SAN DIEGO - San Diego Democrats are now celebrating their party officially taking back the House of Representatives.Now, they want action on a bill they say will take corruption out of U.S. politics."Having the Democrats take back the house is the best birthday present anybody could have," said Ruth Kirk, who lives in Hillcrest. On Thursday, Kirk celebrated with about three dozen of her like minded friends - in front of Democratic Congresswoman Susan Davis's office in North Park. The demonstrators, part of a group called Indivisible, worked to flip house seats from red to blue in the 2018 election. With that goal accomplished, Indivisible is turning its attention to reforming how politics operate in this country. Indivisible held rallies outside Davis's office as well as Republican Congressman Duncan Hunter's Temecula headquarters. They are pushing for H.R. 1 - a bill that would reform campaign finance laws, ethics, and voting rights."We want to get the money and the gerrymandering out of politics and the ethics back into government," Kirk said. Davis says the bill is still being drafted and hopes to have it passed by Jan. 21. That's the eighth anniversary of the Supreme Court's Citizens United decision, which freed corporations and unions to spend all they want on political ads. It appears, however, to have a minuscule chance in the Republican-controlled senate. Majority leader Mitch McConnell last month called it a blatantly unconstitutional effort to micromanage our elections. Political analyst Ruben Barrales, who worked in the George W. Bush administration, says there are some aspects of the bill that could pass - such as more daylight for campaign contributions. He says Republicans may find some of the bill's provisions too restrictive or granting too much power to one agency.Kirk says she's already thinking about 2020 - and campaigning to put more Democrats in the Senate - and one in the White House. 1947

SAN DIEGO (CNS) - A drunken driver who went the wrong way and crashed head-on into another car in 4S Ranch, killing the other driver, was convicted Wednesday of gross vehicular manslaughter while intoxicated and DUI causing injury.Jurors deadlocked on a second-degree murder count against Alexandria Bayne, but will return Thursday to resume deliberations in hopes of reaching a consensus. O'Neill.Sarita Shakya, a 38-year-old Scripps Mercy Hospital nurse, was heading home from work the afternoon of Dec. 17, 2016, on Camino Del Norte when her car was struck head-on by the defendant's vehicle.Deputy District Attorney Cally Bright told jurors in her opening statement that Bayne had been drinking alcoholic beverages throughout the day, starting that morning. The defendant and her attorney conceded she'd been drinking but was not drunk when she was behind the wheel. Though she testified that she had eight drinks throughout that day, she told the jury she simply made a mistake when she turned into opposing traffic lanes on Camino Del Norte.RELATED: Tears at preliminary hearing in suspected DUI fatal crashBayne's attorney, Michelle Hunsaker, contended that Bayne made that mistake because she was distracted by family issues, as well as her cell phone.Prosecutors said her blood alcohol content was measured at between .32 and .33% -- the legal limit is .08% -- after the crash.Hunsaker disputed that testing result, saying Bayne's alcohol consumption "just doesn't line up" with the .33% BAC alleged by the prosecution. SAN DIEGO (CNS) - A Baja California resident pleaded guilty today in San Diego to operating an unlicensed money transmitting business in connection with the sale of hundreds of thousands of dollars in Bitcoin to more than 1,000 customers throughout the United States from January 2015 to April 2016.According to his plea agreement, Jacob Burrell-Campos, 21, admitted to operating a Bitcoin exchange without registering with the Financial Crimes Enforcement Network of the U.S. Treasury Department, and without implementing the required anti-money laundering safeguards.Burrell advertised his business on Localbitcoins.com, and communicated with his customers through email and text messages, often using encrypted applications, according to the plea agreement.Burrell negotiated a commission of 5 percent above the prevailing exchange rate, and accepted cash in person, through nationwide ATMs, and through MoneyGram. Burrell admitted that he had no anti-money laundering or "know your customer" program, and performed no due diligence on the source of his customers' money, according to the U.S. Attorney's Office.The defendant initially purchased his supply of Bitcoin through a U.S.-based, regulated exchange, but his account was soon closed because of a large number of suspicious transactions. He then resorted to a cryptocurrency exchange in Hong Kong, where he purchased a total of .29 million in Bitcoin, in hundreds of separate transactions, between March 2015 and April 2017, according to federal prosecutors. Burrell also admitted that he exchanged his U.S. currency, which he kept in Mexico, with Joseph Castillo, a San Diego-based precious metals dealer.Between late 2016 and early 2018, Burrell and others imported more than million in U.S. currency on almost a daily basis. Burrell admitted that they did this in amounts slightly below the ,000 reporting requirement.Castillo pleaded guilty to making a false statement on his federal tax returns and will be sentenced in December.According to his plea agreement, Burrell agreed to forfeit more than 3,000 to the United States. He will be sentenced in February. 2154

  

SAN DIEGO (CNS) - A Fresno man who went missing in San Diego this week has been found, authorities confirmed. The last known whereabouts of Jose Chaparro, 62, were in the 5300 block of Napa Street in the Morena district on Thursday evening, according to police.Police didn't say where Chaparro was located. 315

  

SAN DIEGO (CNS) - A group of senators, including California's Dianne Feinstein and Kamala Harris, introduced a bill Thursday to address health, safety and quality-of-life concerns at private military housing around the county, including Marine Corps Base Camp Pendleton.Feinstein and Harris joined Virginia senators Mark Warner and Tim Kaine to introduce the bill. The senators began drafting the legislation after a November 2018 Reuters report detailing substandard and even dangerous living conditions at Lincoln Military Housing's privately owned complexes, including mold spores, water leaks and infestations of rodents and insects.The report also detailed multiple instances of Lincoln's slow and lack of a response to tenants complaining about living conditions. Lincoln Military Housing runs most of Camp Pendleton's 7,900 housing units.``Service members shouldn't have to worry about the health and safety of their families while protecting our country,'' Feinstein said.``Unfortunately, many living in private military housing are dealing with hazardous conditions with little or no recourse."In addition to Lincoln Military Housing's large presence in the military housing market, military members and their families living on a military base like Camp Pendleton lack the same tenant rights as civilians living on private land. Reuters found that tenant rights are generally set by contracts between the military and private housing companies or landlords.Because of this, military base residents can't press local governments to enforce health codes or withhold rent payments until repairs are made.The senators' bill would enable base commanders to withhold housing payments until officials with a housing company inspect a safety or health hazard. Housing companies would also be required to pay to relocate tenants if a hazard requires them to leave.In addition to consequences for private housing companies, the U.S. Department of Defense would be required to launch an online work order system, allowing tenants the ability to view the progress of their work order requests.``I was extraordinarily troubled by reports last year of inadequate housing conditions at Camp Pendleton and visited with families living there in order to learn more about their housing needs,'' Harris said. ``This legislation is an important step forward ensuring that we're doing everything we can to provide quality housing for our service members and their families across the country.'' 2491
