WASHINGTON — The Supreme Court has agreed to review a court decision that the NCAA has said blurred “the line between student-athletes and professionals.” A lower court ruling removed caps on education-related money that certain football and basketball players can receive. The case will be argued before the Supreme Court in 2021 with a decision expected before the end of June. The NCAA contends that antitrust law allows its member schools to impose certain restrictions, like on athlete compensation, in an effort to promote competitive equity and have a product for dans that is distinct from professional sports, according to USA Today. The NCAA claims a change to this arrangement would have larger implications on professional level sports leagues. An appeals court panel in May upheld a lower court ruling barring the NCAA from capping education-related compensation and benefits for student-athletes in Division I football and basketball programs. Such benefits could include cash payments for academic performance. The lower court's ruling said the NCAA could still set limits on compensation not connected to education. The association has revealed proposed rule changes that would allow athletes to make money from their names, images and likeness. Those proposed changes are set to be voted on in January. "I believe Oregon was the first to go in this direction back in the late 1990s. They started doing all mail-in ballots, a few others, mostly western states including Hawaii and Washington and Utah followed suit. Colorado started doing this for the 2014 election cycle, so it's a relatively small number of states. But since California is now in the mix it’s a large number of voters," said Masket.Ben Hovland is the Chairman of the U.S. Election Assistance Commission. He says in the last presidential election, 25% of Americans voted by mail or absentee ballot."We've seen a few other states come on recently like Utah and Hawaii and then a few states this year but you also have states like Arizona where they have permanent early voting list where about 75% of their voters are getting a mail ballot sent to them automatically," said Hovland.Hovland says in nearly every state, voters can request a mail-in ballot. Though, some states require you to provide a valid excuse for it. Still, he expects a record number of people will be voting by mail in 2020 because of the coronavirus pandemic. No matter how you vote this year, experts say make sure you're going to your local government, and not social media, for information about how and where to vote, registration information and vote-by-mail deadlines."The National Association of Secretaries of State has led a program called Trusted Info 2020 which is oriented towards getting people to go to their local election official for information," said Hovland. (KGTV) – A head-on collision at a Vista intersection left one driver dead and sent three others to the hospital, San Diego County sheriff’s officials said.The collision involving two vehicles happened just before 11 p.m. Thursday on West Vista Way at Copper Avenue.According to sheriff’s officials, a black Infiniti sedan was traveling westbound on West Vista Way when it collided head-on into a blue Chevrolet hatchback that was traveling eastbound on West Vista Way.The Chevrolet’s 51-year-old male driver died at the scene, while a passenger in the car was taken to the hospital with serious injuries.The Infiniti’s 22-year-old female driver was hospitalized with serious injuries, according to officials. VISTA, Calif. (KGTV) -- A pedestrian was hit and killed in the 100 block of Estrelita Drive in Vista Friday night. Police say the white pickup truck involved in the crash fled the scene. The crash happened at 8:18 p.m., according to police. Two hours later police found an abandoned vehicle down the road that matches the pickup described in the crash. Voters in San Francisco backed a plan to tax rich companies to help the homeless.The city-wide ballot measure called Proposition C passed by a wide margin: 60% to 40%. It will be the largest tax increase in San Francisco's history, doubling its current budget to fight homelessness.Prop C entered the national spotlight when big-name tech billionaires began debating the issue.Salesforce CEO Marc Benioff was Prop C's most visible and well-funded supporter, sinking nearly million into the "Yes on C" campaign. He gave numerous interviews and confronted his opponents on social media.Benioff accused Jack Dorsey, the CEO of Square and Twitter, of not not giving back to the city where his companies are headquartered.
