SAN DIEGO (KGTV) — It has been over six months since a water main break spilled thousands of gallons of water into North Park streets, but some homeowners are still dealing with the aftermath.Jonathan Head has owned a triplex on Idaho street for almost twenty years."There's two buildings," Head said. "It was built in [the] 1940s."Back in October, a water main broke near his property. His tenants started to text him early that morning on October 4th. "It made my heart drop... it was like a river," Head said. While the water did not enter the living space, Head said it went into the vents flooding the crawl space beneath. "The wiring, the plumbing [was] completely saturated," Head said. He said city workers tried to fix the problem, but it was too late."By the time they got the equipment in, most of the water had penetrated the soil," Head said. He believes that made it difficult to dry out the property, which is why they are seeing problems with the foundation. Head said cracks below and inside the home developed. He filed a claim with the City of San Diego, but said he got no response."The city still has not compensated the clients entirely for the full scope of the damage," said Head's attorney, Evan Walker. There is now a lawsuit claiming roughly 5,000 worth of damage. "I think the city has known for some time about the precarious condition of its pipes and that it has done nothing," Walker added. Team 10 contacted the City Attorney's office. A spokesperson said they are reviewing the case. 1529

SAN DIEGO (KGTV) — Millions of Americans are uninsured during the coronavirus pandemic, with more at risk of losing their jobs and in turn losing their healthcare coverage.A 17-year-old boy in Lancaster was reportedly denied treatment at an urgent care clinic there and instead told to go to a hospital. On the way to the hospital, he went into cardiac arrest, according to Mayor R. Rex Parris in a video posted to YouTube.RELATED: Reports of alleged child abuse drop in San Diego since school closuresParris said when the teen got to the hospital he was revived, but died hours later. The teen tested positive for COVID-19, but the Centers for Disease Control and Prevention is still evaluating his case, so he has been removed from the Los Angeles County death toll for now."Once you go into respiratory issues, you have trouble breathing, you're short of breath and you have a fever," said Parris. "That is the time to get medical treatment without delay."RELATED: App helps users locate where essential items are in stockThat is the problem for the millions of uninsured Americans. Although testing for COVID-19 may be free, treatment is not.10News asked health officials at a San Diego County press conference about what's being done to reassure uninsured San Diegans that they won't be turned away like the 17-year-old in Lancaster."In general if individuals do not have insurance, there is the county's phone number, or they can call 211. That's probably the easiest thing to do, is call 211," said San Diego County Public Health Officer Dr. Wilma Wooten.RELATED: Unemployment benefits could take weeksWe asked if someone would be turned away if they tried to get help at an urgent care clinic with COVID-19 symptoms, but did not have insurance."When somebody presents to a specific facility for care and it's not emergent there is usually a process for them to determine whether that is an appropriate place for them to be cared for," explained Dr. Eric McDonald, the Medical Director for the County Epidemiology and Immunization Branch. "For example if it's an insurance related thing and they don't have insurance for that facility, they may be asked to go to another facility, the good news is in San Diego we have a very good mechanism through 211 for individuals who don't have insurance to be able to access clinics where they will be accepted for care."RELATED: California Gov. Newsom says 5 banks to waive mortgage feesRight now Covered California is providing a special enrollment period because of the coronavirus.Uninsured, eligible Californians can apply for free or low cost health insurance coverage through the end of June. You can apply online here. 2679

SAN DIEGO (KGTV) - It's been more than a month since the big ship fire in San Diego Bay.The flames are out but the boat is still there. It's become a sort of "morbid tourist attraction." Tourists and locals stopping to take photos of the charred Norton Sound bobbing up and down in the bay.RELATED: Multi-alarm fire erupts on fishing vessel docked in San Diego BayRestaurateur Melissa Moore was working just feet away when the ship mysteriously turned into a giant oven on Sept. 29. The smoke hung over Seaport Village sickening those nearby."As workers, we all started having headaches. We had to just leave," Moore recalled. Now it's early November and many are wondering why the boat is still parked in front of the Greek Islands Cafe - which Moore's family owns.RELATED: Questions remain after investigation into boat fire at San Diego HarborThe Port of San Diego told 10News they were working with the U.S. Coast Guard to move the ship as soon as possible. Contractors were disposing of chemicals on board. The Coast Guard cautioned there was no immediate leak or threat to the environment.Where did the ship come from?...10News learned the Norton Sound - which now has gaping holes in it - was originally owned by an American company in Seattle. It sailed into our bay in March.A San Diego shipping agent found it a place to dock. And then it was sold to a company in Mexico.Since the fire, a company employee has met with the Port and the Coast Guard at least once."I never did hear what was exactly in there," Moore said.No cargo was listed on the paperwork. San Diego Fire-Rescue said the cause of the fire was still under investigation, but there is currently no reason to suspect arson. So what now?...For now, the pier is locked off - which frustrates Moore."That is something people like to walk down," Moore said.RELATED: Mystery surrounds fishing boat that erupted in fire on San Diego BayStructural engineers must inspect it, according to the Coast Guard, and said the owner may not be able to afford to pay for the Norton Sound's removal. The Coast Guard is planning to use money from a special clean-up fund - paid for by a tax on oil refineries - to remove the ship. However, that may not happen for a few more weeks."The only positive thing is that people are still coming down here taking pictures.  (laughs)  other than that, they can take it away," Moore said. 2431
