The suicide of Jeffrey Epstein is bringing attention to what employees say is a broader problem at short-staffed budget-constrained federal prisons where employees who aren't prison guards are doing guard duty and overtime shifts regularly.Attorney General William Barr said Monday that "serious irregularities" were found at the Metropolitan Correctional Center in New York, long thought to be a well-run facility that has been used to house high-profile prisoners who require highly secure conditions.In the case of Epstein, at least one of the two employees on duty at the time was not part of the regular detention workforce but was filling in as a guard, according to a person briefed on the matter. The person's regular position is not publicly known.Budget cuts and hiring freezes first put in place at the beginning of the Trump administration have taken a toll at law enforcement agencies including the federal Bureau of Prisons, employees say.After years of complaints, Barr lifted the hiring freeze in April.But employees say the measures the bureau has had to take to live with budget restraints have taken a toll, including at the MCC.One of those measures used is called "augmentation" and allows for workers who were hired as teachers and cooks to be trained to fill in at posts normally manned by trained detention officers.One of the guards who was on duty during Epstein's death was filling in for regular guards."It's due to understaffing. It's due to not having enough correctional officers," Serene Gregg, president of the American Federation of Government Employees Local 3148, which represents employees at the MCC."They would be performing the functions of correctional officers," Gregg said.The Bureau of Prisons declined to comment and referred to Barr's comments.Push to put Epstein in general populationEpstein's attorneys, who spent as many as 12 hours a day meeting with him, had pushed the prison to move Epstein into the facility's general population, a person briefed on the matter said. One of the arguments they made was that he was doing well and that he could use an improvement in his living conditions.Epstein's lawyers didn't respond to a request for comment.The decision to move him from suicide watch occurred after the prison staff conducted daily psychological assessments and, according to the person briefed on the matter, determined it was safe for him to be returned to the prison's special housing unit, which is a section more restricted than general population.When Epstein was taken off suicide watch on July 29, days after his first suicide attempt, he was returned to the facility's special housing unit, where normal protocol calls for him to be housed with a cellmate and to be checked on every 30 minutes.Epstein's cellmate was moved out on Friday, a day before Epstein was found dead, a person briefed on the matter said. In the hours before his death was discovered, there were no checks made, the person said.Both guards were working overtime shifts, but it's unclear whether that was mandatory. One person familiar with the matter said both employees volunteered. Union officials say that the overtime was mandatory.Gregg claimed it's not uncommon at the MCC for employees to work 17-and 18-hour-days and are not allowed to refuse the mandatory overtimes."A lot of them are working mandatory overtime three or four times a week," Gregg said. The US Food and Drug Administration has received 127 reports of seizures or other neurological symptoms possibly related to e-cigarettes, the agency announced Wednesday. Investigators have yet to determine, however, whether vaping was directly linked to the cases."The FDA is continuing its scientific investigation to determine if there's a direct relationship between the use of e-cigarettes and a risk of seizure or other neurological symptoms," said Dr. Ned Sharpless, the acting FDA commissioner.The FDA said the reported cases occurred between 2010 and 2019, and in addition to seizures, some people reported fainting or tremors. Sharpless said that "we still don't have enough information to determine if e-cigarettes are causing these reported incidents" but called on the public to continue submitting reports.Additional information "may help us identify common risk factors and determine whether any specific e-cigarette product attributes, such as nicotine content or formulation, may be more likely to contribute to seizures," he said.Dozens of new reports, no clear patternsIn April, the FDA announced that it had received 35 reports of seizures related to vaping, particularly among younger users. "Seizures or convulsions are known potential side effects of nicotine toxicity," the agency said at the time.There have been 92 new reports since then, but the FDA didn't announce any clear pattern across the cases.Cases were reported in both first-time and experienced e-cigarette users, and "seizures have been reported as occurring after a few puffs or up to one day after use," the FDA said in April. Several people had previously had a seizure diagnosis, the agency said at the time, and a few had also been using other drugs such as marijuana."Additional reports or more detailed information about these incidents are vital to help inform our analysis," Sharpless said Wednesday. Biden’s campaign has struggled to raise money to have the sort of advertising that Bloomberg and Sanders have. But with several major endorsements, Biden has seen his share of free advertising through news reports and buzz around the campaign. Bloomberg’s entrySuper Tuesday marks the first time Bloomberg will be competing for votes. He has spent some of his fortune to put his message before voters. For instance, on Sunday during primetime, he took out advertising on several major networks to talk about the coronavirus. He also purchased ad time during the Super Bowl. But Bloomberg also did not see much of a boost coming out of two debates, his first of which involved attacks from Warren about his handling of non-disclosure agreements with his employees. What polling saysRecent polls have Sanders ahead nationally, and in leading in many Super Tuesday states including Texas and California. A caveat though is those polls were conducted before Saturday, and how Buttigieg, Klobuchar and Steyer voters sway could determine who wins the majority of delegates on Super Tuesday. How it could play outSuper Tuesday could give some clarity as to whether the race will be decided during the primary season, or at the Democratic National Convention in July. A candidate is required to win 1991 pledged delegates going into the convention. Failure to win a majority of delegates will result in hundreds of so-called “Super Delegates” to cast a ballot during a second round of voting. How likely of a scenario is a brokered convention? Election forecast site 538 gives the odds of a brokered convention at 2 out of 3. But the site also gives both Sanders and Biden a one in six chance to win the nomination outright. Why 15% matters?In order to gain delegates from a state, earning 15% of the vote is the minimum threshold. Among the candidates in each state who win 15% of the vote, the number of delegates is allocated proportionally based on their performance throughout the entire state and within the state’s congressional districts. 3588
