SAN DIEGO (KGTV) — Several Californians are suing a state senator for blocking them on his Twitter page, a lawsuit which could impact how all members of the public are allowed to interact with their elected officials.The lawsuit alleges that Dr. Richard Pan (D-Sacramento) violated the rights of several people when he blocked them. Pan is the senator who wrote the 2015 California law that requires children to get vaccinated before going to school.Those who are suing Pan are advocates against vaccination. SAN DIEGO (KGTV) - Small businesses are the heart of San Diego's economy, but for those looking to start one, the process can feel overwhelming. It's a gap the nonprofit lender Accion has been working to fill for the last 25 years. "Sometimes thinking about getting a loan can be scary, and I think one of the things we really try to do through our process with our staff is really walk alongside that business owner," said Elizabeth Shott, CEO of Accion. Since they began in 1994, Accion has loaned million to roughly 3,100 small businesses."We're teaching them about their credit, about their finance, and their cash flow. So through the loan process they're getting a lot of one-on-one education from our staff team," said Shott.On Accion's website, you can apply for a loan as well as learn about free resources available in San Diego. SAN DIEGO (KGTV) — San Diego State University astronomers played a role in the recent discovery of a third planet within the Kepler-47 planetary system.A team of researchers, led by astronomers from SDSU, discovered a new Neptune-size planet orbiting the system's two suns between two previously discovered planets.The planet, named Kepler-47d, was discovered using a method called, "transit method," according to to university. The method measures a level of brightness to help detect masses. "If the orbital plane of the planet is aligned edge-on as seen from Earth, the planet can pass in front of the host stars, leading to a measurable decrease in the observed brightness," a release from the school describes.RELATED: Researchers share photo of a black hole — the first ever in historyPreviously, the planet's signal was too weak to detect.“We saw a hint of a third planet back in 2012, but with only one transit we needed more data to be sure,” SDSU astronomer Jerome Orosz, the paper’s lead author, said in the release. “With an additional transit, the planet’s orbital period could be determined, and we were then able to uncover more transits that were hidden in the noise in the earlier data.”Kepler-47d is about seven times the size of Earth and takes 87 days to orbit around its suns.“We certainly didn’t expect it to be the largest planet in the system. This was almost shocking,” said William Welsh, SDSU astronomer and the study’s co-author.The entire Kepler-47 system itself is interesting as well. With two suns, it's the only known multi-planet circumbinary system. The system is extremely compact and would fit inside the orbit of Earth. SAN DIEGO (KGTV) — Starting Friday, San Diegans can help decide the future of the Sports Arena site.The city owns 48 acres around the arena and plans to redevelop the area. The public is being asked to provide their input as well."I think most of us have been over there," says Councilmember Jennifer Campbell. "We enjoy the sports arena and the entertainment that goes on there. But we've also noticed that the neighborhood is in disrepair."RELATED: City plans for overhaul of Midway District's sports arena siteLeases on the land expire in 2020 and the city has already asked developers for their proposals. On Friday, the city will launch a website, sandiego.gov/sportsarenaopenhouse, to let people look at up to four proposals and give feedback."I haven't even seen (the plans) yet," says Campbell. "So I'm really excited that tomorrow I get to take a look at the proposals and see what it looks like."The new Midway/Pacific Highway Community Plan, which passed in 2018, allows for more denser development in the area. It calls for a mixed-use of homes, retail, parks and entertainment. Right now, the City Council is debating putting a measure on the November ballot to remove the 30-foot height restriction from the 900 acres included in the Midway/Pacific Highway community. Instead, it will revert the area back to the limits in the City Municipal Code, between 30-100 feet depending on the parcel of land."We don't want really huge buildings," she says. "We won't have skyscrapers, we won't be losing the character of San Diego. It should make it possible to have a beautiful area with housing, jobs, walkways, bike paths, parks, and entertainment complex there in the sports arena area."The Council still has to vote to put the height-limit measure on the ballot.Campbell also says that whichever developer wins the proposal will have to either renovate the current arena or build a new one. 2927

SAN DIEGO (KGTV) — San Diego Sheriff's Department released data Friday giving insight into coronavirus-related enforcement over the past month in the department's jurisdictions.From June 10 to July 9, SDSO reported 673 COVID-19 related disturbances, violations, and citations — broken down into two citations, 74 disturbances, and 597 ordinance violations. SDSO says group disturbances and ordinance violations are calls made to the department and deputy-initiated incidents. Citations include Government Code 8665 and Health and Safety Code 120295, which both make violations of health orders a misdemeanor with possible fines and jail time. 650
