SAN DIEGO (KGTV) - A California lawmaker is planning to move forward on a housing bill that would eliminate hyper low-density zoning near transit and job centers.Senate Bill 50 aims to clear the way for apartment buildings and affordable housing in those locations so more people can live near transit and near where they work, proponents say.California State Senator Scott Wiener of San Francisco tells 10News, in January SB 50 will come back before the Senate, and he intends to move it forward.RELATED: Making it in San Diego: Zoning rules partially responsible for low housing supply, report says"California has a massive housing shortage – which threatens our economy, environment, and diversity – and state action is essential to solve this major problem," Wiener said in a statement.While they wait for action at the state level, some San Diego community groups are pushing for local lawmakers to move forward with their version, dubbed SD 50."We are still working in these neighborhoods to try and change those communities," said Ricardo Flores, executive director of the Local Initiatives Support Corporation (LISC) San Diego.Flores said the City of San Diego needs to end its single-family home zoning regulations. He said housing segregation in San Diego can be tied to the city's zoning policies.RELATED: City Council approves plan to ease San Diego parking regulations for more affordable housing"History shows us that it was created to discriminate against families in San Diego," Flores said. "That's really the crux of this story is that these laws were created to keep people apart, to divide black and white families so they did not live together in the same communities and they've been wildly successful."Flores and other local groups, including NAACP San Diego, Chicano Federation, Urban League of San Diego, and California YIMBY are asking city leaders to craft and pass a local version of Senate Bill 50.In October, the coalition took their initial pitch to members of the city's Land Use and Housing Committee, asking the city to ditch single-family zoning."The immediate benefit is we can see that people who have needs can move into communities where there are more opportunities, and we then reduce the concentration of poverty in communities that have been segregated," Flores said.RELATED: Making It in San Diego: County streamlines process to build granny flatsBut not everyone's sold on the idea coming out of Sacramento.10News spoke with San Diego City Council President Pro Tem Barbara Bry who is against Senate Bill 50. Bry represents District 1, which includes the communities of La Jolla, University City, and Carmel Valley."I'm against SB 50 because I'm against state efforts to control local land use planning," Bry said. "I believe San Diegans should be in control of what happens in our neighborhoods. Furthermore, SB 50 did nothing to guarantee that we would get one more unit of affordable housing."Bry said she's concerned about costs and meeting climate action plans goals, neither of which she found addressed in SB 50.RELATED: Making It In San Diego: Neighbors protest high density housing planBry told 10News she supports single-family zoning and believes if the city is going to bring down the cost of housing, it needs to build more housing in transit corridors."One of the major costs of housing is the fees," Bry said. "Fees are what pay for the infrastructure because of Prop 13. The state can pick up that cost of infrastructure. There was nothing in SB 50 to mandate that."If San Diego updated its zoning policies, it wouldn't be alone.City leaders in Minneapolis passed "Minneapolis 2040" which aims to increase affordable housing and racial disparities in housing.Ricardo Flores said he believes it's time for politicians to make San Diego more inclusive."If you own a single-family home on your lot and you want to keep that you should be allowed to keep it, but if you like me and are interested in building a couple extra units for mom and dad to move into or to rent it out to help pay for a mortgage you should be allowed to do that," Flores said.In a statement to 10News, San Diego City Council member and Land Use and Housing Committee member Scott Sherman wrote, "A recent study noted that 47 percent of housing costs are due to government red tape and regulation. Since taking office, I have worked to reform land use codes and streamline the permitting process to make homebuilding less expensive. I appreciate the efforts of SD50 and look forward to diving into the details of their proposal." 4568

