We’re getting a clearer picture of housing inequalities minority families are facing. Two economists analyzed more than a decade of tax assessment and sales information for nearly 120 million homes across the country. They focused on areas where every homeowner theoretically faces the same tax rate. What they found was that minority homeowners still ended up paying a ten to 13 percent higher tax rate on average. For the median Black or Hispanic household, that could be an extra to 0 a year. They also looked at property tax appeals in Chicago, and found Black homeowners were significantly less likely to appeal their property tax assessment. This kind of data is not available nationwide, but it is believed to be a widespread issue.“So much of it is rooted in systemic and historical structures of racism. So, you know, if you’re white and middle class in this country and you feel like your property tax bill is off in a way that doesn’t benefit you, your experience with government has probably been ‘oh, if I appeal or either that there's probably a process by which i can go get that wrong righted and i'll be given a fair shake at that,’” said Chris Hoene, with the California Budget and Policy Center.Hoene said Black Americans overall have had a far different experience with government, and the idea a Black homeowner would go and appeal and be treated fairly is not something they would consider.Hoene suggests creating systems that are less dependent on showing up in person to make their case, possibly allow appeals through an online system. The economists who looked at the nationwide data suggest assessors to look at zip code level home price indexes to reduce overtaxation. They said doing that could reduce the total inequality in property tax assessments up to 70 percent. 1807

WASHINGTON, D.C. – President-elect Joe Biden will nominate Pete Buttigieg to be his secretary of transportation, the campaign confirmed on Tuesday.Biden formally introduced Buttigieg as his pick to run the agency at an event on Wednesday. According to Biden, if confirmed, Buttigieg would become the first openly gay person to serve in a cabinet position. In his remarks, Buttigieg said he would strive to improve America's crumbling infrastructure and shared stories of growing up in Indiana with ambitions to be an airline pilot."Travel in my mind is synonymous with growth, with adventure — even love. So much so that I proposed to my husband Chasten in an airport terminal. Don't let anybody tell you that O'Hare isn't romantic," Buttigieg said. At 38, Buttigieg falls under the "millennial" generation and would also be the first person of that generation to serve in the cabinet. As head of the Department of Transportation, the 38-year-old would likely play a large role in accomplishing Biden’s goal of passing a sweeping infrastructure bill, which has been pitched as a major job-creator.“Mayor Pete Buttigieg is a patriot and a problem-solver who speaks to the best of who we are as a nation. I am nominating him for Secretary of Transportation because this position stands at the nexus of so many of the interlocking challenges and opportunities ahead of us. Jobs, infrastructure, equity, and climate all come together at the DOT, the site of some of our most ambitious plans to build back better," Biden said.Buttigieg has already made history. During his recent run for president, he became the first openly gay major party candidate to win delegates. The former presidential candidate helped Biden solidify the Democratic nomination when he dropped out of the race before Super Tuesday and endorsed the former vice president, consolidating the moderate vote against progressive Sens. Bernie Sanders and Elizabeth Warren.A long criticism of Buttigieg during the campaign was that he didn't have experience in the federal government. Some say this sort of cabinet position could give him the experience to run for the White House again at a later date. 2170

WASHINGTON (AP) — The Republican National Committee is sharply restricting attendance on three of the four nights of its convention in Jacksonville, Florida, next month as coronavirus cases are spiking in the state.RNC chair Ronna McDaniel says only the roughly 2,500 regular delegates to the convention will be permitted to attend the opening three nights.Delegates, their guests and alternate delegates will be permitted to attend the final night, Aug. 27, when President Donald Trump is set to deliver his acceptance speech. The Washington Post obtained a letter sent to delegates about scaling back the convention. In the letter, McDaniel reportedly says attendees will be offered coronavirus testing, temperature checks and PPE, and aggressive sanitizing protocols will be in effect.McDaniel says the party hoped to be able to plan a traditional convention, but adjustments have to be made to comply with state and local health guidelines. The GOP moved the convention from Charlotte, after officials in the North Carolina city ruled out a full-capacity crowd because of the pandemic. 1095

WASHINGTON (AP) — President Donald Trump’s campaign says six staff members setting up for his Saturday night rally in Tulsa, Oklahoma, have tested positive for coronavirus. The campaign’s communications director, Tim Murtaugh, says that “quarantine procedures” have been initiated and no staff members who tested positive will attend the event. He says no one who had immediate contact with those staffers will attend, either.Murtaugh says campaign staff members are tested for COVID-19 as part of the campaign’s safety protocols.Campaign officials say everyone who is attending the rally will be given temperature checks before they pass through security. 662

WASHINGTON, D.C. – Monday is the final day to register to vote in several states. In order to vote in the general election, residents of the following states must be registered by October 5:ArizonaArkansasFloridaGeorgiaHawaiiIndianaKentuckyMississippiOhioSouth CarolinaTennesseeTexasIf you live in one of the states above and you believe you’re already registered, it doesn’t hurt check the status of your registration, just in case anything has changed.Due to the ongoing COVID-19 pandemic, most states have expanded their vote-by-mail opportunities, so Americans can vote safely this fall. The U.S. Postal Service, which will play a huge roll in this election, strongly recommends that voters request their mail-in ballots at the earliest point allowable, but no later than 15 days prior to Election Day.The USPS also recommends that voters mail their ballots at least one week prior to their states' due dates to allow for timely receipt by election officials. If you don’t want to rely on the USPS to deliver your ballot to election officials, many communities provide locations where you can drop your ballot off yourself. You can also still vote in person on Election Day. Most states are taking extra steps to ensure voters don't contract or spread the novel coronavirus at the polls. 1296
