SAN DIEGO (CNS) - The Port of San Diego's Board of Port Commissioners announced its approval Thursday of a 15-year extension for the San Diego Symphony Association's lease at Embarcadero Marina Park South. The lease, approved Wednesday, includes three 10-year options and one five-year option, allowing the association to lease the park for up to 50 years. The association currently uses the park land for its Bayside Summer Nights concert series, which it started in 2004. The concert series is held on a temporary stage that is assembled and disassembled each year. Later this year, the association hopes to break ground on the Bayside Performance Park project that would include construction of an open-air performance venue with seating for 10,000 as well as various improvements to park features like benches and basketball courts. The new venue also would serve as the permanent location for Bayside Summer Nights. ``The San Diego Symphony is investing a minimum of million in improvements, including many public amenities and better performance facilities, creating a new, year-round attraction on the San Diego Bay waterfront,'' Board Chairman Garry Bonelli said. ``We're confident concert-goers will love the improved access and state-of-the art stage and sound system, and bayfront visitors will love the new and improved part.'' The stage will be designed by London-based company Soundforms, according to the association. The stage will be feature an acoustically engineered shell made of tensile white fabric and will complement the look of the nearby San Diego Convention Center. The venue will remain open to the public year-round as part of Marina Park South. ``I want to recognize the incredible partnership that has existed over the past four-and-a-half years between the Port of San Diego, the California Coastal Commission and the San Diego Symphony Orchestra,'' San Diego Symphony CEO Martha Gilmer said. ``The work we have accomplished together to create and activate a public performance park will be transformative and have lasting impact to San Diego residents and visitors.'' The lease extension is the last major step in the project's approval process, according to symphony officials. Scott Peters, D-San Diego, Friday called on the federal government to determine and commit to an interim and long-term plan for nuclear waste storage.Peters challenged the rest of the federal government to find a storage solution during a meeting of the House of Representatives Energy and Commerce Committee's Environment and Climate Change Subcommittee.The subcommittee, on which Peters sits, held a hearing on three bills that would establish a process to send spent nuclear fuel rods from decommissioned plants to designated storage areas around the country. To do so, Peters said the government should invoke the Constitution's supremacy clause, which requires states to follow federal law if they have conflicting statutes.``There's not a lot of enthusiasm among the states to accept any defined or undefined amount of nuclear waste. There just isn't,'' Peters said.``To me ... the magic of federalism is the supremacy clause and the ability of the federal government to ... (say) in this geology, per this engineering, (and) through this licensing process that this risk is lower.''Two of the bills the subcommittee considered -- the Spent Fuel Prioritization Act and the Storage and Transportation of Residual and Excess Nuclear Fuel Act -- would directly affect San Diego County by relocating spent nuclear fuel from the defunct San Onofre Nuclear Generating Station to designated storage sites like Yucca Mountain in the Nevada desert.The plant shut down in 2012, but nearly four million pounds of spent fuel cells remain buried under the plant in a temporary storage facility about 100 feet from the Pacific Ocean. The plant sits approximately 60 miles or less from both San Diego and Los Angeles and the storage facility continues to be susceptible to a major earthquake or significant sea level rise.The bills remain in limbo due to pushback from legislators who represent the districts in which spent fuel rods would be stored.However, Peters' office hopes the bills could get a vote out of the committee by the end of the year. 2073