Police say the shooting happened at an Arco station near South Meadow Brooke and Paradise Valley Road. According to police, the victim and his friends were walking through the parking lot when one of them was shot. Witnesses told police an argument broke out between the victim and three other teens when one of the three boys, who are all under the age of 18, shot the 16-year-old in the stomach before running away. SAN DIEGO (KGTV) - A group of Uber and Lyft drivers hit San Diego roads Friday morning to tell everyone they passed to vote no on Proposition 22.Prop. 22 is a ballot measure that would make rideshare and delivery companies exempt from Assembly Bill 5, a new California law that classifies many "gig economy" workers as employees.AB 5 turns the 2018 state Supreme Court "Dynamex" decision into codified law. It says companies like Uber, Lyft and DoorDash have to classify their drivers as employees and not independent contractors under what's called the "ABC Test" of employment.That gives the drivers access to protections like minimum wage, unemployment insurance, time off and other protections not usually given to independent contractors.Prop. 22 would give the drivers some wage protection and health insurance subsidies, but not as much protection as AB 5."It strips us of all our rights," Lyft and Uber driver Tonje Ettesvoll said of Prop. 22. "We're talking unemployment, we're talking health benefits, we're talking sick days, family leave. If they win Proposition 22, all those things go out the window."Ettesvoll organized the car caravan, which went from the rideshare lot at San Diego International Airport to Lyft's San Diego headquarters on Morena Boulevard. About a dozen cars joined her on the road, decorated with signs and stickers urging people to vote no.At the end of the ride, Ettesvoll and other organizers gave out hand sanitizer and masks to drivers. They say Lyft and Uber don't provide those items, but still expect drivers to clean their cars between each passenger drop-off. Ettesvoll said that's another example of the companies putting profit over people.According to Ballotpedia, a website which tracks elections, Uber, Lyft, DoorDash and Postmates have spent 0 million combined to support Proposition 22, saying if it doesn't pass, they may have to shut down operations in California.Groups against Prop 22, mostly labor unions, have raised just under million.A court battle over the provisions of AB 5 has been going on all summer in San Francisco, with a judge recently granting an injunction to give the companies time to make a plan for compliance.Some drivers told ABC 10News they don't like AB 5 and plan to vote for Prop. 22. They worry the new rules would turn them into full-time employees and they'd lose some of their independence and ability to be their own boss.Ettesvoll and the drivers on Friday hope voters end the debate and force the companies' hands."They have had years to abide by the law," she said. "This isn't something new. That you have to pay your workers a minimum wage isn't new. That you have to have a certain amount of benefits for people isn't anything new. SAN DIEGO (KGTV) — A group of good Samaritans is receiving praise after knocking down a brush fire in Carmel Valley on Tuesday afternoon.After spending all day on top of a roof, Ubaldo Lopez and his team at Palomar Solar & Roofing were on their way back to the office."We were going down the hill, and it started to smell," Lopez said. "At first, I thought somebody crashed, but then I saw the fire."Many people slowed down on Carmel Valley Road as the flames crept closer. Others called 911 for help. But before the firefighters arrived, Lopez and his team pulled over and jumped into action."I got the extinguisher and a couple of my buddies here, they got the shovels and started putting dirt on it," Lopez pointed at his team. Right beside him attacking the growing flames were his son Damien and co-workers, Cirinio Rios and Miguel Esteban.Although the men are not trained firefighters, they are familiar with fire. They work on what is called "torch down roofing," a process where a flame is used to melt a rubbery membrane on a flat roof to make it waterproof. So they know the dangers of what could happen if the winds picked up."The weather was crazy and the red flag [warning]," Lopez said. "The fire department, they've been so busy, so you know, that could have gone out of hand."With the help of a few other good Samaritans, the team stopped the fire from spreading. Minutes later, they drove off, without knowing they would be praised for their swift actions all over social media."Omg that would have been really tragic had it spread," one person wrote on Facebook."Wow. Great effort. And saved the day," said another.When asked about being called heroes, Lopez humbly laughed."Oh no, no, no," he said. "We were just lucky that we were passing by. SAN DIEGO (KGTV) – A car crashed through a parking garage wall and dangled from a building Friday night.Emergency crews responded to the Harbor Club parking structure before 7 p.m.Firefighters say the driver of the White Lexus was a woman in her sixties. They say her foot got stuck under the brake pedal and she was unable to stop.Shortly after the accident authorities were able to pull the car back into the building. The driver was not hurt.A structural engineer was called to the scene and is assessing the damage to the building. 558
