SAN DIEGO (KGTV) -- San Diego County health officials have warned at least three local churches about having services indoors. The county sent out three letters to Skyline Church in La Mesa; Lighthouse Baptist Church in Lemon Grove; and Awaken Church's campus on Balboa Avenue in Kearny Mesa.The letters to Skyline and Lighthouse were very similar, saying indoor services create "significant risk of spreading COVID-19," encouraging the churches to move their in-person services outside. The third document is a cease-and-desist letter sent to Awaken Church ordering the church to stop indoor operations. All three letters are dated July 17 and are signed by County Public Health Officer Dr. Wilma Wooten. The letters state that failure to comply with these orders can mean criminal misdemeanor citations with a fine of ,000 for each violation. SAN DIEGO (KGTV) - San Diego Police officers arrested a man for attacking a four-year-old girl outside an apartment complex on the 4300 block of 50th Street.According to witnesses, the little girl’s father was dropping the girl off at her grandmother’s home around 11:30. Before the grandmother could walk the four-year-old through the security gates of her complex, a stranger attacked the child from behind.A neighbor, who only asked to use his first name, Robert, says he heard someone calling for the help, so he came outside. He says he saw the grandmother had gotten through the gate, but the father and another neighbor were outside of the entrance trying to hold off the attacker. Robert felt compelled to step in.“He came at me, and it seemed like he was going for someone, and that someone was a child,” he said, “so I had no other recourse, I hit him once he went down. He bit my leg. He got up, and he started coming after me.”But the man didn’t stay down, instead continued to attack.“Very very vicious, he had a very crazy look,” Robert said. “He wasn’t saying anything, he was grunting like a feral animal. He was exceptionally strong. He just wouldn’t quit, even when the police got here, he was very very strong.”Robert says he had no idea why he was trying to hurt the little girl but said the man might have been under the influence of something.Police arrested the suspect.Robert recalled seeing red marks around the little girl’s neck but said she was okay though visibly shaken.She is home with her parents. 1541

SAN DIEGO (KGTV) - San Diego County homebuyers could be gaining an upper hand in negotiations as the region's housing market slows.A new report from real-estate tracker CoreLogic says 2,936 homes changed hands in San Diego County in November, an 11 percent drop from November 2017. Meanwhile, the rate of home-price appreciation slowed to 4.6 percent year-over-year. The median home price was 5,000 in November."It's a good time to get in there," said Mark Goldman, a San Diego loan officer with C-2 Financial. "There's more selection of homes to purchase, and there's probably sellers who are more willing to consider offers maybe a little bit below their list price, and so forth."CoreLogic says Southern California as a whole has seen its biggest sales drop in three years. The company says higher interest rates and the volatile stock market could be contributing to buyer pullback. The average rate for a 30-year-fixed is now 4.55 percent, up about a half percent from a year ago. Goldman said qualifying families, even with a few percent cash down, should be able to get an offer accepted in this market."Be cautious, make an offer at a good price, work with a professional realtor who can guide you to a reasonable price, but if you're going to be in that house five years or so, I think you'll be happy," Goldman said.Goldman said the market is coasting at a rate of appreciation that is more sustainable. SAN DIEGO (KGTV) - San Diego Police are looking for a man described as mentally ill or under the influence of drugs.Sunday night at 8:58 p.m. someone called 9-1-1 describing a man acting irrationally. Police responded and found the Honda Accord matching the description of the call and tried to pull the car over.The driver flipped a u-turn and sped up to about 80 miles per hour, running three red lights down Governor Drive.Police slowed down to a safer speed and as they caught up to the driver they found the car crashed into the dead end fence.They say the man, described as Hispanic, in his late 20s, 5' 8" tall, wit ha shaved head, wearing a short sleeved shirt, a hoodie, and gray shorts took off. They believe he ran from the car.They searched the area, known as Rose Canyon Natural Park, and could not find the man.If you see him, police ask that you please not approach him and call 9-1-1. 918

SAN DIEGO (KGTV) - Rising temperatures are increasing the wildfire danger in San Diego County. Monday morning's fires near Webster are the third group of fires sparked by homeless people in a matter of months. Neighbors in the area say they are getting nervous. Edna Wallis has been living in her home for three years. As the weather heats up, she says the brush behind her home becomes a safety hazard. "I start rinsing the patio when the days are extremely hot and dry," says Wallis. "We rinse it, but it's not much."Less than five minutes from her home, a fire sparked off Home Avenue early Monday morning. Among brush and a lot of trash, crews worked to put out the flames that started inside of a homeless encampment. "I'm nervous. I'm very nervous because I'm very close to this area," says Wallis. "All of the neighborhood is dry."There have been other fires in the area as well. A homeless camp caught fire near I-805 and I-15 last week. A blaze also sparked in the same area in March. This fire slightly backed up traffic as crews work to put the flames out that started inside of a tent. San Diego Fire and Rescue encourages everyone to report smoke or fires whenever you see them and do not assume some else will call. 1238
