SAN DIEGO (KGTV) -- The San Diego County Treasurer-Tax Collector’s five branches will be shut down “in an effort to slow the spread of the coronavirus.”The decision to close the branches was made under guidance of public health officials. The closure order is effective July 6.Treasurer-Tax Collector Dan McAllister said, “Our downtown branch will remain open July 1 and 2, but starting Monday, we will close our public-facing counters as a precautionary measure, based on social distancing recommendations from local officials.”The four other branches -- Kearny Mesa, San Marcos, Chula Vista, and Santee -- have been closed to the public since March and will remain closed.The downtown branch on 1600 Pacific Highway had just reopened on June 15, with modifications in place, after being closed in March.Customers can still complete business via the SDTTC.com website or without even visiting the office at all. SAN DIEGO (KGTV) -- Three people were injured following a pursuit in Otay Mesa Monday afternoon.According to the San Diego County Sheriff’s Department, deputies pulled the truck over around 2 p.m. for an unspecified traffic infraction.The driver, later identified as Christian Eduardo Saldana Medina, 26, stopped and cooperated with deputies.While deputies were checking records, Medina sped away at a “high rate of speed.” Deputies chased Medina for less than two miles before the truck ran into a tractor trailer at the corner of Pacific Rim Court and Camino Maquiladora.All three people inside the truck at the time of the crash were taken to the hospital, one by helicopter.Medina was arrested for felony evading and felony evading with injuries. A passenger, Edgar Quintana Valenzuela, 38, was arrested for possession of a controlled substance and possession of paraphernalia.  895

SAN DIEGO (KGTV) - There’s now a bombshell update about the standoff from earlier this summer at a condo complex near SDSU.Two officers were shot and dozens of neighbors were terrorized. 10News Investigative Reporter Jennifer Kastner has confirmed that officers wanted to search the suspect’s home for weapons days before the shooting.However, the Office of the San Diego County District Attorney did not attempt to get a search warrant. It was a horrifying night that ended with one person dead and two San Diego Police officers wounded by gunfire. Suspect Joseph Darwish died in the massive standoff.He had numerous hand guns and rifles, according to police. In the days after the shooting, 10News was tipped off by a law enforcement source that the FBI’s Joint Terrorism Task Force had wanted to search Darwish's home because they thought he had a weapon and was buying parts to make more weapons.Darwish wasn't supposed to own any weapons because of his criminal history. Our source says the FBI asked the District Attorney's Office to sign off on having a judge issue a search warrant, but the DA’s Office did not do so.For the past 7 weeks, 10News has been trying to confirm this with the DA’s Office.After our 10News attorneys got involved, the DA’s Office sent us a letter reading in part, “On June 13, 2018, the San Diego County District Attorney's Office received a request by law enforcement to review a draft of an affidavit in support of a search warrant to conduct a search of Mr. Darwish's person, property and residence. The District Attorney's Office determined that the warrant was legally deficient and so advised law enforcement.”June 13th was 10 days before the big shooting. 10News asked law enforcement expert and former police officer Kevin LaChapelle what "legally deficient" means. “It means that the District Attorney's Office felt that there was insufficient evidence or insufficient information that a judge would not grant a search warrant,” he explained.10News asked the DA’s Office why it turned down the FBI’s request to do a search warrant, but the DA’s Office will not answer that question, stating it's "exempt from disclosure".LaChapelle said this may have been a lesson learned the hard way, for the DA’s Office. He explained that the DA’s Office may reevaluate when it’s appropriate to seek a warrant. “It may help them start saying [a warrant] didn't meet [certain] criteria but it met this.It didn't meet a [level] 10 but it was at like a 7 and gosh, maybe [the DA’s Office needs] to start looking at this more so we can prevent these kinds of things,” he added. The FBI declined to comment about Monday’s story. San Diego Police have taken the lead on investigating the shootout. As of Monday morning, a lieutenant with the Homicide division said the investigation is still open and active and will probably take another couple of months to finish. 2913

SAN DIEGO (KGTV) -- The San Diego County Sheriff's Department has released the number of inmates it transferred to Immigration and Customs Enforcement custody in 2019. In a meeting that lasted nearly four hours on Tuesday, the department announced it transferred 271 people to ICE for offenses like assault, battery, and sexual abuse exploitation. The information was released during the virtual Truth Act Forum, a forum required by law, for any local law enforcement agency that chooses to transfer people to ICE. After the department's presentation, there were hours of public comment criticizing the practice. There was also a presentation from the San Diego Immigrant Rights Consortium. "We want to end all transfers, regardless of whether they were allowed under the law or not," said Lilian Serrano, the chair of the consortium. Critics also argue that Sheriff Bill Gore has found a loophole by posting lists of "Inmates Pending Release"; critics are calling for that practice to stop. "What we’re seeing is ICE picking people up in the parking lots -- this is a practice we’re seeing throughout our county," said Serrano. After listening to hours of public comment, Gore addressed the community's concerns, saying he wants to form a working group to look at some of the issues brought up during public comment. “I think we can come to an accommodation when it comes to the inmate pending release report. I think we can make changes there, significant changes there,” said Gore. The sheriff said he's following the Values Act, only transferring those with a qualifying conviction or judicial warrant, with ICE only allowed contact with inmates if they agree to be interviewed.
