(KGTV) - A La Mesa woman is on the hunt for clues, after she made a startling discovery near a sidewalk during a walk.Along scenic Explorer Road, Patty Serrano was finishing up a walk with a friend one afternoon two Fridays ago, when something on the ground caught her eye."First of all shock. Why is this on the ground? I picked it up. Dried it and flattened it," said Serrano.The document was a Plank Owner Certificate. Serrano, a retired Navy officer, knew exactly what that meant. "I knew those are rare, issued to people who are the first crew members of a ship," said Serrano.The certificates aren't official Navy documents. They are created and distributed by crew members. The ship attached to this certificate was the U.S.S. (KGTV) -- Police have released video after a 59-year-old woman was shot in the face with a bean bag round during a protest outside the La Mesa Police Department in late May.Police Wednesday also identified the officer involved in the incident as Eric Knudson, a 12-year veteran of the department. LA JOLLA, Calif. (KGTV) -- Many beach parking lots remain closed because of the coronavirus pandemic. Members of the Surfrider Foundation of San Diego say someone is making it even harder to find public street parking by illegally painting curbs red.Surfers who frequent La Jolla Shores noticed something was a little off."Me and my friend came here the other day… and we're like, 'What? What the heck?'" surfer, Maddie Sadlier laughed.They say the public parking on Camino Del Collado, a small street that runs parallel to La Jolla Shores Drive suddenly vanished."It's been like this for a really long time, up until recently, it just turned red," surfer Zach Rudy said.It turns out, the red curb on Camino Del Collado is fake and illegal."It's really a problem that somebody took it upon themselves to take away public parking right next to the beach," Kristin Brinner, a volunteer with the Surfrider Foundation San Diego, said.Some parts of the curb are only painted red on top, and there are several splotches of red on the road - clear signs that it was not a professionally painted curb. Brinner says this is the second summer in a row that this small street curb has been illegally painted."I do hope that people realize that this is more than just a simple bucket of paint," Brinner said. "It's vandalism, and it's preventing people from accessing the beach that belong to all of us. For someone to do this and say that 'No you can't access the beach near me,' is a really pretty hateful act, in my opinion."According to San Diego Police, painting a curb red is a misdemeanor crime of vandalism. If caught, a person can be cited or arrested.The Surfrider Foundation does not know who keeps doing this. But they say every summer, as the beach crowds increase, so does the problem."It does seem like it was somebody in this neighborhood that just was maybe sick of outsiders coming in, wanted to claim it as their own street," Rudy said.San Diego Parking Enforcement is aware of the vandalism on Camino Del Collado and is already in the process of getting it repainted. But Brinner says the best way to fix the problem quickly is to be aware."They should document their parking spots they often use, and then they will have proof so they can say 'Hey, this used to be here, and now it's not!' LA MESA (CNS) - The La Mesa Police Department will resume parking regulation enforcement citywide starting the second week of November, officials announced Wednesday.La Mesa suspended the issuing of parking tickets on March 17 due to the ongoing coronavirus pandemic.Starting Monday, Nov. 9, La Mesa police will issue written citations for vehicles parked in violation of posted street sweeping routes, metered parking restrictions, curb time limits, commercial zones and 72-hour parking limits.The city of San Diego temporarily suspended parking enforcement on March 16, limiting enforcement to holiday or Sunday regulations only. Less than a month after the Trump administration weakened Obamacare's contraceptive mandate, the University of Notre Dame announced it will stop covering birth control for students, faculty and staff.The Catholic institution, which had long battled the Obama administration over the mandate, will end coverage of contraceptives for employees after Dec. 31. Students, whose insurance follows the academic calendar, will lose the benefits after Aug. 14."The University of Notre Dame honors the moral teachings of the Catholic Church," the University Health Services director wrote to students in an email last week. "To comply with federal law, Aetna Student Health has provided coverage, separate from University coverage, for additional women's health products or procedures that the University objects to based on its religious beliefs."Under Obamacare, insurance plans had to cover contraception for women without charging a co-pay. "Meanwhile, University representatives are citing religious liberty as the rationale for a policy which is in fact discriminatory.
