CARLSBAD, Calif. (CNS) - The city of Carlsbad announced Thursday it was temporarily suspending its collection fees for sidewalk cafes, outdoor displays and curbside cafe permits to help businesses during the COVID-19 pandemic.This suspension of permit fees also means reimbursement of around ,000 to businesses that paid for these types of permits since March 1 of this year. Fee reimbursement and the revenue offset from the suspension of fee collection will be funded from the Economic Recovery and Revitalization Initiative funds. Of those funds, 5,000 remains for contingency or future city council actions.When the pandemic's public health orders required the closure of indoor operations, Carlsbad relaxed development standards to allow businesses to use these permits to quickly activate outdoor spaces on public sidewalks. Some businesses were also granted no-cost permits allowing them to use private property such as their parking lots, to add to their existing outdoor areas.On July 28, the City Council also relaxed standards for curbside cafes, allowing restaurants to use up to four street parking stalls to expand outdoor dining.The permits normally cost a one-time payment of 1 and ,200 per parking stall per year. These fees are now temporarily suspended until February 28, 2021, or for the duration of the local COVID-19 pandemic emergency, whichever is later.More than 70 businesses have been permitted, including restaurants, fitness classes, hair and nail salons, spas and churches, allowing them to temporarily move their operations outdoors onto private property, public sidewalks and on-street public parking spaces so that they can comply with public health guidelines.According to a statement from the city, even with the county now allowing indoor dining, retail shopping or fitness classes, capacity has been reduced by 50% to 90%, depending on the type of business. CARMEL VALLEY (KGTV) - Schools are urging parents to learn more about the hit Netflix show '13 Reasons Why' so they can have a conversation with their kids.The first season of the show came out in March of 2017, and immediately after searches on Google relating to suicide skyrocketed.Particularly, "how to commit suicide" up?26%, "suicide prevention" rose 23% and "suicide hotline number" was up 21% according to a research paper published in JAMA International Medicine and CNN.At Carmel Valley Middle School, they faced that very serious issue personally. Three 7th graders, Madison, Lauren and Ximena saw their friend, who moved to LA, posting her pain on social media. She was cutting."She was posting a lot of videos on social media holding up an exact-o-knife and talking about all this," Madison said."I found out first and texted both of them and said we have to do something about it," Ximena said it was on her Snapchat story.Madison said they were taught in P.E. that this kind of act is a plea for help. They went to their counselor, Karen Infantino who went the extra step, reaching out to a counselor at the friend's new school, ensuring she got the help she needed."And was able to reach out and make sure that she was in a good place but it’s also really important for me to make sure that any student that comes to me feels listened to and acknowledged," Infantino said.The sentiment of being heard could've changed the entire plot of '13 Reasons Why.'The main character of the dramatic series reveals the reasons she committed suicide. Now, there are apps that allow you to skip the phone call and get your food delivered straight to your door with just a few taps on a phone screen.We looked at some of the top food delivery apps to find out which is the best one to download. The apps include Postmates, Uber Eats, Door Dash and Eat 24.All four apps have slight differences when it comes to restaurants, fees and how easy they are to use. Not every app has the same restaurants on them, so you might have to use an app that has the restaurant of your liking.Door Dash was the simplest app to use because there weren’t that many choices or suggestions to help you choose what to eat.Eat 24, like many of the other apps offered food categories like American, Asian and Mexican to help you narrow down your choices.We found when placing your order on each app you had to add your credit card and address, but for Uber Eats you did not. If you have an Uber Ride Share account, it's automatically synced up to that app. It cut the ordering time in half if you were a new user.Although we used Postmates for ordering food, we learned you can use the app for ordering anything. Some use Postmates to order clothes to be picked up or getting an item from the drug store delivered to their house.No matter which app you use there’s a place to save money by adding a promo code. But, you’ll need to watch out for hidden service fees outside of the usual delivery and tax fee.A great feature all the apps have are alerts or push notifications letting you know where your food is and when it will be delivered.Almost every app delivered the food we ordered 10 minutes earlier than their estimated arrival time. CARLSBAD, Calif. (KGTV) - The owner of Lhooq Books is hoping the community can help him out, after being served with a 60-day notice to vacate.Sean Christopher has owned and run Lhooq Books on Carlsbad Village Drive for a decade. His book store specializes in rare books. It also features a public library outside, where people can either buy books for a donation or borrow them. It also hosts small public art events.But all of it is at risk.Christopher says he contacted his leasing company, Pacific Coast Commercial, in September to ask about the state of his rental agreement. Instead of getting answers, he says they served him with a notice to vacate."It was a complete and utter shock," says Christopher. "There was not even a hint that anything was wrong."In addition to being forced to leave his store, Christopher says he's also been told to leave his home, which he rents from the same company. The store and home are both on the same plot of land.Christopher says part of the shock came because of all the work he's done on the property. He estimates that he's spent thousands of dollars to clean up the home and renovate the store."I've basically replaced, repaired or deep cleaned absolutely every inch of the property," he says.He also says he had an agreement with the owner to do more work over the next few months to add a new entrance to the book store and a new storage shed in the home's yard.Now, he's confused why the owner would make that agreement and then force him out.Christopher says there's no way he can uproot his life, family and business in under two months."To find a suitable retail store, and a home, and then pay security deposits and first and last month's rent on both, while continuing to pay rent here, it's literally impossible," says Christopher.When he reached out for a follow-up with the rental company, Christopher says they told him their decision was "just business."They also told him to stop calling, or he'd be given a 3-day eviction notice.Now he wants to fight back. Christopher says he understand's the owner's rights to end his lease, but he hired a lawyer to try and get an extension."I'm not being unreasonable," he says. "I'm just trying to get a compromise, a resolution so that I can relocate without maxing out my credit cards or going bankrupt and possibly homeless."To help pay legal fees, Christopher has set up aGoFundMe account. CA?ON CITY, Co. -- The Royal Gorge Bridge and Park has been a place providing natural beauty and adrenaline rushing rides for 91 years.“It’s history,” said Chad Harris, who works at the admissions desk. “It’s one of the most iconic places in the United States, and I feel honored to work here.” Harris said the park has been a special part of his life. He was an intern at the park several years ago and then came back to work full-time.“My family worked here, my brother, my sister my mom,” Harris said. “I wanted to come back to this place and have a career here.” But seven years ago, Harris watched decades of memories go up in flames. The Royal Gorge Bridge and Park was destroyed by a wildfire. The bridge was nearly all that was left.The heartbreak of the fire—only preparing Harris and his team for the challenges that COVID-19 would bring.“I honestly thought the fire was the worst thing that could happen to us,” said Peggy Gair, who manages public relations for the park.Gair has been with the park for more than 20 years and said the virus was a new strain of devastation.“Never in my wildest dreams did I think we’d be closed for that many weeks, the two and a half months that we were,” Gair said. She said the fire was different—the park had insurance and was prepared to rebuild. No one could have prepared them for the pandemic.Just before the pandemic hit, employees spent dozens of hours and thousands of dollars hiring 30 new employees. Days later, they had to let everyone go, and now, the process to rehire is more complicated than ever before.Gair is signed up for a new way to find workers: a live, virtual job fair. She’s hoping to fill dozens of open positions around the park. Some of those jobs have been available since last year, and now, Gair believes the extra 0 a week in unemployment benefits is playing a role in keeping people from applying.“There’s jobs available,” Gair said. “People aren’t excited to go back to work. They want to wait.” Gair is hoping that after July 31, more people will come to her park looking for work.Despite the struggle, Gair said she looks at the park today like she did in 2013—as a beacon of hope.
