SAN DIEGO COUNTY (KGTV)-- County supervisors announced that we are just days away until San Diegans can finally relax on the beach.But some are jumping the gun.It was the announcement San Diegans were waiting for."On Tuesday, June 2, passive activities will be allowed on beaches, so long as groups stay within their household units, social distance from other non-family members, and facial coverings," San Diego County Supervisor, Greg Cox announced on Thursday.Supervisors said sitting on the sand, towels, and chairs will be allowed. But sports such as football and volleyball will continue to be prohibited. Parking lots and piers will also remain closed. However, many people seemed to forget about the start date: Tuesday, June 2.On the evening of the County announcement, a 10News viewer witnessed a graduation party in Oceanside. The photos showed a mass gathering with many people sitting on the sand, with almost no one practicing social distancing or wearing masks. "I'm sure everybody is anxious to get out with their family, sit on the beach and enjoy the nice weather," Solana Beach visitor, Labib Samarrai said. But on Saturday, most people seemed to be following the rules at Solana Beach."I think everybody is now maybe over-educated, but it's all good," Samarrai said. Lifeguards at Solana Beach and Pacific Beach say they are still focused on educating the public, instead of actively ticketing visitors who disregard the County Public Health order. "They're only telling people that are not where they want them," Pacific Beach surfer Jake Curran said. For Curran, the passive activity phase does not make much of a difference in his usual routine. But for his girlfriend, June 2 can't come soon enough. "She has been visiting for the past month, trying to find activities for her and I to do while she is in town," Curran said. "But it will be nice on Tuesday for her to come out, come lay out, take some pictures, and watch the sunset and whatnot."While the County allowed passive activities to begin on June 2, they say it is ultimately up to each jurisdiction if they want to adopt the new phase on that day. 2143

The 2015 shooting figured prominently in President Donald Trump’s run for the White House four years ago. The case against Jose Ines Garcia Zarate on federal gun charges has been pending since a judge raised “serious concerns” about Garcia Zarate's mental capacities back in January. Two doctors have diagnosed Garcia Zarate with schizophrenia and found him unfit to stand trial. The San Francisco Examiner reports that Garcia Zarate told the court Friday through a Spanish interpreter that he wanted to be sentenced to prison or deported back to Mexico. 720

SAN DIEGO (KGTV): San Diego State University may require all students to have the Meningitis-B vaccine beginning in the fall of 2019.The University is in preliminary discussions about the idea after an outbreak made three students sick on campus this fall.A university spokesperson confirmed to 10News that the school is in the very early stages of the idea. A statement from the school says it stems from "continued conversations with the County of San Diego Health and Human Services Agency," and that "the safety and wellbeing of all SDSU students remains the priority."The Cal State University system doesn't require the Meningitis-B vaccine. Their guidelines say that schools only need to "inform incoming freshmen living on-campus about the Meningococcal disease and provide information on available vaccines."However, according to SDSU, "The California State University Office of the Chancellor is engaging in the review and consultation process necessary to update the existing policy." The CSU systemwide policy can be found here.This fall's outbreak was the second instance of the disease in the last four years on campus. In 2014, a student died from Meningitis-B.The disease has similar symptoms to a cold or flu. It can be fatal. In other cases, people who get the disease suffer brain damage, hearing loss or the loss of limbs, fingers or toes.During the most recent outbreak, the University supplied antibiotics to students who were in close contact with the ones who'd been infected. The school also held vaccination clinics on campus.Some students had to get a second vaccination after the school discovered that several doses of the vaccine weren't properly stored. Those vaccines were administered by Walgreens, who also was responsible for their storage. (KGTV) - As protesters gather across the country to spread the message that black lives matter and there is a problem of police brutality against black people, not everyone is ready to join in the marches, but there are other ways to help the combat racism. “To make change, to build a movement, it takes all sorts of action. Everyone doesn’t need to go in the streets,” said Dayo Gore, UCSD Associate Professor in Ethnic Studies and Critical Gender Studies. While many have said they want change both verbally and through social media, she said people of color want that support to be taken to the next level. “This is not enough, your apology is not enough, feeling sorry is not enough, feeling my pain is not enough, I need some actual real change,” she said. To get that real change, people can use their voting powers to elect officials who will be an advocate, which is a point President Obama made in a publication addressing how people can make a difference in combating racism. He also noted that when making demands for officials, be specific with what you’re asking so it’s harder to ignore. Gore emphasized that point, citing specific examples of room for change in the San Diego community. She suggested a community review board that’s independent of the police department to review activity and oversee actions taken by police. She also said funding within the police department could be reevaluated. “Funding other things that will make communities more viable and able to survive, instead of simply policing communities,” said Gore. She also said in order to help get rid of racism, it’s important to first acknowledge there is an issue and educate yourself. “It starts with understanding what the problem is, and then figuring out where you best can raise your voice,” she said. She said another active step to take is speaking up among peers if someone says something racist, even if it’s uncomfortable. “When you’re hanging out with friends, do you say something when people say things racist or make assumptions based off the color of their skin?” she questioned. Gore also suggested people find groups in the community to both follow and support financially.
