(CNS) - A San Diego County Sheriff's Department employee was behind bars Thursday morning on suspicion of burglary and identity theft, authorities said.Estella Velez, a 54-year-old licensed vocational nurse at the Vista Detention Facility, and her alleged accomplice, 44-year-old Raul Rios, were taken into custody Wednesday, sheriff's Lt. Nancy Blanco said.The pair is suspected of stealing a woman's purse in the 5500 block of Mission Road in Bonsall on July 10, then using the victim's credit card at several locations in North County, Blanco said.Rios and Velez were also seen on video surveillance in two attempted commercial burglaries in the 1700 block of East Vista Way in Vista on July 21 and 23, the lieutenant said.Velez was booked into the Las Colinas Detention and Reentry Facility in Santee and Rios was booked into San Diego Central Jail, according to jail records. They both face multiple felony counts of burglary, conspiracy and theft.Velez was being held in lieu of 5,000 bail pending arraignment, scheduled for Aug. 14. (KGTV) -- The San Diego County Sheriff’s Department is investigating after three people were stabbed in San Marcos Friday night.The department says the stabbing happened on the 300 block of Autumn Drive just before 9 p.m.All three victims were taken to the hospital with non-life threatening injuries, the department said.Although the details surrounding the incident remain unclear, authorities say the suspect is still outstanding. 460

Residents will vote on the matter this November.If the measure is passed, the young people would be able to participate in local elections, which usually don't have high turnout.“They've seen that by extending voting rights to people of that age, they've actually increased the level of interest and attention in local politics, not only in those who are newly able to vote, but among their parents and their communities as well,” said Brandon Klugman, Vote 16 Campaign Manager at Generation Citizen.Critics question if teens are mature enough and educated enough to vote.Researchers in Austria, where the national voting age starts at 16, found teens are not likely to be less educated or less motivated to participate in voting.The campaign Vote 16 USA says teens are not likely to make rushed or stressed decisions when it comes to voting.They say teens are more likely to be in a stable environment, where they're surrounded by family, peers, and educators.“In a stable environment, it's great to establish the habit of voting, whereas at 18 on the other hand, most folks are in some sort of intense transition, whether that's joining the workforce, starting college, moving away from home, or going after some sort of transition,” said Klugman.Advocates say this will help in creating a life-long habit of voting.Oakland, California, is considering a similar measure, but it would only allow young voters to participate in school board elections.Several cities in Massachusetts and Maryland have passed similar measures. (KGTV) - A Caltrans project to expand an SR-78 ramp in North San Diego County has some residents concerned about their safety.Crews have been working on the Woodland Parkway on-ramp to improve the flow of traffic to the freeway. Eventually, there will be an additional lane at the Woodland and Barham on-ramps.Residents told 10News the construction set-up is too dangerous for drivers.“I'm saying a prayer before I get on the ramp cause you really need it,” said Jacqueline Duron.She also said the ramp set-up doesn’t give drivers enough time to speed up and merge onto the freeway safely.“A lot of the times all the lanes are packed - so there's nowhere for anybody to go - and drivers going up the ramp getting smashed on the cement wall,” said Duron.Neighbors also posted concerns on the NextDoor app, calling the situation a ‘death trap’.Crash statistics for the Woodland Parkway ramp to westbound SR-78 show a slight uptick from last year, with seven crashes to the previous year’s five.Even though the number of accidents were slightly higher this year compared to 2017, the CHP says the numbers do not support the existence of an issue.10News talked with Caltrans about neigbors' concerns. (KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented.
