SAN DIEGO (KGTV) - Restitution payments were sent this week to the victim of an investor who stole .5 million, San Diego County District Attorney Summer Stephan said Friday in a news release. Shawn Heffernan of the Heffernan Group took the investments of 15 people “who were susceptible to fraud due to inattention or advanced age,” the DA’s office said. Heffernan spent the money on personal items, including a lavish wedding and a Maserati. In 2018, Heffernan pleaded guilty to 29 criminal counts including elder fraud, grand theft, forgery, and making a fraudulent tax return. He sentenced to nine years in prison. The judge ordered Heffernan to repay the victims, 0,000 of which has been secured, the DA’s office reported. RELATED: Insurance agent sentenced for stealing funds, buying Maserati and jewelryThe first victim to receive the funds was Gene Newman, who lost 0,000. The other victims will soon receive their money, said Stephan.“Obtaining justice for victims of complex fraud – especially those who are elderly – is a priority for our office,” Stephan said. “This case is an example of due process that includes victims getting their money back through restitution. When victims get back any portion of their loss, it goes a long way toward providing a measure of justice in a truly impactful way.” 1328

SAN DIEGO (KGTV) - San Diego City Councilman Chris Cate sent a letter to Gov. Gavin Newsom's office on Monday, asking that comedy clubs in San Diego be allowed to reopen safely. The letter requests that performances be allowed to reopen in outdoor settings, with shows lasting no longer than an hour."We're not talking about concerts here where thousands of people are sitting next to each other," Cate said. "These are performances that are done while folks and individuals are having dinner in a restaurant setting, properly distanced, why should they be treated any differently?"Earlier this month, some comedy clubs, like The Comedy Palace in Kearney Mesa, moved their comedy shows outdoors, only to find out they were in violation of public health orders and made to stop.George Salek, co-owner of The Comedy Place, said they have a lot of outdoor space, and people were able to observe social distancing."Eighty people is what we're trying to put in 5,000 square feet," he said. "It's really safe."Cate said San Diego's entertainment industry is an important part of the economy."I think anyone who can fit the confines of what we want to have done," Cate said. "If you're all able to comply with all, you should be allowed to reopen absolutely." 1259

SAN DIEGO (KGTV) — San Diego County law enforcement officials have joined together to decry the death of a black man who died after a Minneapolis police officer knelt on his neck until he passed out.Friday, San Diego Sheriff Bill Gore was the latest official to issue a statement, saying "we must do better" on Twitter."Now, as frustrating as it may be, we must let the criminal justice system run its course. The men and women of the San Diego Sheriff's Department hold ourselves to a very high standard and work everyday to build trust with the communities we serve. Mr. Floyd's death in Minneapolis is a harsh reminder of how the actions of a few can quickly erode that trust," the sheriff wrote.RELATED: La Mesa officer in arrest video placed on leave, pending investigationEarlier this week, San Diego Police Chief David Nisleit also issued a statement echoing the same call for departments to "do better.""The SDPD expresses its sincere condolences to the family of George Floyd. Our profession must do better," Nisleit wrote. "We will continue to work tirelessly to build trust, establish clear policies, ensure consistent training, and maintain open and honest dialogue with our communities."RELATED: Prosecutor: Officer laid on George Floyd’s neck for almost nine minutesChula Vista's Police Chief Roxana Kennedy added, in part, that "we recognize that law enforcement must continually foster a professional culture that prioritizes compassion and care for human life. While I hope and pray an incident like this would never occur in Chula Vista, it is important to openly acknowledge examples of police misconduct so that we remain vigilant in the course of our work."Floyd's death sparked mass protests across the nation and riots in Minneapolis this week. RELATED: Officer who knelt on George Floyd's neck has been charged with his murderThe officer seen in witness video of the arrest, Minneapolis police Officer Derek Chauvin, has been fired, arrested, and charged with third-degree murder and manslaughter in connection with Floyd's death. Three colleagues who stood by as Chauvin held Floyd to the ground for nearly 9 minutes have also been fired. 2171
