(KGTV) - Sheriff's Deputies are on the lookout for the man who jumped out of the bushes and confronted an Encinitas man with a rifle. The attack happened Friday morning on Fortuna Ranch Road when the victim was in his driveway. A neighbor tells 10News the man popped out of the bushes wearing a ski mask and camouflage clothing. He then pointed a rifle at the victim, threatening to rob or shoot him.  Deputies say, somehow, the victim was able to run to his neighbor's home and call 911. The gunman got away before law enforcement arrived, but it's unclear if he ran or drove away. With the gunman still at large, some neighbors are concerned for their safety. Crime Stoppers is offering a ,000 reward for any information leading to an arrest. ESCONDIDO, Calif. (KGTV) — In a display of solidarity with protesters, Escondido officers were seen taking a knee with protesters during a demonstration against police violence on Monday.Photos showed the officers alongside protesters demonstrating against racism, police brutality, and calling for justice for George Floyd, a black man who died in police custody in Minneapolis.Long-time resident Vanessa Reyes attended the demonstration which happened outside of Escondido Police Department headquarters. She captured the profound moment in a series of photos she later shared with 10News.“It was very emotional, it was very eye opening for me.”The mother of four said she wanted to document the protests for her children, ages 7- to 22-years-old. Not knowing what to expect, she decided to keep her children home while she snapped images of the demonstration.“I went out there to support the black community and take pictures because I really want to have pictures for my kids to show them this is going to be history, this is real, this is what’s going on.”Reyes described the demonstration as peaceful and emotional, though some times rowdy.“The younger kids, maybe like the 20-25 year old’s, they were very, very involved and wanted to be heard, and the chief of police was willing to let them be heard," said Reyes. “Everybody just wanted to be heard and there was so much emotion and the Escondido Police sat there and listened.”At one point during the protest, Reyes said the crowd, comprised of people of various races, moved towards the police skirmish line. “When we first got there all the officers were across the street, then all of a sudden the protesters moved towards the officers," said Reyes.The tense situation was de-escalated when demonstrators struck a conversation with an officer.“A group of protesters got together and asked the officers if they wanted to take a knee and have a moment of silence for George Floyd and they didn’t hesitate.”Reyes began taking photos to capture one of San Diego's most powerful moments of these demonstrations that saw a weekend marred by violence and riots across the county.The officers, dressed only in their regular uniforms, joined the crowd.“That moment was extremely emotional. You could tell that they [officers] were very genuine and you could tell they really want to make peace and everything better for us.”Unlike some of the chaotic confrontations witnessed in other parts of the country, Reyes said demonstrators and police officers were respectful of each other, and that the police chief was actively encouraging the crowd to share their voice.“Officers tried to ask everybody what could they do.”The scene was similar to a display caught on Sunday in downtown San Diego, where protesters exchanged fist bumps and handshakes with officers. (KGTV) -- As San Diego County inches closer to finally being removed from the state’s watch list, it remains unknown what exactly that will mean for businesses that have been waiting to reopen indoor operations.“We have asked the state for guidance for what they think the policy will be, the process will be, for potentially reopening some of the entities that faced additional closures,” said County Supervisor Nathan Fletcher.In the meantime, some cities across the county have been working with businesses to ensure they can still operate outside during the challenging time. Some of those businesses appear to be thriving.“More people are coming out to eat, and as you can see, we’re already almost full here,” said Mia Davis, the owner of Mikko Sushi in downtown Escondido.Davis and her sister-in-law, Minky Jeon, opened Mikko Sushi in February, but just one month later they were forced to shut down indoor dining due to the rising COVID-19 cases across the county.They moved to take out orders only, a struggle for the new business owners.“We were devastated actually because we were just finally starting to build our clientele,” said Davis.Then the City of Escondido stepped in to help businesses move outdoors quickly and easily, making all the difference for business owners like Davis.“The City of Escondido went out of their way to help us,” she said. “They really helped expedite the permit process, and I didn’t have to pay any fees.”Davis told ABC 10News, she was not only able to keep her original staff employed, but Mikko Sushi became so busy with outdoor dining, that she had to hire more employees.“Every Friday night we have a big waiting list,” she said. “I’m thankful that local customers really been supporting us, and I can’t complain.”A walk down Grand Avenue in Escondido reveals how locals have embraced the opportunity to dine outside. The sight is something that brings Amber Tarrac, the Deputy Director of Economic Development for the City of Escondido, much joy.“We’re really happy and proud to be able to support our businesses in that way,” said Tarrac. “The city really took strong, swift action and worked with very closely with our Chamber of Commerce and Downtown Business Association to allow for and facilitate the permit process to allow for our businesses to operate outside. We expanded that to salons, to restaurants and other retail as well.”During a time where there are many uncertainties for small business owners, Davis said the opportunity to try something new and succeed is rewarding.“I’m thankful that our business is doing well during this pandemic, and I’m thankful for what the city did,” said Davis.The City of Escondido recently launched a grant program to help small businesses. Facebook is trying to be more transparent about how it decides what content to take down or leave up.On Tuesday, the company is making public for the first time its detailed internal community standards policies.The document is what Facebook's 7,500 content moderators use when deciding what is and isn't acceptable content, including hate speech, nudity, gun sales and bullying. A shorter version was previously available online.Facebook is also adding a way for individuals to appeal when it removes one of their posts because of sexual content, hate speech or violence. Appeals will be reviewed by a moderator within a day, the company promises. Eventually, it will add appeals for more types of content and for people who reported posts that weren't taken down.Every week, Facebook sifts through millions of reports from users about inappropriate posts, groups or pages. Additional posts are also flagged by Facebook's automated systems. Bullying rules don't apply to comments made about public figures.The document is filled with striking details about very specific issues. For example, you can't post addresses or images of safe houses, or explicitly expose undercover law enforcement. You can only show victims of cannibalism if there's a warning screen and age requirement. ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric.The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands.The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks.
