SAN DIEGO (KGTV) — Democrats have secured control of two of the most powerful agencies in our region - the city and the county.San Diego will soon have a democratic mayor and an 8 to 1 advantage on the City Council. Couple that with Democrats flipping the County Board of Supervisors after years of Republican control, and it appears a whole new philosophy is on the way."I've been waiting 20 years,” said Nicole Capretz, who heads the Climate Action Campaign. “This is, I mean, decades in the making.”Climate Action Campaign has fought the Republican-controlled Board of Supervisors for years over how it handles the environment, prevailing in court over the county's climate plan.“They've twice had to rescind their climate plan publicly, which is unprecedented,” Capretz said.Capretz said she expects things to change in January, when the board will flip to a 3-2 Democrat advantage. That is expected to shift how the county addresses key issues like the environment, public health, and housing - in other words, no more sprawling back country developments that many times wind up challenged in a public vote.“We have wasted so much energy and so much time debating things that were not legally valid and should not have been done,” said County Supervisor Nathan Fletcher.Meanwhile, over at City hall, the Democrats will expand their veto proof advantage on the city council from 6-3 to 8-1. Republican Chris Cate is now the lone member of the G.O.P. on the council. “I think there needs to be a better job of communicating what we're about here locally as San Diegans, and getting our message out about what we feel is the best role of government in providing services to residents,” Cate said.The city has more than twice as many registered Democrats as Republicans, according to the registrar.San Diego’s new mayor and city council will be sworn in this December.The new board of supervisors will take over in January. 1932

SAN DIEGO (KGTV) -- Economic forecasters are beginning to warn of a possible 2020 recession, and the impact they say will be felt in the Golden State, according to a new report by UCLA.“Don’t celebrate the 3.1% GDP growth estimate for the first quarter of 2019,” writes UCLA Anderson Professor Emeritus Edward Leamer. Leamer is quoted in a recent report produced by the UCLA Anderson School of Management. According to Leamer, the data actually increases the risk of a recession at some point in the next couple of years. Nationally, economic growth is expected to slow marginally to 2.1 percent in the fourth quarter of 2019 and 1.4 percent in the fourth quarter of 2020. So what picture does the report paint for California? One forecaster says you can expect California unemployment to rise modestly. “Weakness in housing as well as the slowing U.S. economy is reflected in a very modest growth rate in the U.S. in late 2020,” UCLA Anderson Forecast director Jerry Nickelsburg writes. “As a consequence, we expect California’s average unemployment rate to rise slightly to an average of 4.6% in the first quarter of 2021. For the entire year for 2020 and 2021, we expect average unemployment rates of 4.3% and 4.4%, respectively.”Meanwhile, personal income growth in the state of California is forecast at 2.9 percent in 2019. But the report warns that income growth is expected to slow to 1.9 percent by 2020.It’s not all bad news, however, income growth is expected to rise fairly quickly again in 2021, and is forecast to reach 2.1 percent by the end of the year. SAN DIEGO (KGTV) -- Firefighters responded after a fire broke out in an abandoned building in San Diego’s Lincoln Park neighborhood Saturday morning. The fire started inside a building on Ocean View Boulevard and 47th Street around 9:30 a.m. Large plumes of black smoke could be seen from miles away. The building that caught fire is owned by a nearby church. According to a church official, the building was used to help house the homeless. The official told 10News the church recently told those staying in the building they had to leave after several incidents.At this time, it’s unclear what started the fire or if anyone was injured. "This fire has been stopped. Crews will be here for a few hours. Please use caution if you are in the area but take alternate routes if possible," San Diego Fire-Rescue said in a Tweet. 833

SAN DIEGO (KGTV) — Hundreds of thousands of San Diego County workers are facing the prospect of fewer hours, lower paychecks, and even job loss.The workers are in the retail, leisure, and hospitality fields, which in all employs more than 350,000 workers in the region. The squeeze comes as restrictions increase related to the coronavirus, including a 30-day travel ban from Europe, a county ban on events of 250 or more people, and cancellations of major conventions. Long said hours have been as fewer customers come in. She noted that a convention happening at the convention center that was supposed to attract 8,000 people only saw a fraction of those attendees. John McKlosky was one of those attendees, lamenting the shell of the Fiber Optic conference he attends annually. SAN DIEGO (KGTV) - Firefighters in San Diego are rallying around a beloved firefighter suddenly in the fight of his life, after a cancer diagnosis."His nickname is 'Big Joe,' because he's bigger than life," said firefighter Russell Castillo.Castillo says Engineer/Paramedic Joe Odom, 49, is known as the light switch in a room."His smile lights up a room. His energy lights up a room. He makes everyone feel valued ... It’s our time to return that love," said Castillo.It’s been an emotional time for the 23-year veteran of San Diego Fire-Rescue. He recently discovered some swelling in his groin area. Doctors diagnosed him with lymphoma, cancer that begins in the immune system. He’s awaiting more testing for a prognosis.It comes as Odom’s wife Lisa battles serious health issues, including a lung condition and lupus."She’s giving me inspiration for what’s she’s been through," said Odom.Lisa is immunocompromised. Odom, as a paramedic on the front lines, has been trying to keep her safe, while still serving the community during a pandemic."It's scary for a lot of folks. I just want to be there, anyway I know how ... Just feel like I need be out there," said Odom.A help now on pause as he begins his cancer battle, and he’ll be far from alone."I feel like I'm in this dark places but God is bringing all these people to me," said Odom.Firefighters from Odom’s Station 26 in Oak Park have helped organize a fundraiser, including a meal train, along with countless messages of support."It's our time to show how much we love him," said Castillo."I'm speechless of the support I’m getting. Puts a smile on my face, happiness in my heart. Making it a little easier to get through this. I’m embracing that," said Odom. 1730
