first two weeks are used to isolate cases and stop transmission for 14 consecutive days. If you're not in a green zone, you can't travel outside your neighborhood. Then, the next two to three weeks are used to effectively test, trace, and isolate anyone capable of transmitting the virus until your community is down to zero cases. Dr. Bar-Yam describes what we're doing now as fighting a house fire by attacking the fire in only one room."That's right, it's all over the place, and we're constantly trying to deal with it. And we have to take super aggressive actions if the fire is burning all of the time," he said.If you don't think it can work, know this: his method was practiced in Ireland, Iceland, and numerous other countries, including New Zealand, where less than five cases a day have been reported since May 3. And yes, it even worked for the most part in China with it's 1.4 billion people. But here's the catch: one of the nine measures to crush COVID is "getting everyone on board." As we've seen recently in Ocean Beach or the religious gathering in Cardiff with people packed together without masks, that's a hard thing to do."Everyone has to say, 'Yes, we're going to do this together.
