It should be conducted scientifically in accordance with laws and regulations...in order to provide key statistics for comprehensive, coordinated and sustainable economic and social development of the country," said Li during a conference on the country's sixth national census, which will begin on November 1. Chinese vice premier Li Keqiang (3rd L) addresses a conference on the 6th national census in Beijing, China, on July 16, 2010.Li said that in the upcoming years, the country will see a peak of its entire population as well as the elderly population, and a census is needed to provide an accurate picture of the country's population, structure and quality. ' China has begun conducting a national census every ten years since 1990.The last census in the world's most populous country, a decade ago, found there were 1.29533 billion people in China.

ZHOUQU, Gansu, Aug. 19 (Xinhua)-- More than 1,700 mudslide evacuees presently residing at schools in Zhouqu county of northwest China's Gansu Province are to be relocated as students will start the new semester soon, local authorities said Thursday.More than 400 households, altogether over 1,700 people, will be moved to Shachuan Village, in western of the mudslides-leveled county, said Yang Jianguo, head of the Civil Affairs Bureau of Gannan Tibetan Autonomous Prefecture which administers Zhouqu.The people are now living in dormitories and classrooms of three local schools, namely No.1 High School, No.1 Junior High and No. 3 Junior High. With students coming back from their summer vacation, the schools could no longer be used as settlement areas.More than one thousand tents will be erected at the new settlement zone covering an area of 67 mu (4.5 hectares), with three tents for each family, said Yang."They probably will have to spend the winter there so winter tents will be used," said Yang.The devastating mudslides which hit on Aug. 8 have claimed 1,364 lives with 401 people still missing as of 4 p.m. Thursday.Work crews will level the ground, ensure water and electricity supply and build lavatories from Aug. 21 to 23. They will start setting up tents on Aug. 24, said Yang.The new semester for junior school students and pupils will begin on Aug. 25 and senior high students will be transferred to other cities in the province, and start the new semester in early September.

BEIJING, June 11 (Xinhua) -- China has vowed to continue to develop its human rights dialogue with Norway after the two nations concluded their 13th annual Roundtable on Human Rights and the Rule of Law here Friday.Chinese Assistant Foreign Minister Liu Zhenmin briefed Norwegian representatives on Chinese achievements in improving people's livelihoods, reinforcing democracy, and constructing legal systems.The human rights roundtable between China and Norway is a model for countries with different social systems and from different civilizations to conduct equal and friendly dialogue, Liu said.China hopes to strengthen dialogue and exchange with other countries on human rights issues on the basis of equality and mutual respect to increase understanding, expand agreement and jointly promote the healthy development of human rights internationally.Norwegian Secretary of State for Foreign Affairs Gry Larsen spoke highly of China's remarkable achievements with human rights, saying the two nations have conducted stable and effective cooperation in the field of human rights.The Norway-China roundtable has served as a helpful platform for the two nations to discuss human rights issues and is conducive to the growth of bilateral ties, he said.Larsen said Norway will work with China to further promote the roundtable.During the two-day roundtable, nearly 70 officials and scholars from the two sides exchanged views on the rights of workers, prisoners and minorities.Liu and Larsen also discussed human rights, covering such topics as freedom of speech, the rights of minorities and the role of non-governmental organizations.China and Norway started discussing human rights issues in an informal setting in 1993. GENEVA, July 19 (Xinhua) -- Wu Bangguo, China's top legislator, on Monday called for the international community to demonstrate confidence, strengthen cooperation and safeguard peace to speed up the realization of the Millennium Development Goals (MDGs)."The parliament should supervise and support its own government to implement the MDGs, to take peaceful and friendly foreign policy, and to properly handle sensitive issues in bilateral ties and international relations," Wu, chairman of the Standing Committee of the National People's Congress (NPC), said at the opening ceremony of the third World Conference of Speakers of Parliament.The MDGs, endorsed by UN members in 2000, set out eight targets ranging from halving extreme poverty to halting the spread of HIV/AIDS by 2015.Wu Bangguo (4th R, Front), chairman of the Standing Committee of China's National People's Congress (NPC), poses for a group photo with other participants of the third World Conference of Speakers of Parliament held in Geneva, Switzerland, July 19, 2010."Over the past decade, the world has been achieving results on the MDGs, but the progress remains slow," Wu said. The global financial crisis has an impact that can not be neglected on the implementation of the MDGs, but the world should aware that the MDGs and dealing with the crisis are not contradictory, Wu said.He stressed it will be more significant for the international community to speed up the MDGs' implementation process while there still exists in-depth impact of the financial crisis and uncertainty of the world economy's systematic and structural risks.
