SAN DIEGO (KGTV) — A coalition of some of San Diego's biggest business and labor groups wants the city to enact Measure C, the hotel-tax increase that did not generate the necessary support during the March primary.The measure would have raised the city's hotel tax by as much as 3.25% to pay for expanding the convention center, adding services for the homeless, and funding road repair. The measure failed to get the two-thirds vote California law requires for many tax increases. "Sixty-five percent of the people voted for it, that's an overwhelming majority of the voters," said Betsy Brennan, CEO of the Downtown San Diego Partnership, a member of the coalition. "To me that speaks to the need and the desire for people to want to support this measure."The measure may, however, have new life. Two recent court cases involving Upland and San Francisco are giving supporters hope that Measure C can be enacted with a 50-percent plus one majority. It's because Measure C was a citizens' initiative, and there is now a legal precedent that tax increases that got to the ballot through signature drives can pass with a simple majority. “Measure C was overwhelmingly supported by San Diego voters in March, and we believe the will of the people — both the voters and the citizens who placed Measure C on the ballot — should be enacted," said a statement from the coalition, attributed to executives from the Chamber of Commerce, Tourism Authority and San Diego and Imperial Counties Labor Council. "Reducing homelessness, repairing roads and investing in our local economy are just as important as it was in March, if not more so. We believe in this cause and will continue to pursue Measure C’s implementation.”The coalition says it will continue to pursue Measure C's implementation. That could involve suing the city over the measure. The City Council itself could take action but discussed it behind closed doors last week without taking any action. Others, however, say enacting Measure C would send the wrong message to voters, who entered the polls March 3 understanding the proposition needs a two-thirds vote. "There are people out there who say my vote doesn't matter. Changing the goalposts after the election would prove that to be true," said Christopher Rice Wilson, associate director at Alliance San Diego, a community empowerment organization that did not take a position on Measure C. SAN DIEGO (KGTV) — A connecting trolley line to San Diego's airport has taken another step closer to reality.Mayor Kevin Faulconer and Acting Navy Secretary Thomas Modly signed an exclusive agreement at the Pentagon Thursday to redevelop the former SPAWAR facility, now "NAVWAR," into a transit hub. SANDAG and Navy plan to collaborate on a hub similar to "Grand Central Station" adjacent to the airport, as well as a modernized complex for Navy use."This new agreement is built on San Diego's strong naval heritage," Faulconer said. "The fact that it was signed by the Acting Secretary of the Navy inside the Pentagon sends the undeniable message that there is momentum and energy in both Washington, D.C. and San Diego to do something truly special with this property. It marks a huge next step in revitalizing this area into a civic asset that serves the U.S. Navy, the community and our regional transportation network."According to SANDAG, one option being explored last year would support housing, retail, and office space. SAN DIEGO (KGTV) -- A former Yuma Police officer charged with raping a woman in San Diego is coming face to face with his accuser’s mother. Jared Elkins didn’t flinch in court Tuesday as his wife’s cousin accused him of raping her over and over in her Kensington home. The woman says she didn’t yell because the former officer threatened to kill her. After the rape, the victim said in court that she ran into her mother’s room and escaped out a window. Her mother’s 911 call played in court Tuesday. Elkins’ wife was asleep across the hall. Police body cam footage showed the accuser hysterical in the back of the police car. The woman can be heard telling the officer how afraid she was. Elkins argued that the sex was consensual and the rape charges were made out of guilt. Elkins pleaded not guilty. His attorney said he used bad judgement but the sex was consensual and the two were drinking.He’s facing nine felony counts including forcible rape and could serve 14 years in prison if convicted. Elkins resigned from the Yuma Police Department in 2017. 1066

What followed were massive searches and an outpouring of support from the community. The investigation led to the arrest of the man who killed teenagers Chelsea King, 17, and Amber Dubois, 14. Carrie Cave's daughter Amber vanished in 2009 while walking to Escondido High. She planned to purchase a lamb that day and raise it as part of a school program. Her fate was revealed a year later after Poway High School senior Chelsea King went missing during a jog near Lake Hodges."I remember not being able to breathe. Your whole body is shaking," said Brent King, Chelsea's father.The evidence trail led to convicted sex offender John Gardner, who was ultimately convicted for a series of crimes, including the rape and murder of the two girls. Their bodies were recovered. After an emotional confrontation with Gardner in prison, Cave decided to forgive Gardner before he was sentenced."I got the answers about her last moments that I wanted ... I forgave him because I had another daughter to raise, and if I didn't, I wouldn't be able to live," said Cave.Cave started a search and rescue group. Her dog Amber discovered the remains of missing San Diego native and nursing student Michelle Le in the Bay Area in 2011."It was a lot to take in. I sat under a tree for two hours and cried," said Cave.That emotion is something the King family also knows well. The family channeled their grief and helped pass Chelsea's Law, a state law which enhanced sentences, parole terms and monitoring for violent sex offenders who commit crimes against children. To date, more than 2,500 offenders have been charged under Chelsea's Law."Because of Chelsea's Law, our children are safer, but that doesn't mean they're safe," said King.Besides advocating for laws, the King family's nonprofit Chelsea's Light Foundation has handed out over 0,000 in scholarships to local children. SAN DIEGO (KGTV) - A former North County contractor who pleaded guilty to several charges, including grand theft, received a five-year sentence on Monday.Prosecutors said Marc Morningstar owes thousands of dollars to more than a dozen former customers. Team 10 first exposed Morningstar in early 2017 after several people contacted Team 10 about his questionable business practices. Morningstar pleaded guilty to failure to file a tax return, two counts of grand theft of personal property, and using personal identifying information of another person. He also admitted to two misdemeanors—failure to secure payment of compensation and contracting without a license.The judge sentenced him to local custody. He will receive credit for the time he has already served, which was more than 200 days. He also owes 13 victims nearly ,000, according to deputy district attorney Amy Lafer.During the hearing, Morningstar’s girlfriend Maria Meeuwisse requested to address the court. She said she is a victim of Morningstar as well.“He will not be living with me when he gets out, whenever he does get out. He has used my social security number,” she told the judge.
