SAN DIEGO (KGTV) — San Diego Police are investigating the death of a man they say appeared to have been in an altercation right before his death.SDPD officers responded to a medical distress call just after 2 p.m. Tuesday inside a home at 6600 Springfield Street in Encanto. When police arrived, San Diego Fire-Rescue crews were already there performing CPR on a man.Police say the man was eventually pronounced dead at the scene.Homicide detectives arrived and began investigating. Wednesday, police said investigators learned that the man was involved in a physical altercation and injured before his death. They add that the man had difficulty breathing and collapsed.The 45-year-old man, identified Thursday as Antoine Deonte Dorsey, was a resident of the home and has been identified, but his name is being withheld at this time, police say.Police are now trying to locate witnesses of the altercation. SAN DIEGO (KGTV) — San Diego County reported 625 new coronavirus cases on Saturday, the region's second-highest daily increase of cases reported by officials.San Diego County's new cases reported a 6% positive rate out of 10,290 tests. Of the county's cases, 2,180 (9.4%) have needed hospitalization. Health officials add that 2.5% of all cases and 26% of hospitalized cases have been moved to the ICU.An additional six deaths due to COVID-19 were also reported, the county said. The deaths occurred between July 8 and July 16, and included four women and two men whose ages ranged from 60 to mid-90s. All had existing chronic conditions, the county said. SAN DIEGO (KGTV) - Recent remedies aimed at reducing San Diego's homeless crisis have not been enough, according to a scientific 10News/San Diego Union-Tribune poll.The poll of 800 San Diego adults showed sentiments about addressing homelessness are not positive. When asked if they believed if homelessness was getting better, worse, or staying the same in San Diego, only 11 percent said it was getting better. About 60 percent said it's getting worse.Many believe that blame lies at the top of local government. When asked who is most responsible for reducing homelessness, 53 percent said elected officials and 18 percent pointed to the homeless and their families.RELATED: Housing crunch: San Diego needs 171,000 new homes by 2029So what's led to San Diego's homelessness? Of those surveyed, 33 percent believe housing costs have contributed most to the homeless crisis, 22 percent said substance abuse, and 20 percent said mental health issues.Recently, San Diego officials opened three temporary tent shelters to try and transition some of the city's homeless population into housing. When asked if they thought the tents helped, 51 percent said yes, 20 percent said no, and 29 percent were not sure.A report by the San Diego Housing Commission shows from December 2017 to March 2018, 946 people have exited the three tents. SAN DIEGO (KGTV) - San Diego Gas and Electric said Tuesday night that the company has started work to restore power in certain areas. The company says wind in certain parts of the county has died down and employees are beginning to inspect power lines before turning power back on. To see when SDG&E expects to turn power back on in your area, click here. The company shut off power to nearly 30,000 customers Tuesday morning due to a public safety shut-off or unplanned outages due to high winds, the utility company reported.  By Tuesday night, that number dropped to about 18,600 customers."Before nightfall (Tuesday), we worked to expedite the process to begin restoring power to some customers impacted by today’s strong weather event. SDG&E crews and contract firefighters helped patrol power lines to ensure they were safe and free of debris, so we could begin safely restoring power. This same process will begin at daylight (Wednesday), starting with areas of the county that are not expected to see high wind speeds (on Wednesday)," an SDG&E spokesperson told 10News in an email.“We recognize how inconvenient it is to be without power. SAN DIEGO (KGTV) - San Diego is playing a pivotal role as a testing ground for the future border wall while the region prepares for President Trump’s visit Tuesday.WHY SAN DIEGO?The region, specifically Otay Mesa, was selected as a location for the eight prototypes because of site accessibility to construct and the ability to evaluate the wall as part of a larger, existing border infrastructure system, according to U.S. Customs and Border Protection spokesman Ralph DeSio.San Diego County’s value as a construction site was detailed in a presentation made by the Department of Homeland Security and obtained by NPR.CBP officers can compare the performance of the prototypes to underperforming existing materials in the same location, according to the document. The prototypes can also be evaluated for the impact on operations in an existing enforcement zone.The land where the prototypes are constructed is federally owned, making the project more affordable.As far as the CBP is concerned, the proof of the border wall’s success is in the pudding. A video made by the agency showed an 87 percent reduction in arrests at the border after the creation of a physical barrier.FINANCIAL IMPACT OF THE BORDER WALLSan Diego had funds earmarked for border wall construction ahead of the prototype construction. The CBP allocated 9,000 to replace the primary fence and replace the secondary fence with a wall in the 2017 fiscal year.Despite the federal green light, the San Diego City Council formally opposed the project.The group voted to support Councilmember Georgette Gómez’s proposal to oppose the Border Wall Funding Act of 2017.In her resolution, Gómez cited a San Diego Association of Governments and Caltrans study on the economic impacts of border delays on the cross-border economy. I am happy the City Council voted to pass my resolution.
