SAN DIEGO (KGTV) — San Diego's Board of Supervisors Wednesday approved a new initiative to encourage homeowners in the county's unincorporated areas to develop "granny flats" to help ease the region's housing shortage.The initiative will waive county permit and development impact fees over the next five years for property owners who want to build granny flats or other small dwellings on lots with existing homes. The hope is those units will then be used for family members or rented out as a source of income for property owners.The waivers apply to property owners in the county's unincorporated areas, including Alpine, Julian, Fallbrook, Lakeside, and Valley Center, as part of the county's General Plan.MAKING IT IN SAN DIEGO: Family chooses 'granny flat' option with San Diego's lower fees“This is a critical step in our on-going efforts to address the region’s housing crisis, especially the serious need for affordable housing,” Dianne Jacob, the board chairwoman, said in a release. “This new program is the quickest and easiest way for us to expedite the development of housing.”To cover the cost of the fee waivers, the county will pump million into the program over the five-year period.“There is no single solution to the regional housing shortage, but an average savings of ,000 for an accessory home will raise property values and offer more affordable places to live,” Supervisor Jim Desmond said in a release. “We will continue to be creative and challenge the status quo to solve the region’s housing crisis.” 1545

SAN DIEGO (KGTV) — Starting this month, the San Diego Zoo and Safari Park will begin requiring ticket reservations for all guests.The two parks have avoided requiring ticket reservations since reopening as an outdoor attraction last June. SeaWorld San Diego and LEGOLAND California have reopened in more limited capacities and have required reserved tickets for guests.Starting Dec. 5, the two zoos will begin to require a reservation for guests. San Diego Zoo Global says the change will be in addition to health screenings and safety measures already implemented throughout the park."Due to COVID-19, in order to keep our community safe during this time and in anticipation of high demand, the San Diego Zoo will implement a reservation system required for entry," the zoo's website reads.Ticket reservations will be required for all visitors ages 3 and older. San Diego Zoo members will need to make a reservation to visit ahead of time as well. More information on how to reserve a ticket or time can be found online.Park capacity for visitors who don't have a reservation may be subject to daily attendance limits, the park says online.Due to pandemic-related restrictions, some park experiences, exhibits, and programs are currently closed. 1254

On Dec. 18, the first shot was given by a CVS employee at a nursing home in Connecticut."We'll be putting 9,000 vaccinators on the road to give those vaccines across the country," Jonathan Roberts, Vice President of CVS Health, said then.Ten days later, CVS pharmacy will begin its 12-week vaccination program at California's skilled nursing facilities and assisted living centers. The company expects to give the Pfizer COVID-19 vaccine to around 700,000 people at 15,000 facilities across the state."Retail pharmacies are the foundation of the approach here, both because we are convenient and we're everywhere," Dr. Troy Brennan, Chief Medical Officer of CVS Health, said.Earlier this month, the federal government awarded Walgreens and CVS contracts to roll out the vaccines because of already existing infrastructure and staff. CVS vaccinators will visit each facility at least three times for boosters and check-ups within the 12-week rotation.After this initial phase, CVS executives say they will move onto the next tier of priority recipients, which includes essential workers, older Americans, and those with chronic illnesses."We have the best chance of being able to reach the public, and the public likes that approach," Dr. Brennan said.Both pharmacies already use their websites and apps, where people can make COVID testing appointments. By April, they say a similar page will be set up for the general public to make their vaccine appointments."We have a fairly flexible digital front end and that we have developed for the testing, but it will be applicable here," Dr. Brennan said.The companies hope their wide reach can help mitigate the spread by summer."I would hope that by June or July, we are going to be in a situation where there's going to be enough reduction of overall transmission, that we are going to be able to [return to] some sort of normal life." 2042

  

SAN DIEGO (KGTV) - Six people inside a minivan that drove down a flooded road near Fashion Valley mall were rescued Friday, according to a San Diego Fire-Rescue official. Avenida del Rio, a popular exit route for the mall south of Friars Road, was closed Thursday and Friday due to rising water levels in the San Diego River. A lifeguard river rescue crew was nearby, along with fire trucks. RELATED: Del Mar cliff crumbles near train tracks following heavy rainsThe swift water rescue team used a raft to rescue everyone inside the van. There were five women and one man inside. No one was hurt, fire officials said.Police say the car was driven by a rideshare driver who had picked up five women at the mall who were all visiting from out of the country.There are barriers on the south side of Fashion Valley mall indicating the road is closed. 854

  

SAN DIEGO (KGTV) – San Diego’s tourism industry is preparing for a hit with restrictions and travel advisories in place ahead of the holidays.Since the onset of the coronavirus pandemic in March, research shows the San Diego region has lost .6 billion in tourist money.Last week, Gov. Gavin Newsom announced California, Oregon, and Washington were issuing a travel advisory, asking people to self-quarantine for 14 days if they’ve traveled out of the state or out of the country.The announcement coincides with the CDC urging Americans to stay home and not travel over the holidays.Local hotel owner Bob Rausch said he believes this won’t just hurt his business, but San Diego’s tourism in general. Rausch said tourism is an important part of the city’s economy.“Even if you don’t work directly in the industry, you likely are getting the benefits of tourism,” said Rausch. “I don’t see any good news for the next six months because it’s not our peak season, there are no corporate travelers coming because of all the restrictions. And there aren’t any groups allowed in the state. And leisure travelers are being told to stay home and that was our only business.”It's grim news for business owners who are trying to keep their doors open, and economists are predicting it will take five years for San Diego’s tourism to recover. 1339
