BEIJING, Dec. 30 (Xinhua) -- China has made steady progress in containing the spread of illegal publications and cracking down on the dissemination of lewd content through the Internet and mobile phones in 2010, according to the National Office Against Pornographic and Illegal Publications.The office has recently disclosed the following facts and figures about the related efforts China has made so far this year:-- Around 44.37 million copies of illegal publications, including 981,000 copies of lewd content, 37.35 million pirated copies, some 3.93 million illegal copies of newspapers and magazines, among others, have been confiscated across China.-- More than 16,000 cases, including over 10,000 ones of pirated publications, 1,669 cases involving pornography, and 371 cases involving fake journalists, news reports or media outlets, have been uncovered this year.-- China has shut down more than 60,000 porn websites since launching a crackdown in December 2009.-- Law enforcers across China during a campaign launched in April had destroyed a total of 36.39 million copies of pirated or illegal publications, audio and video discs.-- The office has received over 170,000 tip-offs, mostly about the online or cellphone-based spreading of porn content this year and 534 people have been rewarded 544,000 yuan (81,964 dollars) for the information provided.-- Authorities in Zhongshan City of southern Guangdong Province shut down a huge disc-producing outfit with five production lines and confiscated 3.87 million illegal discs.

BEIJING, Dec. 30 (Xinhua) -- China's Ministry of Civil Affairs (MCA) has ordered measures to offset the impact of inflation on "people with difficulties" to ensure their ability to subsist, especially during the New Year and the Spring Festival.Rising food costs alongside other factors have been driving up China's inflation. For instance, the consumer price index (CPI) increased by 5.1 percent last month, hitting a 28-month high.In a recent notice to local civil affairs authorities, the MCA ordered "effective measures" to minimize the impact of inflation on low-income groups and other groups of people having financial difficulties.Civil affairs authorities should set proper living allowances for these groups by assessing the impact of rising prices on their lives, the notice said.Further, a mechanism that ensures living allowances are raised at the same rate as rising prices should be established, and the amount of living allowances should be raised.The notice also ordered local civil affairs authorities to rescue the homeless in cities and help them throughout the winter.The Spring Festival, also known as the Chinese Lunar New Year, will fall on Feb.3, 2011. It is the most important festival for people of Chinese origin as it is an occasion for reunions of family members, relatives and friends.

WUHAN, Nov. 15 (Xinhua) -- Chinese Foreign Minister Yang Jiechi said Monday that Premier Wen Jiabao's imminent visit to Russia and the 15th regular meeting between the Chinese and Russian prime ministers would further promote the bilateral relationship.Yang made the remarks while meeting with his Russian counterpart Sergei Lavrov at the 10th Meeting of the Foreign Ministers of China, Russia and India in central China's Wuhan city.However, Yang did not give a specific date for the prime ministers' meeting in Russia.During his meeting with Lavrov, Yang praised progress of the development of China-Russia strategic partnership of coordination this year. JINAN, Dec. 21 (Xinhua) -- A rural endowment insurance scheme, which is being operated on trial basis in part of the country's rural area, may bring an end to the tradition of rural seniors who depend on their children for financial support.Under the insurance scheme introduced in September last year, farmers across the country, who aged 60 years or older, each can receive a pension of 55 yuan (8.3 U.S. dollars) paid by the government per month."I never dreamed I would receive a pension like urban residents do," said Liu Fengyan from Nanlin Village, Pingyi County, in east China's Shandong Province."My wife and I receive 110 yuan in total each month and that is enough to subsidize our daily expenses," Liu told reporters.Liu, together with hundreds of thousands of other elderly rural Chinese across China, is one of the first to benefit from the insurance scheme.The Chinese government has vowed to expand the scheme 10 percent per year and cover the whole country by the year 2020.Those under the age of 60 will have to pay 100 to 800 yuan per year into a fund so they can draw the pension once they hit 60 years of age."Farmers are enthusiastic about the program, and nearly 90 percent of farmers in the pilot areas in Shandong have joined the scheme," said Liu Qianjin, deputy director of the Rural Social Insurance Department of the Shandong Provincial Human Resources and Social Security Bureau.Previous pension programs that were not widely accepted because their funding came from the farmers themselves. The new pension is different - it is government funded.The value of the pension differs across China, depending on the financial status of the relevant local government."My husband's mother can get 260 yuan pension each month. She was never covered by social insurance before," said Wang Huailan, 58, from Nancai Village, Shunyi District, Beijing.Wang herself is able to receive 347 yuan per month from the urban-rural residents' pension insurance program.In China's most impoverished province, Guizhou, 27 counties, or 30 percent of all counties, are covered by the pension scheme which benefits more than 1.91 million low-income farmers.By the end of 2010, the rural pension scheme will reach 23 percent of all Chinese counties, Minister of Human Resources and Social Security Yin Weimin said in a recent statement.China's elderly population is growing quickly, posing a new challenge for the government.The number of elderly people aged 60 years or over in China in 2009 grew by 7.25 million to more than 167 million, a report by the Office of the China National Committee on Ageing said.China has a population of 1.3 billion, with 56 percent of its citizens living in rural areas not covered by social security programs.The rural pension scheme -- endorsed by the State Council, China's cabinet -- will ensure the basic living standards of elderly Chinese in rural areas and help narrow the standard-of-living gap between urban and rural areas.Although it is a small sum of money, it is the start of a new era in China, Premier Wen Jiabao said in an interview with Xinhua at the end of 2009.
