SAN DIEGO (CNS) - A distraught man driving a van stolen in Sorrento Valley led San Diego police and the California Highway Patrol on a lengthy chase Thursday that ended in Riverside County, authorities said.San Diego Police Department Officer Scott Lockwood said the white van was stolen from the 9400 block of Scranton Road about 10:45 a.m.SDPD officers pursued the stolen vehicle through Mira Mesa, and the CHP took over the chase when the driver got onto northbound Interstate 15. The suspect, who's in his 50s, was apprehended just south of Weirick Road in Corona at 11:54 a.m., according to the CHP."The suspect was suicidal and inflicted harm to himself, possibly with a sharp-edged knife or razor," CHP Officer Javier Muniz said.Muniz said the unidentified suspect was transported by ambulance to Inland Valley Hospital for treatment. 849

SAN DIEGO (CNS) - A group of civic leaders will gather Monday to announce a proposed outreach program intended to help people experiencing homelessness with a rapid response team.Mayor Kevin Faulconer, City Council President Georgette Gomez, City Councilmembers Chris Ward and Monica Montgomery Steppe and San Diego Housing Commission President and CEO Richard Gentry will meet at Officer Jeremy Henwood Memorial Park in City Heights to discuss the program, which will be presented to the City Council on Tuesday.The Coordinated Street Outreach Program marks a new approach to conducting homelessness outreach in the City of San Diego and addresses gaps in the existing system, while leveraging and enhancing outreach resources citywide.It builds on a 2018 pilot effort started in the Mid-City area by Gomez and Ward in partnership with the nonprofit service provider People Assisting the Homeless. The new program will incorporate a neighborhood- specific approach with proactive contacts with residents, business owners and civic organizations that is modeled after the pilot initiative.The Coordinated Street Outreach Program will consist of two main service elements: a Rapid Response Team and a Mobile Homelessness Response Team.The Rapid Response Team is intended to focus on areas with known concentrations of individuals experiencing unsheltered homelessness and provide immediate intervention and problem-solving resources while working to improve the person's sense of safety and helping to meet their basic needs.The Mobile Homelessness Response Team will provide street-based case management and prioritize interactions with individuals who are among the city's most vulnerable. The plan is for this team to work to identify individuals who may already be connected to a housing resource and are on a localized list developed in collaboration with the Regional Task Force on the Homeless. This team's efforts are intended to help individuals address barriers to getting housing -- such as obtaining identification, accessing primary care and seeking employment resources.PATH would operate the proposed program through a contract with the San Diego Housing Commission on behalf of the city.The program will attempt to support the city's community action plan on homelessness and work toward achieving the goal of reducing unsheltered homelessness in San Diego by 50% over the next three years. 2413

  

SAN DIEGO (CNS) - A judge Monday denied a request by four San Diego County businesses seeking to resume indoor operations following the county's recent slide into the purple tier of the state's coronavirus reopening plan.San Diego Superior Court Judge Kenneth J. Medel heard arguments Friday on the lawsuit, which was filed earlier this month on behalf of Cowboy Star Restaurant and Butcher Shop, Home & Away Encinitas, Fit Athletic Club and Bear Republic, shortly before indoor operations were suspended for nonessential businesses in the county due to rising COVID-19 case numbers.The businesses sought a temporary restraining order halting the prohibition on indoor operations, contending that San Diego County's increased case numbers are not a result of exposures at restaurants, gyms and other types of businesses impacted by the closures.While Medel and the state conceded pandemic restrictions have created negative economic impacts for businesses, both stated the public health concerns outweighed those harms.In his ruling, Medel wrote, "In the court's mind, the impact on public health of dismantling a portion of the state's COVID-19 response designed to reduce community spread outweighs the economic harm to plaintiffs at least pending further examination of these issues in any upcoming hearing on preliminary injunction."A status conference was scheduled for Dec. 2 for discussion regarding a preliminary injunction hearing.Wilson Elser, the law firm representing the businesses, declined comment on the ruling, stating through a spokesperson that it does not comment on active lawsuits.The lawsuit cited figures indicating restaurants/bars, retail businesses, places of worship, schools and gyms make up a small percentage of infections and confirmed community outbreaks.During Friday afternoon's hearing, attorney Bruno Katz, representing the businesses, referenced an adjudication request submitted to the state by San Diego County Public Health Officer Dr. Wilma Wooten, which sought to have San Diego County remain in the red tier. SAN DIEGO (AP and KGTV) — Marine Corps officials say charges are pending against 12 Camp Pendleton Marines accused of being involved in smuggling, including driving migrants across the US-Mexico border.The Marines, who are part of the 1st Battalion, 5th Marine Regiment, are in confinement, officials said.Those being held include two Marine riflemen who were stopped by U.S. Border Patrol agents on July 3 driving from the border with three Mexicans in the back of a BMW. That led to the additional arrests. The two Marines pleaded not guilty in federal court.The remaining 10 Marines were among those detained July 25 on base, according to Marine Corps officials.RELATED: 16 Camp Pendleton-based Marines arrested following human smuggling investigation"Each case and alleged level of participation varies among the individual Marines and Sailor," military officials said.The Marine Corps said Monday that six other Marines and one sailor detained last month have been released and returned to their command at Camp Pendleton.Officials gave no further details about the others. 1086
