Steven Weber and Kenesha Antoine were staying in a wooden cabin with a bedroom submerged beneath the surface of the water off the east coast of Africa when the incident occurred. According to CNN, Weber proposed Thursday by swimming underwater, holding a handwritten note against one of the bedrooms windows.
