IMPERIAL BEACH, Calif. (KGTV) - Residents in one Imperial Beach neighborhood are hoping surveillance video will help put an end to an "endless" cycle of graffiti. In an alley off 14th Street, Gary Copeland looks at his neighbor's brand new fence and can only shake his head."It's disgusting we have to look at all this graffiti," said Copeland. On Monday around 4:30 a.m., a neighbor's motion-activated camera captured a man in a cap shaking a can of spray paint. In the next video recorded, one can hear the sound of spray paint before the man emerges from the dark. Hours later and blocks away, a camera in another alley captured a man without a cap spray-painting a similar tag on the wall of another home."It's a nuisance is what it is," said Copeland.Copeland's family has lived at his home for some four decades."You can see they've tagged my wall a few times. We've repainted, but they came back and re-tagged it," said Copeland.Copeland says his wall has been hit three times in the past six months."It's never-ending deal ... there's always tagging. Up and down the alley all these fences are tagged ... It takes your sense of living in a good home and neighborhood to feeling like you're living in a slum," said Copeland. If you have any information on the cases, call the Imperial Beach sheriff's station at 619-498-2400. 1339

Hurricane Lane's outer bands have been pummeling Hawaii's Big Island with rain Thursday, triggering landslides and threatening serious flooding as the Category 4 cyclone moves perilously close to the Aloha State. The center of the storm — which could become the first major cyclone to make landfall in the state in 26 years — is expected to move very close to the main islands or cross land Thursday through Friday, forecasters said.It could be so devastating that authorities are urging residents to set aside two weeks' worth of food and water."Be prepared to shelter in place with 14 days of food supplies and water and any other necessities," Hawaii Gov. David Ige said at a news conference Wednesday.Track the stormThe storm's center, with maximum sustained winds near 130 mph, was in the Pacific about 210 miles south-southwest of the Big Island town of Kailua-Kona around 5 a.m. HT Thursday (11 a.m. ET).Landslides are a concern, with 10-30 inches of rain forecast through the weekend -- and slides already were happening on the Big Island as the storm's outer bands hit Thursday morning. On the Big Island's northern tip, landslides were blocking parts of Route 19, the county civil defense agency said.About 7 to 12 inches of rain already had fallen on parts of the Big Island by early Thursday, the National Weather Service office in Honolulu said.Buses around Honolulu have been picking up residents in need and taking them to shelters. All public schools canceled classes until further notice, and many state employees have been asked to stay home.Tropical storm force winds (39-73 mph) stretch out to 140 miles, so even if the hurricane doesn't make landfall, it could have widespread impact. Lane threatens to bring dangerous winds, landslides, rough surf and major flooding. All of the islands are under weather alerts.A hurricane warning is in effect for the Big Island as well as Maui County and Oahu -- meaning hurricane conditions are expected there. Kauai and Niihau are under a hurricane watch, meaning hurricane conditions are possible and that winds of at least 39 mph are anticipated in the comings days. 2133

IMPERIAL BEACH (KGTV) - Medical examiners identified the body found floating off-shore in Imperial Beach as 29-year-old Zabiullah Rahmani.Rahmani leaves behind a wife of nearly ten years and two 7-year-old twin daughters. Ramzia Rahmani tells 10News, "I can say it was horrible and it still is." Less than a week since she lost her husband and the feelings are still raw, "The fire is burning in my chest whenever I see my girls ask about their father. It'ss too hard to face their questions, it's hard to answer their questions about their dad."She tells 10News, her husband left Saturday night to hangout with friends down in Imperial Beach. She says he was planning to be home for midnight but the hours after turned into Monday, "The doorbell rang and I saw there was two police officers and I felt bad. I thought maybe something happened to my husband." Thinking something bad but never imagining it would end up being her worst nightmare, "It's hard for me to believe hes not with me anymore." Thankfully she has support from family members like Zabi's cousin, "I'll try my best to be like a father to Zabi's kids and treat them the same way I treat my kids." A GoFundMe page has been set up for the family as they try to put together the pieces from here, "When we left Afghanistan he was like, we are going to have a bright future over there." Now, rebuilding that future without their husband and father. 1422

If you knew the world was about to end, where would you go? I'm guessing, Kansas isn't the answer. But, it probably should be.Down a long dirt road in the middle of Glasco, Kansas there is a bunker that can withstand a nuclear bomb, earthquake, tornado, terrorist attack and even a pandemic. It's called Survival Condo. In the late 1960's it was a missile silo, but as modern technology quickly progressed, the old silo was forgotten about. However, 10 years ago Larry Hall purchased the bunker. He decided to build a luxury survival complex for the wealthy if Armageddon were ever to happen. The bunker sits 201 feet below ground. It takes less than 30 seconds to go from the top floor to the bottom. Each condominium cost three million dollars. The complex is self-sustaining and includes plenty of amenities. It has an indoor pool, dog park, spa, gym, cinema, grocery store, a hospital and a hydroponics room; which allows them to be self-sustaining. Survival Condo is also self-sustaining when it comes to power. They have batteries that last for 15 years, wind turbines, and two generators to keep the entire complex up and running. Larry Hall says, even if the world never comes to an end, residents who own a Survival Condo can still use the underground bunker as a vacation destination. 1322