SAN DIEGO (CNS) - The Collaborative Clinical Trials Unit at UC San Diego has been selected to lead and administer an international seven-year, million grant for HIV/AIDS clinical trials.The National Institutes of Health selected UCSD, along with other American, South African and Indian research hospitals, as part of its seven-year HIV/AIDS funding renewal. Every seven years, NIH competitively renews its funding of the HIV clinical trials networks operating in the United States and internationally.During the current application process, the UC San Diego AntiViral Research Center, University of Colorado Hospital, Houston AIDS Research Team and Durban International clinical research sites were chosen to work collaboratively on research priorities for the NIH/National Institute of Allergy and Infectious Diseases HIV/AIDS Adult Therapeutics Clinical Trials Network.The Chennai Antiviral Research and Treatment Center, University of Southern California and University of Miami clinical research sites were also chosen to join UCSD to serve as qualified reserve or protocol-specific sites as needed for future clinical trials."UC San Diego has helped shape HIV/AIDS research and treatment through innovative research since the inception of the adult and pediatric therapeutic clinical trials networks in 1986," said principal investigator Dr. Constance A. Benson, director of UCSD's Antiviral Research Center."Together, the seven clinical research sites selected by the NIH for the HIV therapeutic clinical trials network bring together a wealth of scientific expertise, experience and the high quality performance required to conduct complex clinical trials," she said.Abouty 38 million people are living with HIV/AIDS globally, with 1.7 million acquiring HIV in 2019 alone. In the United States, 1.2 million people are living with the virus.The UCSD-led clinical trials unit serves several regions in the United States burdened by chronic and new HIV infections as well as global regions impacted by both HIV and tuberculosis.The unit will investigate therapeutic strategies aimed at a cure for HIV, including evaluating viral persistence, researching antibody approaches to treatment and prevention and investigating treatment of inflammation and its impact on HIV comorbidities.In addition, investigators will study new drugs including long-acting drug formulations for HIV treatment and prevention, HIV-related coinfections and comorbidities -- including metabolic and end organ complications and a hepatitis B cure, as well as the treatment and prevention of tuberculosis, including TB preventive vaccines, in persons with mono- and HIV-coinfection."We are honored to lead a talented pool of investigators in a common goal of advancing research that clinically benefits people living with HIV," Benson said. 2830

  

SAN DIEGO (CNS) - San Diego County public health officials reported 490 new COVID-19 cases and 12 deaths related to the illness, raising the region's totals to 26,098 cases and 524 deaths.Four women and eight men died between June 15 and July 22, and their ages ranged from 44 to 88. All had underlying medical conditions.The county reported 6,974 tests Friday, 7% of which returned positive. The 14-day rolling average of positive tests is 6.1%. The target set by California is less than 8%.DATA: San Diego County coronavirus case trackerAfter three days with a downward trend in cases, the 587 cases and 18 deaths reported Wednesday marked a swing in the other direction. Wednesday was the deadliest day due to COVID-19 yet reported in the pandemic.Cal State San Marcos sent an advisory to students and staff Thursday evening notifying them that two employees who were working on campus have tested positive for COVID-19."One individual was last on campus on July 16 and the other individual on July 17," the advisory said. "Both are in self-isolation following public health protocols, as are people with whom they have had close personal contact."As a result of numbers that continue to rise, Supervisor Greg Cox announced Wednesday that San Diego County was starting a Safe Reopening Compliance Team that will provide assistance to businesses and residents not in compliance with public health orders. The team's exact powers were not immediately clear."This is a carrot approach, not a stick," Cox said Wednesday. "But we still have the stick and other tools to ensure compliance."Supervisor Nathan Fletcher said the team would enable the county to step up enforcement on "egregious violations" -- but the details on that enforcement were also unclear. Officials were reaching out to the various cities and communities in the county to collaborate on solutions."This is out of an effort to keep our businesses open, not to close them," Fletcher said.Three new community outbreak was identified Friday, bringing the total in the past seven days to 13. The number of community outbreaks -- defined as three or more COVID-19 cases in a setting and in people of different households -- remains higher than the state threshold of seven or more in seven days.The new outbreaks were reported in a restaurant/bar, a gym and a church.Of the total positive cases, 2,330 -- or 8.9% -- have been hospitalized and 602 -- or 2.3% -- have been admitted to an intensive care unit. As of Wednesday, 485 people with COVID-19 were hospitalized, 166 of them in intensive care units.From July 13 to July 19, the county also reported its most hospitalizations, 163, and the most deaths, 56, in any one-week span since COVID-19 began spreading in the United States in March."We implore you to not wait for someone you care about to lose the fight against COVID-19 before you take action," Dr. Wilma Wooten, the county's public health officer, said Monday. She said the recent spike in cases began to occur after bars, hotels and gyms reopened June 12.According to Wooten, 95% of the county's COVID-19 deaths have had underlying medical conditions.The percentage of San Diegans testing positive rose to 158.5 per 100,000 residents as of Thursday's data, well above the state's criterion of 100 per 100,000.The last metric the county has failed to maintain is the percentage of cases that have been handled by a contact investigator within 24 hours of being reported. There are more than 500 investigators employed by the county, and although 98% of all cases had been investigated in that time frame as recently as June 25, that rate had dropped to 9% as of Wednesday.Wooten said that in response, the county is attempting to hire more contact investigators, with 97 set to come on board Friday and another 212 are in the hiring process. 3827
