OCEANSIDE, Calif. (KGTV) - The City of Oceanside is taking control of its water destiny, investing in a facility to purify recycled water from homes.“It’s not being used, it’s really a waste. A lot of that water is going out to the ocean and it’s really a precious resource," said Cari Dale, Water Utilities Director for the city. This Fall they'll break ground on the Pure Water Oceanside facility, which will sit right next to the San Luis Rey Water Reclamation Facility.The process uses state-of-the-art water purification steps that replicate and accelerate nature's natural recycling process. The facility will create between 3 and 5 million gallons per day of high-quality drinking water for the Oceanside community.Currently, the city gets most of its water from outside sources, which is costly and subject to drought and environmental disasters.Pure Water Oceanside will be able to provide 30 percent of the city's water supply.“It’s important because it’s controlling our own destiny, we’re really reusing something that would otherwise would be thrown away, so really it’s being a good environmental steward," said Dale.Orange County has been using a similar system for years.Funding for the million project will come from the city, as well as federal and state grants. OCEANSIDE, Calif. (KGTV) - A man was taken into custody in Oceanside on Monday morning after police say he broke into a short-term rental and sexually assaulted a woman. The sexual assault happened around 4 a.m. on the 800 block of South Pacific Street. According to police, Kwahmell Archer entered the home through an unlocked front door. Oceanside Police said there were 20 people inside the three-story rental when the suspect walked into a closet, got undressed and entered a sleeping woman’s bedroom. The 49-year-old woman woke up and screamed when the man grabbed her, waking up the rest of the house. Police said the suspect then ran back into the closet and was pinned inside by other people inside the house. Police arrived and took the man into custody. 773

Not only do Florida investigators say Daniel Santos was ripping hundreds of people off, but they say he flaunted it on social media.“He holds stacks of cash, firearms. And he’s not scared to show you the lifestyle that he’s living using other people’s hard earned money,” said Pasco Detective Spencer Hubbell.Hubbell has a whole file cabinet dedicated to catching Santos. He’s been arrested 55 times just in Pasco County, Florida.And he’s says this latest arrest should finally stick.Investigators said Santos was running a fraud operation, using stolen debit and credit cards, and bogus checks to bring in millions of dollars.“It’s feasible he was doing between ,000 to ,000 a day at times,” Hubbell said.Detectives said Santos, a suspected members of the Bloods gang, would raid accounts until the bank realized what was happening.In most cases, those banks would take the loss and the customers didn’t actually lose any money.US Marshall’s arrested Santos in Miami where he was living in a luxury condo.“Mr. Santos has never had a job. He’s never paid taxes. But he’s living the high life on everybody else's dime,” he said.Along with the fraud, investigators said Santos has a violent criminal history including sexual battery on a victim under 16, and trying to run down a police officer during a traffic stop.They said he was always able to bond out and go back to his criminal behavior. “He’s treating it as a game. So I’m hopeful the game is over and we won this time,” Hubbell said.The Sheriff’s Office said Santos got the stolen credit cards, by buying them or stealing them, which including mailbox hopping. 1661

OTAY MESA, (KGTV) -- Construction for President Trump's border wall is set to begin the end of the month, but law enforcement is already prepping for protests.There are not too many visitors at the end of the only road that goes into the border project. Agents on ATVs and the occasional semi truck are about all you'll see.But by the looks of everything being put up, it's clear those in charge know something may be coming and they want to keep it out.People familiar with the border project say the fence was put up in the last few days.The San Diego Sheriff’s Department says they are not involved with the construction in any way but that, “the department is currently evaluating the need and possible location of a 'free speech' area where citizens can peacefully express their viewpoints.”Meanwhile, local activists like Border Angels' Enrique Morones told 10News they are not aware of any mass protest that could take place, but they are worried about possible out of town groups coming in and causing a problem. In the same week as the one-year anniversary of the Standing Rock protests over the Dakota Pipeline, law enforcement is guarding this patch near the border as it could become ground zero for the immigration debate. 1248
