ZHENGZHOU, Sept. 20 (Xinhua) -- A senior official of the Communist Party of China (CPC) in charge of culture and publicity has pledged to deepen the nation's reform of its cultural sector over the next five years.More state-owned cultural institutions will be converted into enterprises as the nation builds a competition-based market for cultural products and services, Liu Yunshan, a Secretariat member of the CPC Central Committee and head of the Publicity Department of the CPC Central Committee, said Monday.Liu was speaking at a workshop on a blueprint for the country's cultural reforms and development for the "12th Five-Year Plan" (2011-2015), which was held in Luoyang in central China's Henan Province.In his speech, the official called for the mapping out of the goals and tasks of the country's cultural development in accordance with the requirements of the Scientific Outlook on Development."Cultural restructuring is fundamental for the emancipation of cultural productivity and the realization of cultural prosperity and development," he said.Other speakers at the meeting included Party officials responsible for local publicity work in the provinces of Henan, Hebei, Zhejiang, Jiangxi, Shandong, Guangdong, Yunnan, Shaanxi and Fujian, as well as the autonomous regions of Guangxi and Inner Mongolia.

TIANJIN, Oct. 4 (Xinhua) -- The United Nations' chief climate change negotiator applauded China on Monday for its efforts in dealing with the challenge of climate change, saying she was impressed by the determination of the Chinese people and their government.Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change(UNFCCC), made the remarks in China's northern city of Tianjin at a welcoming reception held by the Chinese government.A new round of UN climate talks is being held in the port city on Oct. 4-9 in preparation for the year-end Cancun summit in Mexico."Here in Tianjin, I have seen much evidence of determination," said Figueres."(I saw the) determination of the government of China to reduce their CO2 emissions per unit of GDP by up to 45 percent by 2020, (and the) determination of the people of China to turn China into the world's leader in renewable energy technology and to find a visionary balance among economic development, poverty eradication and climate protection."Figueres also praised the host city, saying, "(I saw the) determination of the government of Tianjin, China's fourth-largest city, to be a model city for the circular economy, a pilot city for low-carbon growth and an exemplary city for sustainable development.""A striking example is the Tianjin Eco-City project between Singapore and China and with significant private sector investment, which will provide eco-friendly housing for some 350,000 people," she added.More than 3,000 delegates from 177 parties and observer states and over 200 non-governmental organizations are attending the Tianjin gathering, the final one prior to the United Nations Climate Change Conference to be held in Cancun at the end of this year.Figueres concluded her speech at the reception with a Chinese proverb, "Zhong Zhi Cheng Cheng," which means "With everyone's determination, we can do anything." TOKYO, Sept. 24 (Xinhua) -- Chief Cabinet Secretary Yoshito Sengoku said Friday that China and Japan, the two major economic powers in Asia, need to work toward improving bilateral relations."It is true that Japan-China relations have shown signs of deterioration," Sengoku, Japan's top government spokesman, said at a press conference, adding that efforts were needed to deepen bilateral relations between the two countries.The comments came as the Naha, Okinawa, prosecutor's office said Friday it will release Zhan Qixiong, the 41-year-old Chinese fishing boat captain who has been held for more than two weeks.Two Japan Coast Guard patrol ships and a Chinese trawler collided in waters off China's Diaoyu Islands on Spet. 7.The next day, the Japan Coast Guard illegally seized the Chinese trawler and detained its captain and 14 fishermen on board, drawing strong protests from the Chinese government and its people.The Japanese released the fishermen and boat last week but held the captain. China has repeatedly urged Japan to unconditionally send back the captain to avoid additional damage to their bilateral ties.According to local media, Zhan was to leave Japan on Friday. Chinese Foreign Ministry spokeswoman Jiang Yu said the same day the Chinese government would send a chartered plane to bring back the captain.

BEIJING, Sept. 9 (Xinhua) -- Senior Communist Party of China (CPC) leader Li Changchun on Thursday called on teachers to be "role models" for students and lead by example in matters of discipline and integrity.Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks when watching a performance dedicated to Teachers' Day, which falls on Friday.More than 700 teachers and students, and a dozen "model teachers" selected by Chinese netizens, joined Li to watch the performance.The Ministry of Education organized an election of "model teachers" online beginning August 8. During the month-long election, around 1.2 million people participated in the voting. A total of 33 teachers stood out among the 96 candidates, representing 31 provinces, municipalities and autonomous regions.
