But in 2006, nobody was killed when there was a similar incident because emergency plans were in place and there had been drills.The work safety situation in China is grim despite a decline in the death toll over the first eight months of this year, Li said.Statistics showed 61,919 people were killed in various work accidents nationwide between January and August. This was 13.9 percent lower than over the same period last year.The number of major accidents with 10 or more deaths during the same period has dropped by 14.7 percent year on year.In response to the high number of fatal accidents the State Council Work Safety Committee has sent about 300 people, in 24 teams, to carry out safety checkups across the country, starting August 27 and ending September 20.

China brought the case to the WTO's Dispute Settlement Body on September 14.According to Chinese trade officials, from November 2006 to July 2007, the United States launched five anti-dumping and anti- subsidy investigations into Chinese coated paper and steel tubes, which involved 635 Chinese enterprises with 70,000 employees and goods worth US0 million.Five dual investigations against Chinese products in less than a year was unprecedented in the history of world trade, the officials said.According to the Chinese Ministry of Commerce, the US decision not only violated WTO rules, but also went against a 23- year-old US bipartisan policy.

BEIJING -- Strong economic growth means that fiscal revenues for 2007 will far exceed forecasts made at the beginning of the year, according to a report by the State Council to the top legislature here on Saturday .The extra money will be used to improve people's livelihood with education, health care, social security on top of the government work agenda, the report said.Central government fiscal revenue is expected to total 2.84 trillion yuan (about 389.5 billion U.S. dollars), or 401.1 billion yuan above the budget forecast.In the first 11 months, central government fiscal revenue was 2.68 trillion yuan, up 37 percent over the same period last year, statistics from the Ministry of Finance showed.Local governments will get a windfall too, with their extra fiscal revenue expected to reach 300 billion yuan, the report said."The huge extra fiscal revenue reflects China's stable, rapid economic growth," the report said.By the end of the third quarter, most major economic indicators had already outstripped 2007 targets: industrial output, total fixed asset investment, retail sales, realized company profits and foreign trade.Tax revenues derived from those activities also expanded rapidly in the first nine months. Value-added tax, import tax and individual income tax collections rose 9.9, 10.8 and 12.9 percentage points, respectively.Corporate income tax, business tax and deed tax collections were up 39.2 percent, 29.7 percent and 38.4 percent year-on-year, respectively. Those gains were 24.2 percentage points, 16.7 percentage points and 28.9 percentage points above target, respectively.According to the State Council, the extra fiscal revenue will be used to improve people's livelihood with education, health care, social security to top the agenda.The central government will use 40 billion yuan to subsidize farmers to raise fine breeds of livestock and plant improved variety of crops, and to renovate agriculture infrastructure such as roads, bridges and reservoirs, the report said.The central government will give 21 billion yuan to subsidize the compulsory education, 40 billion yuan to social security, 31.8 billion yuan to medical care, 29 billion yuan to scientific and technological development and 1.1 billion yuan for cultural causes, the report said.The central government will use the extra revenue to offset fiscal deficit by 45 billion yuan and keep the deficit of this year at 200 billion yuan.The State Council required the local governments to focus the use of their 300 billion extra revenue on improving people's livelihood too.

  

SHANGHAI -- China will launch its first Mars probe in October 2009 as part of a joint mission with Russia, said sources with the Shanghai Space Administration, the main developer of the probe, on Monday. Researchers are "pressing ahead" with the project for a synchronized launching with a Russian probe, said Chen Changya, a researcher with the Shanghai Institute of Satellite Engineering, at a space technology exhibition. He said the home-developed Chinese probe is scheduled for completion by June 2009. The probe, 75 centimeters long, 75 centimeters wide, 60 centimeters high and weighing 110 kilograms, is designed to be able to serve a two-year mission, according to Chen. Its model is on display at the exhibition. The Chinese probe, with Russia's Phobos-Grunt, will be launched by a Russian carrier rocket, Chen said. They are expected to land on Mars in 2010 after 10 month's flight.

And experts have warned the current population, 17 million calculated at the end of June, is already 3 million more than Beijing's resources can feed.Given this year's baby boom, triggered by the superstitious belief that babies born in the Chinese year of the pig are lucky, analysts say there is little hope for an immediate slowdown in Beijing's population growth, even with the post-Beijing Olympics lull and soaring housing prices that have driven some Beijingers to boom towns in the neighboring Hebei Province and Tianjin Municipality.Migrants, especially surplus rural laborers who have taken up non-agricultural jobs in the city, have forcefully contributed to the population explosion in recent years.About 200 million migrants are working in cities across China.Last year, Ministry of Public Security proposed police authorities in the migrants' home province should send "resident police officers" to cities to help maintain public security at major migrant communities, many of which are slums that are prone to violence, robberies, drugs and gambling.Resident policemen are currently at work in three cities: Dongguan, a manufacturing center in Guangdong Province, Binzhou of the central Hunan Province and Guigang of the southern Guangxi Zhuang Autonomous Region.The ministry has also demanded all cities to complete a management information system of migrants' data by the end of 2009.
